GENERAL LEAGUE RULES
PLAYERS
1. A player leaving an OHSAA team prior to December 31 st may be eligible to play in
CAYBL with approval of the Executive Committee and official addition to a team roster
before December 31st. With this exception, no player on an OHSAA team can play on a
CAYBL team during the same season.
2. A player can play on only one CAYBL team except as authorized by the Executive
Committee.
3. A player who lives in a CAYBL community and who wishes to play for another
community, school, or program must have a signed waiver from the community the
player resides in and must have the approval of the Executive Committee.
4. A player must have been assigned to a team by the community, school, or program
that sponsors the team in order to be eligible to play. Any player (including a player on
an independent team) must be on an approved team roster in order to be eligible to
play. An exception can be made by the League President where a player was on a
team prior to the game, was inadvertently excluded from the team roster, and is
otherwise eligible to play.
5. An ineligible player entering a game for a team will result in forfeiture of the game by
the team.
6. The Executive Committee reserves the right to move a player to a higher grade level
based on the age of the player.
7. A player must play in at least 5 regular season games to be eligible for the end-ofseason tournament. An exception to this rule due to special circumstances such as
injury may be granted by the Executive Committee.
TEAMS
1. The League will accept teams from any member community or school programs and
will accept teams from any non-member community or school and independent teams
with approval of the Board of Directors. Any independent team wishing to play in the
League that is located in a member community must also obtain the approval of the
community coordinator.
As of 12/28/2015
1
2. The League by vote of the Board of Directors has the right to reject any team for any
reason.
3. Each team must have 75% or more of its players from one community or school
except as otherwise approved by the Executive Committee.
4. Team Registration Forms and rosters must be completed and submitted with all
required information by the League deadline prior to acceptance in the League.
Amended Team Registration Forms and rosters must be promptly submitted to include
any changes. Each team must have the last submitted roster in its possession at all
games and upon request must show the roster to the officials and to the opposing team.
5. Any CYO team must compete in the Athletic (grades 4-6) division or play up a grade
(grades 7-10) except as authorized by the Board of Directors.
6. The League President with approval of the Executive Committee may move any team
from one level of competition to another for competitive reasons.
7. Teams will be placed based on the grade of the players comprising the team. If a
team has players from different grades, they will play in the appropriate division of the
highest grade for the players except as otherwise approved by the Board of Directors.
8. All teams must be registered by the deadlines established by the League. Teams
may be registered after these deadlines only with the approval of the League President.
9. No player may be added to the roster of a team after December 31 st. Any exception
to this rule may only be made by the Executive Committee.
DIVISIONS
The following criteria should be used as a guideline for placing teams in the League. It
is not necessary for teams to meet all the criteria of any division to play in that division.
1. High Athletic- Boys and Girls (Grades 4-6 only)
• Formed by Tryouts or a formal process that organizes players by skill
level.
• Usually practice several times each week.
• All players have proficient skills.
As of 12/28/2015
2
• Most communities refer to these teams as “select” and are typically the
“A” squad. For larger programs, an “A” or “B” team could compete in this
division.
2. Low Athletic- Boys and Girls (Grades 4-6 only)
• Formed by Tryouts or a formal process that organizes players by skill
level.
• Sometimes practice multiple times each week.
• Several players have proficient skills.
• This is often the “B”
could compete in this division.
squad. For larger programs, a “C” or “D” team
3. High Recreational- Boys and Girls (Grades 3- Varsity)
• Formed outside tryouts, usually by draft or registration.
• Occasionally practice more than once each week.
• No more than half the players have proficient skills.
• Good teams but not competitive with athletic level squads.
4. Low Recreational- Boys and Girls (Grades 3- Varsity)
• Formed outside tryouts, usually by draft or registration.
• Seldom practice more than once each week.
• Few players have proficient skills.
5. Instructional- Boys and Girls (Grade 2 and Grade 3 if there are enough 3 rd grade
Instructional teams)
• For 2nd graders and 3rd graders learning the game and rules and who
play with an 8 ft. rim.
SEASON SCHEDULE
As of 12/28/2015
3
1. Athletic teams will play a 10-20 game schedule depending on the number of teams
and the willingness of teams to play an opposing team more than two times during the
season and/or the willingness to play cross games between teams in different athletic
divisions. Only teams given 20 games will be those that play at least 10 in the athletic
division unless otherwise approved by the Board of Directors.
2. Recreational and Instructional teams will play a 10 game schedule.
3. Grades 2-6 will begin play on the first weekend in December or as specified in the
League calendar.
4. Grades 7-Varsity will begin play the 2nd or 3rd weekend of December (depending on
the holiday schedule) or as specified in the League calendar.
5. The League will finish the season with an end-of-season tournament to be completed
no later than the first weekend in March unless otherwise approved by the Board of
Directors.
RESCHEDULING GAMES
1. No team may cancel a League game without approval from the team’s community,
school, or program coordinator.
2. Only games cancelled due to weather or gym closures will be rescheduled after
January 31st unless approved by the League President.
3. No game will be removed from the calendar unless approved by the Scheduling
Coordinator at least seven days in advance of when the game is scheduled.
4. No game that has been removed from the calendar will be scheduled to a new date
without the approval of the Scheduling Coordinator. Ordinarily, this approval must be
obtained at least seven days in advance of when the rescheduled game will be played.
5. Rescheduling games should follow this process:
• Team requesting change contacts the team’s community, school, or
program coordinator.
• Coordinator approves change and sends request to the other
community, school, or program coordinator (if it’s an away game) or to the
other community, school, or program coach (if it’s a home game).
As of 12/28/2015
4
• Once affected teams agree on a reschedule date, community, school, or
program coordinator where game will be played submits the change to the
Scheduling Coordinator for master schedule update. The Scheduling
Coordinator must approve the rescheduling of all games. The Scheduling
Coordinator will coordinate all schedule changes with the Referee
Coordinator.
6. The Scheduling Coordinator is responsible for seeing that the website schedule is
kept accurate and complete.
GYM STAFFING
Each member community, school, or program is responsible for opening home gyms for
home games a minimum of 30 minutes before the start of the first game. Each home
gym must have workers assigned to run the time clock for all games scheduled to be
played at that gym. Each home gym is encouraged to have a gym coordinator present
at all times that a gym is open who is independent of the teams that are playing at any
given time and who is present to address problems that occur and to assist officials in
the performance of their duties. If an independent gym coordinator is not present, the
gym must make one person (perhaps a coach or board member) readily available in
person or by telephone (with the number clearly available at the scoring table) to deal
with any emergencies or problems which may arise at the gym.
ADMISSION
1. Maximum admission charges for all CAYBL games will be:
• $2.00 Adult
• $1.00 Student
• $5.00 Family
2. Admission fees for league games are optional and lower fees (or no fees) may be
charged in the discretion of each community, school, or program.
As of 12/28/2015
5
PLAYER, COACH, AND PARENT/SPECTATOR CONDUCT
1. All players, coaches, and parents/spectators are required to comply with the CAYBL
Codes of Conduct.
2. Failure to comply with the CAYBL Codes of Conduct may result in expulsion from the
gym, suspension of the right to participate in the CAYBL League and/or to attend
CAYBL games, or other disciplinary action which is determined by the Disciplinary
Committee to be appropriate.
3. In addition to any discipline imposed by the Disciplinary Committee, which may
include suspensions of greater duration, the following conduct will result in automatic
suspensions for coaches, players, and parents/spectators:
• Fighting (3 games)
• Game Ejections (1 game)
4. Any player, coach, or parent/spectator who is ejected from a game must immediately
depart the building and grounds where the game is being played and may not return to
the site of the game for the duration of any games being played there on that day. A
minor who is ejected must be accompanied from the site of the game by a parent,
coach, or other adult.
5. Any player, coach, or parent/spectator who is suspended from attending a game may
not enter into the building or onto the grounds where the game is being played for at
least one hour prior to the start of the game and for at least one hour after the game
ends.
6. Any failure to comply with these rules pertaining to an ejection and/or suspension
constitutes a violation of the Codes of Conduct and the penalty for the violation will be
determined by the League Disciplinary Committee.
REFEREES
1. All referees are required to have a league coordinated background check performed
before being allowed to work CAYBL games. Incidents of child abuse, drug crimes, sex
crimes, or other offenses deemed inappropriate by the League for contact with children,
in the League’s discretion, will disqualify a referee from eligibility for assignment to
League games. Background checks are performed at the League’s expense if the
League budget permits.
As of 12/28/2015
6
2. The League will strive to place the highest caliber referees available for the grade
level playing. The goal will be to use OHSAA certified officials exclusively. Use of nonOHSAA certified officials must be approved by the Executive Committee except in an
emergency.
3. Only OHSAA level 2 or higher referees will be used for Athletic division game and
Grades 7- Varsity games. Exceptions will be communicated by the Referee Coordinator
to the Member at Large.
4. All referees will meet the OHSAA concussion training requirements prior to working
CAYBL games. Proof of this compliance must be provided to the Referee Coordinator
prior to working in a game. Because the OHSAA requires compliance with the
concussion training requirements, proof that an official has a current OHSAA officiating
permit is sufficient to demonstrate compliance with the concussion training
requirements.
REFEREE FEES
Referee fees must be paid before the game. In 2 nd and 3rd grade Instructional games,
there will be one referee, and the home team pays the referee. In all other games,
there will be two referees and each team pays one referee. Fees will be as follows:
• $25.00 Grades 2- Varsity- All Instructional, Recreational, and Athletic,
and Instructional Divisions.
FORFEITS
1. There will be a ten minute grace period in circumstances involving a weather
emergency or a significant traffic delay from the start of a scheduled game for any team
having fewer than five players. In other circumstances the decision as to whether to
allow up to a ten minute grace period for any team having less than five players shall be
in the sole discretion of the gym coordinator, or if a gym coordinator is not present, the
officials. Failure to have the required number of players to start the game at the end of
the grace period will result in a forfeit.
2. A game will be considered “scheduled” until it is removed from the schedule by the
Scheduling Coordinator. When a team does not show up for a scheduled game, it will
As of 12/28/2015
7
show as a forfeit loss in the team’s record and standings, unless both coaches and the
coordinators agree to make the game up.
3. In the event of a forfeit, one referee will be paid by the other team and any unpaid
official will be reimbursed by the League as a forfeit fee. Reimbursement for forfeit fees
will be handled by the League Treasurer.
4. If the game is made up at a later date, the forfeiting team is responsible for both
referees’ fees (or in 2nd and 3rd grade Instructional games the referee fee) at the makeup game and possibly gym fees (if applicable).
5. The community/program of the forfeiting team will be required to promptly reimburse
the League for its teams’ forfeit fees as billed by the Treasurer. To cover the cost of
these fees, each community, school, or program will pay a deposit with their registration
fees per the schedule below. Any unused funds from this deposit may be refunded at
the end of the season or credited toward the following season’s fees at the discretion of
the community, school, or program. If forfeit fees exceed the deposit, the community,
school, or program will be based on the number of teams registered by that community,
school, or program for the season:
· 0-20 teams
$100
· 21-60 teams
$150
· 61+ teams
$200
SCORE REPORTING
1. All game scores must be entered by the winning coach using the score reporting
process as outlined on the league website. Scores should be submitted no later than
48 hours after conclusion of the game. Gym coordinators are encouraged to have
timekeepers record game scores and to preserve those scores so that it will be easier
for the Website Coordinator to determine scores which are not reported by the winning
team. Unreported scores which cannot be determined may result in a loss for both
teams in the standings and/or exclusion from the end-of-season tournament.
2. Scores submitted and/or recorded incorrectly should be reported to the Website
Coordinator for correction. The Website Coordinator is responsible for ensuring the
standings are correct.
As of 12/28/2015

GAME PROTESTS
1. A judgment call by any game official may never be grounds for protest and will not be
considered. The League will recognize game protests only for the following reasons:
• Player eligibility must be noted no later than before the start of the
second half. An exception may be made by the League Member at Large
in his/her sole discretion where the eligibility issue could not reasonably
have been discovered until a later time.
• Playing time issue must be noted prior to start of 4 th quarter.
2. To be “noted,” the head coach must identify to the officials, the opposing team’s head
coach, and the scorekeepers the name and/or number of the player claimed to be
ineligible and/or the player who is claimed to not have played the required amount of
time. The officials have no responsibility to resolve the claimed discrepancy. The
official scorekeeper shall record in the scorebook the fact that a protest has been made
and by whom, the identity of the player, and whether the player is claimed to be
ineligible or to not have played the required amount of time, and the time in the game
when the claim was made. A check in the amount of $25.00 made payable to the
League shall accompany every protest. The fee will be returned if the protest is upheld.
3. A protest may only be made by the head coach of a team. Each protest shall be
accompanied by a $25.00 fee made payable to CAYBL which will be refunded only if
the protest is upheld. The protest shall include a full statement in writing as to the facts
and shall be delivered to the League President within 48 hours of the end of the game
which is being protested. Score sheets and other pertinent information shall be
included with the protest. All protests will be submitted by the League President to the
League Disciplinary Committee and will be resolved as quickly as possible, with the
goal being within one week of the submission date.
4. A protest as to playing time will only be upheld if the complaining team had a
statistician on the team bench whose sole responsibility was to track the playing team
for the opposing team or for both teams. The statistician who tracks playing time for all
players on a given team, or on both teams, during a game should be seated on the
team bench close to the scoring table so that the statistician can see when players enter
and exit the game. The statistician should record when each player enters the game
and when each player exits the game.
5. A playing time violation will result in forfeiture of the game unless the violation is both
a de minimis violation and it could not reasonably have had any effect on the outcome
of the game. Any player eligibility violation will result in forfeiture of the game if the

player who is claimed to be ineligible both played in the game and was ineligible to play
for any reason.
END-OF-SEASON TOURNAMENT
All teams in Grades 3- Varsity are eligible to play in an end-of-season single-elimination
tournament provided they have no outstanding forfeit fees. Second grade teams are
eligible and may request to play in the third grade tournament which will be played
under third grade rules. Any such request shall be delivered (e-mail is sufficient) to the
League President at least two weeks prior to the end of the regular season. An
additional fee may be required. Teams that are registered as Athletic must play in
athletic based tournaments.
AWARDS
1. All Grade 3- Varsity division winners, runners-up, and tournament 1 st and 2nd place
teams will receive individual player awards.
2. If more than two teams are tied for 1st place, those teams will receive 1st place
awards and no 2nd place award will be given out. If there are not ties for 1st place, but
one or more teams are tied for 2nd place, the 1st place team will receive a 1st place
award and those teams that are tied for 2 nd place will receive 2nd place awards.
3. All players on 2nd grade teams will receive individual participation awards.

SCOREBOOKS/SCOREKEEPERS
1. For all except 2nd grade, each team shall have a scorekeeper who records at a
minimum fouls and points. The two scorekeepers shall reconcile their records no less
often than at the end of each quarter.
2. For 2nd grade games, the home gym shall provide a timekeeper who will also keep a
record of the fouls in the game for each player and team, or if the home gym does not
provide a timekeeper, the home team shall provide a person to perform these functions.
The visiting team may also have a person who keeps a record of the fouls for each
player and team, and in that event, the two persons who each maintain a record of fouls
shall reconcile their records no less often than at the end of each quarter.
3. At least fifteen minutes before a game, the scorekeeper for each team shall provide
the opposing team scorekeeper with the names and numbers of all players on the team.
Upon request at any time during the game, the scorekeeper shall allow the opposing
team scorekeeper and/or coach to review the teams’ last League approved roster.
4. Before the game, both referees shall record their official league numbers to each of
the scorekeepers who will record the numbers in their scorebooks. For each OHSAA
referee, the “official league number” will be the number assigned to the referee by the
OHSAA.
5. The Home Team scorebook will be official.
6. In the absence of a Home team scorebook, the Visitors team scorebook will be
official.
7. If there is no scorebook, the game will be called a forfeit.
8. Scorekeepers are part of the officiating team. Where space permits they will be
seated beside the timekeeper at the official table. As a part of the officiating team, a

UNIFORMS
1. All players on each team must wear a t-shirt or jersey with a large permanently
affixed, non-duplicated, number on the back and the same number which is
permanently affixed and is clearly readable from a distance of 20 feet on the front. Tshirts or jerseys without numbers on front and back or with taped, pinned, or
handwritten numbers will not be allowed without prior approval from the League
President.
2. The following numbers are legal under OHSAA rules and may be used on jerseys and t-shirts:
0,1, 2, 3, 4, 5, 00, 10, 11, 12, 13, 14, 15, 20, 21, 22, 23, 24, 25, 30, 31, 32, 33, 34, 35, 40, 41, 42,
43, 44, 45, 50, 51, 52, 53, 54, 55. A team member list shall not have both numbers 0 and 00.
Any exception to this rule may be approved only by the League President.
3. Officials may disallow a t-shirt or jersey from being worn which has language on it
which is profane or which is generally offensive or in bad taste.
4. Appropriate shoes must be worn which are appropriate for use on the surface of the
floor. Players may not play barefooted or in stocking feet.
5. Officials may ban any item of clothing or equipment that they deem as unsafe or
illegal.
6. No jewelry may be worn at any time during a game with the exception of a medical
emergency necklace or bracelet.
7. The colors of the two teams must be contrasting and be clearly distinguishable to the
officials and players on the floor. If there is a conflict with the two teams not having
contrasting and distinguishable jerseys or t-shirts, the visiting team must change their tshirts or jerseys at the official’s request. If the visiting team does not have t-shirts or
jerseys in a contrasting color which meet the requirements set forth above, the home
team shall change their t-shirts or jerseys. If neither team is able to change their t-shirts
or jerseys, pinnies are acceptable for one of the teams, and if pinnies are unavailable,
the referees will decide the next step, which may include the possibility of declaring the
game forfeited by the visiting team.
GAME TIME/ CLOCK

throws and timeouts.
4. In 2nd grade and 3rd grade Instructional games, the score should be reset to zeroes
after each quarter.
5. For Grades 3 and 4 Rec games, the clock will not start in dead ball situations in the
last minute of the 4th quarter or overtime until the ball crosses half court.
6. When the lead in a game reaches 25 points, no further change will be made to the
scores on the scoreboard. If the lead drops to 15 points, the scores on the board will be
corrected to reflect the actual scores for each team at that time and the scores will
continue to be updated subject to the same rule applying if the lead reaches 25 points
again.

location of the box with tape or alternatively should indicate to each head coach the
boundaries of the box. Assistant coaches do not have the same coaching box
privileges as the head coach. Only the head coach is permitted to address officials.
Assistant coaches must be seated at all times except during time outs or between
periods, to attend to an injured player after being beckoned, or to spontaneously react
to a play and then sit down. Failure to comply with these rules may result in the
issuance of a warning and/or a technical foul. Per OHSAA rules, any coach assessed a
technical foul will result in all coaches on that team’s bench remaining seated for the
balance of the game and being prohibited from speaking to the officials.
2. Coaches should not engage in the following conduct with officials that may result in a
warning and/or a technical foul and which constitutes unsportsmanlike conduct: making
a disagreement personal, drawing attention to the coach in a dispute, continued
comments or complaints, continued asking for calls, demonstrating calls that should
have been made, using profanity or abusive language, not heeding warnings, inciting a
crowd reaction, questioning integrity, and complaining to an official about the official’s
partner. This list is not intended to be all-inclusive but is a list of the types of conduct
that commonly result in warnings and/or technical fouls being assessed.
3. All coaches for teams in grades 2-8 must be a minimum of 18 years old.
4. All JV and Varsity games must have an adult coach that is on the bench and is
responsible for the team’s conduct. “Adult” is defined as being 21 years old or older.
Teams that violate the adult coach rule will forfeit any games played without an adult

shall record in the scorebooks the name and number of the player, the nature of the
injury, and the time that the coach provided the information.
5. Any other request for exception to these rules must be requested on a per game
basis for a particular player and must be approved by a team’s community, school, or
program and must be approved by the League Member at Large.
6. These are the minimum playing time requirements of the League. Each local
community, school, or program’s playing time requirements may override this rule if they
require more playing time, but not less.
FREE THROW LINE
1. All Grades 2 and 3 teams will shoot free throws at 9 feet (the bottom of the circle).
2. All Grade 4 teams and Grade 5 Girls will shoot free throws at 12 feet.
3. All Boys Grade 5 (Girls grade 6) - Varsity teams will shoot free throws at the
regulation 15 foot line.
4. All grades shooting free throws from 9 or 12 feet will line up along the lane beginning
with the spot on the basket side of the block.
5. All grades shooting free throws from regulation 15 feet will line up along the lane
beginning with the spot on the free-throw line side of the block.
6. If the free throw line for a game will be at 9 feet or 12 feet, the officials prior to the
game beginning should mark the location of the box with tape or alternatively should
indicate the location of the line to the shooter at the time the shooter attempts to make
free throws.
DEFENSE
Grades 2-3 Instructional and Grade 3 Recreational and High Recreational:
• Must play man-to-man defense. No zone defense is allowed.
• Once possession is established by the defensive team, the offensive
team must fall back. Defensive players may not initially guard or pressure
As of 12/28/2015
15
offensive players until the ball reaches the volleyball line or the equivalent
of the volleyball line where one is not present.
• Each defensive player must guard the same player unless there is a
permanent switch of the defensive assignment of the player or unless the
ball has entered the area of the three second lane. Once a team has
advanced the balance into the front court, no defensive player may guard
an area instead of an opponent, but must come out to within 6 feet of their
man- except when the player being guarded is more than 6 feet above the
three point line. In that case, the defender need defend no closer than the
three point line.
• Coaches may line up their players at half court prior to the start of play at
the beginning of a quarter and after a timeout to point out the opposing
player each player is assigned to defend.
• The defensive team not have to closely guard their assigned players on
sideline in-bounds plays when all the offensive players are lined up or
positioned near the half court line. They may fall back as far as the three
point arc.
• Very limited switching of defenders is permitted. If a defensive player
has been beaten and is no longer basket side of his/her offensive player,
another player may switch and guard the offensive player provided the
player who is beaten makes every effort to get back in proper defensive
position on his/her player and not more than one defensive player is
guarding the offensive player at any time. Once the player who was
beaten is able to regain proper defensive position, the other defensive
player must go back to guarding his/her original player.
• (For 2nd grade only) While outside the paint stealing from the ball handler
is prohibited. This includes when they are dribbling and after they pick up
their dribble. The defender should be instructed to move their feet to stay
in front of the ball handler, if they lose the ball dribbling the defender can
grab the ball. When the ball handler picks up their dribble the defender
(and other defenders) should be instructed to defend the passing lanes.
Stealing of the pass is permitted. While inside the paint, stealing of all
level (or causing of a jump ball) is permitted. Referees will/should be
instructed to enforce the 5 second call once the ball handler picks up the
ball.
• A defensive three second rule will apply in the free throw lane. It is a
violation when a defender is in the free throw lane for three seconds or

16
more while not actively guarding an opponent. To be considered actively
guarding, a defender must be within an arm length of an opponent and in
a guarding position. The three second rule count stops if: 1) a player is in
the act of shooting, or 2) there is a loss of team control, or 3) the defender
is actively guarding an opponent, or 4) the defender leaves the free throw
lane. Once the three second count stops, it begins again once the player
is in the free throw lane and none of these exceptions applies.
• Defensive players may double team in the three (3) second lane only
once the ball is in the lane. Trapping outside the lane is not allowed.
• Failure to adhere to these defensive rules will result in no more than two
warnings. Additional failure to adhere to the rules may result in one or
more one-shot technical fouls and may be reported to the Referee
Coordinator and the League Member at Large so the team may be
watched to ensure they adhere to the rules. Repeated violations may
result in a forfeit or dismissal from the league.
• Regardless of score, teams on offense may not hold the ball and must
initiate offensive action. Also, no clearing out or spreading the floor to
gain an advantage for one offensive player is allowed. Failure to attack on
offense or to clear out will result in a warning or, if a warning has been
given, the turnover of the ball to the opposing side and/or technical fouls
for repeated violations.
Grade 4 Recreational and High Recreational:
• Any defense including zone defense is permitted except that a team that
is up by fifteen points or more shall play defense according to the rules set
forth above for 3rd grade.
• No full court pressing is allowed. Once possession is established by the
defensive team, the offensive team must fall back. The defense may not
defend in the back court and may not defend in the front court until the ball
attains front court status. This means that a dribbler must have both feet
and the ball in the front court before the defense can pressure the ball.
• Failure to adhere to these defensive rules will result in no more than two
warnings. Additional failure to adhere to the rules may result in one or
more one-shot technical fouls and may be reported to the Referee
Coordinator and the League Member at Large so the team may be
watched to ensure the team adheres to the rules. Repeated violations
may result in a forfeit or dismissal from the league.
