Resolved on the motion of Crs Clancy and Metcalfe that the Minutes of the
Ordinary Meeting of Council held on Thursday 14th May 2015, as typed and
circulated to the Councillors, be taken as read and confirmed.

MAYORAL MINUTE
Cr Don Henderson advised that a resident of Hay Shire, Mr Duncan Fraser
AM, had been named in the Queen’s Birthday 2015 Honour List.
Cr P McCrabb advised Council that Mr Fraser had been involved in Agriculture
and Professional Associations in Education and Training.
Cr P McCrabb further advised Mr Fraser was involved in many organisations
in Hay and Booroorban and he fully deserved the award.

Resolved on the motion of Crs Henderson and McCrabb that a letter of
congratulations be forwarded to Mr Duncan Fraser AM on being named in the
Queen’s Birthday 2015 Honour List and also thanking him for his commitment
to the community.

Resolved on the motion of Crs McCrabb and Clancy that in accordance with
Section 566 (3) of the Local Government Act 1993 Council adopt the rate of
8.5% for interest on overdue rates and charges for 2015/16.

Further resolved on the motion of McCrabb and Clancy that the draft
Operational Plan incorporating 2015/16 Budget and Revenue Policy be
adopted subject to the following inclusions:1. The Central Murray Regional Library contribution be listed at $81,910.
2. Play Equipment at Blighty be listed at $75,000 with a government grant
of $25,000.
3. Wanganella Advancement Committee to include a projector at $4,000
and concreting at $2,000.
4. Booroorban Hall Painting $3,500.
5. Pretty Pine Kitchen Renovation of $15,000.

Further resolved that Council make the following rates for 2015/16:
Council, pursuant to section 535 of the Act, hereby makes the following
ordinary rates for the year ended 30th June, 2016:
I. An Ad Valorem rate on all rateable land sub-categorised as Residential of
zero zero four one zero six eight (.0041068) cents in the dollars, provided that
the minimum amount payable for this rate in respect of each separate land
parcel shall be the sum of three hundred and fifty dollars ($420).
II. An Ad Valorem rate on all rateable land sub-categorised as Business of zero
zero four one zero six eight (.0041068) cents in the dollars, provided that the
minimum amount payable for this rate in respect of each separate land parcel
shall be the sum of three hundred and fifty dollars ($420).
III. An Ad Valorem rate on all rateable land sub-categorised as farmland – High
Murray Irrigation – Irrigable Properties of zero zero nine four zero three four
(.0094034) cents in the dollar, named the High Murray Irrigation – Irrigable
Properties – General Rates, provided that the minimum amount payable for
this rate in respect of each separate land parcel shall be the sum of three
hundred and fifty dollars ($420).
IV. An Ad Valorem rate on all rateable land sub-categorised as farmland – Low
Murray Irrigation – Irrigable Properties of zero zero six four five seven two
(.0064572) cents in the dollar, named the Low Murray Irrigation – Irrigable
Properties – General Rates, provided that the minimum amount payable for
this rate in respect of each separate land parcel shall be the sum of three
hundred and fifty dollars ($420).
V. An Ad Valorem rate on all rateable land sub-categorised as farmland – High
Murray/Murrumbidgee River Irrigation – Irrigable Properties of zero zero seven
eight two zero seven (.0078207) cents in the dollar, named the High
Murray/Murrumbidgee River Irrigation – Irrigable Properties – General Rates,
provided that the minimum amount payable for this rate in respect of each
separate land parcel shall be the sum of three hundred and fifty dollars ($420).

VI. An Ad Valorem rate on all rateable land sub-categorised as farmland – Low
Murray/Murrumbidgee River Irrigation- Irrigable Properties of zero zero five
five nine nine five (.0055995) cents in the dollar, named the increased – Low
Murray/Murrumbidgee River Irrigation- Irrigable Properties – General Rates,
provided that the minimum amount payable for this rate in respect of each
separate land parcel shall be the sum of three hundred and fifty dollars ($420).
VII. An Ad Valorem rate on all rateable land sub-categorised as farmland –
Murrumbidgee Groundwater Irrigation – Irrigable Properties of zero zero five
five one nine six (.0055196) cents in the dollar, named the Murrumbidgee
Groundwater Irrigation – Irrigable Properties – General Rates, provided that
the minimum amount payable for this rate in respect of each separate land
parcel shall be the sum of three hundred and fifty dollars ($420).
VIII. An Ad Valorem rate on all rateable land sub-categorised as farmland – Murray
Groundwater Irrigation – Irrigable Properties of zero zero nine two four four six
(.0092446) cents in the dollar, named the Murray Groundwater Irrigation –
Irrigable Properties – General Rates, provided that the minimum amount
payable for this rate in respect of each separate land parcel shall be the sum
of three hundred and fifty dollars ($420).
IX. An Ad Valorem rate on all rateable land sub-categorised as farmland – Private
Scheme Irrigation – Irrigable Properties of zero zero eight seven three zero
four (.0087304) cents in the dollar, named the Private Scheme Irrigation –
Irrigable Properties – General Rates, provided that the minimum amount
payable for this rate in respect of each separate land parcel shall be the sum
of three hundred and fifty dollars ($420).
X. An Ad Valorem rate on all rateable land sub-categorised as farmland – High
Coleambally Irrigation – Irrigable Properties of zero zero seven three zero two
eight (.0073028) cents in the dollar, named the High Coleambally Irrigation –
General Rates, provided that the minimum amount payable for this rate in
respect of each separate land parcel shall be the sum of three hundred and
fifty dollars ($420).
XI. An Ad Valorem rate on all rateable land sub-categorised as farmland – Low
Coleambally Irrigation – Irrigable Properties of zero zero five zero two zero
zero (.0050200) cents in the dollar, named the Low Coleambally Irrigation –
Irrigable Properties – General Rates, provided that the minimum amount
payable for this rate in respect of each separate land parcel shall be the sum
of three hundred and fifty dollars ($420).
XII. An Ad Valorem rate on all rateable land sub-categorised as farmland –
Farmland (Dryland) of zero zero four eight five zero nine (.0048509) cents in
the dollar, provided that the minimum amount payable for this rate in respect
of each separate land parcel shall be the sum of three hundred and fifty
dollars ($420).
XIII. A water supply availability annual charge of $85.00 (eight five dollars) for all
land rateable to the Conargo, Booroorban and Wanganella water supply that
has a connection named the Water Access charge (and shown on the rates
notice as Water Access charge).
XIV. A water supply service charge of .55 cents (fifty five cents) per kilolitre for all
water supplied by the Conargo, Wanganella and Booroorban water supply.

Further Resolved on the motion of Crs McCrabb and Clancy that Council
staff, in consultation with Pretty Pine Advancement Committee, present a
report to Council on the construction of horse stalls at Pretty Pine Recreation
Reserve.

present a report to Council on a truck stop at Booroorban.
