Issue32, April 2008 Innovations in procedures certificates of competence authorized to declare goods. for issuing to persons Until recently in Ukraine certificates of competence were issued to persons authorized to execute declaration procedures directly by the customs authorities in the area of responsibility in which the relevant foreign trade operators were located. From now on, in order to receive certificates of competence, persons authorized to execute declaration procedures will have to pass tests set by the customs service on the basis of customs educational institutions namely the Kyiv and Khmelnytskyy Professional Training Centres and the Academy of the Customs Service of Ukraine. Since the beginning of 2008 the Border Guard Service of the Republic of Moldova has been applying a new passport control system allowing them to register documents with biometric data. This system has been implemented jointly with the Ministry of Information Development of the Republic of Moldova and makes it possible to register and check documents containing a person’s biometric data. The registration technology takes a short time and does not cause any additional inconvenience for the travellers crossing the border. More than 80 people have already enjoyed the advantages of the new system. According to international statistics and the MD innovation developers, it’s actually impossible to forge documents containing biometric data or defraud the control system as the data are immediately verified in several ways. EUBAM launches a new version of web site In order to simplify access to its website for internet users EUBAM has developed a lighter version of its design and dynamic menu. The new version of the EUBAM website allows readers to download EUBAM’s latest brochure, all issues of the joint newsletter, as well as EUBAM’s Annual Report for 2007. It also has several new sections such as risk analysis, a view from the field, public relations etc. The EUBAM web site is in English, Russian and the official languages of Moldova and Ukraine. EUBAM and Moldovan and Ukrainian counterparts will celebrate Europe Day in May It is already traditional in Ukraine and Moldova to celebrate Europe Day in May by organizing public concerts, competitions, conferences and outdoor information exhibitions jointly with the Delegations of the European Commission and embassies of EU countries. In the framework of celebrations this year it is planned that the EU Border Assistance Mission Issue32, April 2008 to Moldova and Ukraine will meet the public and provide them with information about the Mission and the European Union in Chisinau on 8 May, in Odesa on 14 May and near the common border between Moldova and Ukraine on 17 May. The Border Guard and Customs Services of Moldova and Ukraine may also be present to present to the population leaflets about their services. Europe Day provides an excellent opportunity for the public to find out more about the rules for crossing the border. Dog handlers from Moldovan and Ukrainian border services exchange experience In the framework of developing cross border cooperation between the four partner services EUBAM initiated a coordination meeting of dog handlers from Moldovan and Ukrainian border agencies at Briceni, a jointly controlled border crossing point, to promote mutual cooperation, sharing of experience and building confidence. It is planned to organise regular meetings of the working group, dog handling competitions and public campaigns in the press on the importance of the work of service dogs. The next meeting of the service dog specialists will take place at Ocnita Dog Handling Training School in Moldova in May. The agenda will include a presentation on the Ocnita Dog Handling Training School, development of coordination of actions on trains, bus search techniques, etc. The role of the dogs in ensuring security on the border has been demonstrated by numerous detections of drugs with the help of service dogs in Moldova and Ukraine. The Customs Service of the Republic of Moldova activates cooperation with civil society in counteracting corruption In implementation of the Action Plan to Prevent and Control Corruption, the Customs Service of the Republic of Moldova has signed an Agreement on Cooperation with the Pro Marshall Centre, a member of the counter-corruption alliance in the Republic of Moldova. The Agreement serves to develop effective and constructive dialogue between the Customs Service and civil society in fighting corruption. The Agreement creates the basis for further developing cooperation with public organizations and implementing a number of projects on topical issues. The Customs Service is also taking part in the national programme ‘You can stop corruption’ Within this campaign the public will be informed about their rights and the procedure for reporting illegal acts by state officials. The number of passengers and vehicles will increase on the Moldovan-Ukrainian border during the Easter and May holidays The State Border Guard Service of Ukraine will do all it can to ensure the smooth flow of passengers and vehicles. In order to avoid any inconvenience the Border Guard Service advises you to have all necessary documents needed to cross the border ready in advance, especially if you are travelling with children.
