Bye-Laws Sedibeng Pool Association As adopted 1996 Last update on 1st April 2017 Bye Laws (2006-2018) As amended April 2017 1) Registration A) League Registration: 1) PBSA capitation is R120.00 per player per year. 2) Sedibeng capitation is R340.00 for the first League Registration and R200.00 per League thereafter except for Senior/Master’s League (see below). 3) Scholars (18-years and younger) pay R130.00 4) Social players pay R130.00 Social players are players who are not registered for a league (but are registered with SPA) and cannot participate in trials, but may help out when a team needs an occasional player. Social players are not allowed to play a league game more than once a month. 5) Seniors & Masters: - R490.00 if the player is not registered for any other league (R350.00 to Veteran’s KittyR140.00 to SPA) - R350.00 if the player is already registered for another league (R350.00 to Veteran’s Kitty.) - New clubs R400-00. R150 will be refunded at the end of the league if the club completes their commitment for the year. - No refund for any club withdrawing from the league regardless of the reason. B) Club Registrations: 1) Existing league club’s registration fee is R250-00 per year. 2) New club’s registration fee is R400-00 for the first year of which R150 will be refunded at the end of the league season if the club completes their commitment for the year. 3) No refund will be given to any club withdrawing from the league regardless of the reason. C) Table Monies 1) Falcons A & B R30.00 (R17.00 Club Owner/R13.00 SPA) 2) Veterans R30.00 (R17.00 Veterans Kitty/R13.00 Club Owner) 3) Premier League R50.00 per 2 players (R26.00 Club Owner/R24 SPA) D) Players joining mid-year (December for Veterans and July for Falcons) must pay 50% of above mentioned registration fees. Any other arrangements/circumstances must be discussed/requested from committee by club representatives. E) Registration forms must be completed and signed by the players. Club representatives must submit these forms to the treasurer who will then submit them to the match secretary. F) The closing date for team registration will coincide with the deadline for player registration. Late teams entries are subjected to available spots – if no bye’s in the league, teams cannot register. G) No un-registered players will be allowed to play in a league match. If a team makes use of an unregistered player, the team will lose that player’s match points. H) A new player can only be used as a substitute player if he/she completes and signs a registration form and pay in full. Then only are they allowed to play in a league match. I) As per the constitution under clause 20 (c), SPA reserves the right to refuse the registration of any player or club. J) If a player withdraws and they have played the first round of the league they are still liable for half of the league fees. Unregistered players will be suspended from participating until their league fees are paid in full. This will be enforced as from 31st March each year. K) Players who did not pay their full registration fees will be blacklisted and will have to pay all outstanding money before they will be allowed to join any club in future. These names will be added to the committee meeting minutes. League Structures A) Play must start by 19:30, Premier league excluded. B) If play does not start by 19:45 and no arrangements were made with the opposing team’s captain, the late comers will lose the first two games from the first round and for every five minutes thereafter, another two frames will be lost. Should the team not be there by 20:00, the opposing team would claim a “walk-over”. C) Points earned for a walk-over are as follows: 1) Falcons A-League – 6-points for each player 2) Falcons B-League – 7 points for each player 3) Seniors/Masters and Ladies League – 7 points for each player 4) Premier League – 11 points for the player D) If only part of a team shows up for a league match, the absent players will lose all their individual points for that match and the opposing team will claim a win for all matches against those absent players. E) No player is allowed to just switch between A and B Leagues. The Committee must give permission before such changes can be made. Permission must be obtained in writing, from the Committee. F) Players helping out in another team in the same league will only be allowed to play if the substitute player is of the same caliber or lower as the player he/she replaces. The substitute player will not receive any points but the team would. Any player substitution should be discussed and approved by the opposing team’s captain before start of play. Substitution must be a social player or a player from their own club. G) Replacement of players during Final stages of the League: 1) No teams will replace players for the last 4 League matches or Semi Finals & Finals. 2) In emergency situations the following rules will apply: i. The affected team must obtain permission from the executive committee to replace or substitute a player. (Unless point 2 below) ii. The executive committee will make a decision on whether this is granted as well as who the replacement player will be. The affected team must present 4-possible names, from their own club, for consideration but the final decision will be made by the executive committee. iii. The executive committee will take the following into consideration: - has the player played 50% of their league games; - is the player in good standing with SPA; is the player of the same caliber or lower than the player he/she replaces (not only in ranking but also in percentage wins) 3) Only one replacement per team will be allowed. 2) Dress code . A) All Leagues and trials/tournaments – Club golf shirt, semi-formal pants and closed leather shoes. (No T-shirts, jeans, or tekkies). B) B-League – Must wear club golf shirt. Pants can be decided by home club. (No T-shirts, open shoes/sandals or shorts). C) Players not adhering to the dress code will be allowed 20-minutes to change or forfeit their games to the opposing team. D) A jersey may be worn over the shirt in winter or long sleeve t-shirts underneath. 3) Captain’s Duties A) B) C) D) E) Ensure that the score sheets are filled in correctly. Ensure that the games start promptly at 19:30 Ensure that the right players play each other. Must know the rules (Referee’s Course) Upload the score sheets to the relevant Whatsapp group and ensure that the original score sheets is handed in at the monthly committee meeting by the club representative. F) Inform the SDB/SPA of any incidents that are degrading the sport. G) Make sure that on the score sheet it is clearly marked when and who the reserve or social player is that helped out. 4) Referees A) All refereeing matters in SPA will be the responsibility of the Head referee. B) All issues, queries and disputes must be addressed to the head referee of the SPA in Writing. C) The club owners must request referee courses and players must attend at least one course per year. D) Provincial refereeing courses will also be scheduled for players who wish to obtain their provincial colours. E) All players participating in the league must be available to referee matches. The player that loses their previously played frame will be responsible to referee the next scheduled game in the match. Any player refusing to referee a match will forfeit the rest of his/her games in that match. F) Any complaints or non-agreement of the referee’s decisions arising in a league match must be forwarded to the captains. In the event of no agreement, the matter must be referred to the head referee. G) Referee’s must attend the course, and pass the exam ANUALLY to go to nationals as referees. H) Match rules will be WEPF rules and SAPRA interpretation. I) One Player (preferably the Captain) from each team must be a registered referee who has undergone the referee’s course and passed the examination. 5) National Tournaments A) Players with late withdrawal (within 30-days of tournament date) from national tournaments will be suspended from all such tournaments for the period of 1 (one) year. B) Players attending national tournaments will buy their shirts through SPA. C) No player, manager or referee will be allowed to leave a national tournament before completion of the tournament. Permission must be obtained from the chairman to leave any tournament. D) All sponsorships for teams at National Tournaments must be accompanied by the relevant documentation (approved Sponsorship letter, signed and stamped by the Chairman etc.) and must be recorded through the Provincial accounts. E) Raising of funds by any player, by means of Raffles and Lucky Draws or any similar practice, must be approved by the Executive Committee before being launched. F) The Sedibeng logo as well as Officer’s names, contact details and/or sponsorship forms are for the exclusive use of the Executive Committee and may not be used for ANY purpose without their written consent. G) Contravention of Articles 5.A-F will be subject to disciplinary action and could result in suspension from Tournaments and/or League Pool. H) The manager of each team must take the responsibility of collecting the team’s money for registration, accommodation and Provincial attire at National Tournaments. I) Players are responsible for their own transport, food and spending money. J) A person enquiring about playing for another Province must have qualified for team selection in SPA before permission will be granted (must have played 3 out of the 4 Trials/Ranking Tournaments – whether or not they make the team) K) If a person qualifies for Point J above, they must be in good financial standing with the Province to obtain such permission. 6) Changing of clubs during the season A) Players must give written notice of resignation to present club. B) The Player/Team must give 4 weeks’ notice by playing their following games at the old club after getting said permission. Only the current club owner can waive this. 7) Championship Trials/Ranking Tournaments (Ladies, Masters/Seniors. Juniors, Opens) A) The Trial Fees are R100 per player (R70 to SPA and R30 to the Club). SPA will cover the Trial fees for all PBSA seeded players for the current season. B) The cut off time for Trial registration is 11:00 on the trial day(s). C) If Trials are scheduled over 2 days, players have to play both days, or they will be disqualified and no refunds given. D) No catch ups or no late registrations allowed without prior arrangements with the Tournament coordinator. E) Top 5 Players of the Premier League are automatically selected for the A-team at National Tournaments. The rest of the players for the A-team as well as the B-team (and possible C) will be determined according to players ranking at Trials F) Format of Trials/Ranking Tournaments: - Opens, Ladies and Juniors – 4 trials with two frames per player - Seniors/Master – 4-trials with one frame per player G) Players that do not qualify as per the above, can and will only be considered as replacements in cases of elected players withdrawing 8) Selection Criteria All Selection is done by the Selection Committee: Selection Committee consists of five (5) Management Committee Members and the Chairman of the Association. Any four (4) members shall constitute a quorum. Selection Conditions: A player must have played a minimum of 50% of league matches in the club where he/she is registered before that player is eligible to partake in any trials or to be selected for a Provincial side, except in the following circumstances: a. Where a player was prohibited from doing so by virtue of his/her being called up for military or any other statutory services on orders from the state or any other authorized body. b. Where a player has suffered prolonged illness c. Where a player was living abroad or in another Province for a long period. For any other reason beyond his/her control subject to special application to the SPA who shall rule on: d. The player’s admission at their sole discretion. The applicant shall be registered with the Association and Capitation Fees submitted. 4x Trials are held per division per year, a player must play at least 3x trials before he/she would be considered for selection of National teams. (Unless a valid reason is given and approved by the Selection Committee of absence of 2-of-4x Trials.) Players eligible for selection must be in good standing with Sedibeng Pool as per our Constitution. Final selection resides with selection committee and the selection committee reserves the right to approve or disapprove the selection of any player going to any National Event. A) National Teams: 1) Sedibeng Ladies: 4x Trials of which best 3 will count toward the selection of players. Selection takes place in ranking order the players finished after best 3 trials were combined. (League Stats can be taken into consideration if multiple players end up with same ranking points that could affect team selection) 2) Sedibeng Seniors/Masters: 4x Trials of which best 3x Trials will count toward the selection of players combined with league Stats. Selection takes place in ranking order the players finished after best 3 trials were combined and added to League Stats. Players 50 years of age and older are placed into Master’s team/s. Rest of players, Masters and/or Seniors, fall into the Senior’s team/s. 3) Sedibeng Juniors: 4x Trials of which best 3 will count toward the selection of players. Selection takes place in order the players finished after best 3 trials were combined. (League Stats can be taken into consideration if multiple players end up with same ranking points that could affect team selection) Teams are split up according to age for U18 and U23 If volume of junior players allows this. 4) Sedibeng Opens: Position 1-5 of first team will consist of Premier League players ranked 1-5 after end of season, rest of 1st team and 2nd team is selected from trials. 4x Trials of which best 3 will count toward the selection of players. Selection takes place in order the players finished after best 3 trials were combined. (League Stats can be taken into consideration if multiple players end up with same ranking points that could affect team selection) 9) Order of Play – Quarter Finals, Semi Finals and Finals A) Format of Play – Finals & Semi Finals: Top 6 Teams. B) If two teams have the same number of points, the higher ranking team will be determined by frame difference. If they are still level, the higher performing team between the two match games during the league will decide the better team. If the winner can still not be decided, a play-out match will be scheduled at a neutral venue. D) If a draw should take place the captains will have one selected player of each team to play the other – best of 3 (race to 2).) 10) Code of Conduct A) The Code of Conduct must be signed by ALL players upon League registration and players, Managers and Referee’s going to SA’s. (National Tournaments) B) The Code of Conduct to include a clause stating that the team manager may, at his own discretion, tell a player to refrain from drinking any more alcohol once it becomes clear that the player has had enough to drink. C) Each team’s manager must ensure that all the signed Codes of Conduct are handed in to the Secretary PRIOR to departing for the Championships. Players who have not handed in their signed forms will not be allowed to play any games at Championships. D) The clubs must nominate the people who they want to send to Championships as Managers, but the Selection Committee has to approve these nominations and make the final decision. 11) Complaints A) Procedure for Complaints from Club/Player towards Sedibeng Pool Association are as follows: - Complainant to write a letter to the Committee (Addressed to Chairman and Secretary) - On receipt of the Complaint letter, Complainant (Player/Club) will be informed of the next Committee meeting Date, which Complainant must attend. - At the Committee meeting, the Complainant must present the Complaint to the Committee who will try and resolve the issue tabled - If the complaint cannot be resolved at the meeting, a Disciplinary hearing will be organized as soon as possible to resolve the issue. In urgent cases a special meeting by the executive committee will be called.
