3.2.1 Organizational and Program Background: 14 Points Possible Please provide a little information about your organization and what has prepared you to offer withdrawal management services. Discuss the specific program(s) that will be providing services and what specifically qualifies the program to deliver withdrawal management services. Evaluation criteria: Organization/Program is able to demonstrate experience serving persons with substance use concerns; specifically describes qualifications and successes; program shows a clear understanding of program qualifications to provide withdrawal management services. 3.2.2 Program Philosophy: 14 Points Possible Please describe your philosophy regarding withdrawal management, particularly as it relates to addiction medications such as suboxone, vivitrol, naloxone, or naltrexone. What is your organization’s capacity to prescribe these and other medications, or do inductions? What medications are you prepared to administer? What levels of withdrawal management services are you prepared to deliver? Evaluation criteria: Organization is able to articulate a clear philosophy of withdrawal management that demonstrates an understanding of key issues associated with withdrawal management; program has capacity to prescribe medications and deliver withdrawal management as proposed; 3.2.3 Multi-Disciplinary Teams: 14 Points Possible Discuss your Multidisciplinary Team model and how you will assure that all voices on the team (medical, therapist, certified alcohol drug counselors, medical assistant, and peers) and all levels of providers, will be equally heard and valued. Evaluation criteria: Proposer describes a clear plan for how the multidisciplinary team will function, delineating assurance for inclusion of all voices. 3.2.4 Training: 6 Points Possible How will you assure that your medical providers have appropriate training in alcohol and other drug use as well as other behavioral health concerns? Evaluation criteria: Proposer describes systems to assess medical provider training and assure on-going training for both substance use and other behavioral health concerns. 3.2.5 Services: 25 Points Possible 1. Please provide a complete description of the services that you will offer including: ● Medical ● Psychosocial ● Transition Planning 2. Where will you provide your services? Describe the locations, the facilities and capacity of the location(s) Evaluation criteria: Service description meets expectations per The ASAM Criteria, 3rd Edition, for Withdrawal Management; medical, psychosocial and transition planning services, demonstrate appropriate match to withdrawal management level(s) proposed. Services are located in within Multnomah County in areas that are compatible to the populations to be served. 3.2.6 Implementation: 25 Points Possible Provide a detailed implementation strategy and schedule to implement withdrawal management services that include at least: ● Hiring ● Training ● Pharmacy Protocols ● Medical Protocols Evaluation criteria: The proposed timeline is specific and measurable; Proposer indicates understanding of the necessary steps to implement new withdrawal management services, and/or continue existing services; timeline is realistic. 3.2.7 Service Protocols: 26 Points Possible All medical protocols must be reviewed by the County Medical Director prior to implementation. Please provide a summary of what elements each medical protocol will control, per level of withdrawal management, for each substance category below, as appropriate to your program: ● A typical alcohol withdrawal protocol; ● A typical opiate protocol; ● A typical, non-medical/acute benzodiazepine withdrawal protocol. Evaluation criteria: Each protocol includes required medical elements; protocols demonstrate an understanding of the specifics required to offer withdrawal management for the specific substance named; protocols include strategies to assess medical need, determine a tapering schedule, monitor client progress, and determine when to transition the client to the next appropriate level of care. 3.2.8 Transitions: 14 Points Possible Discuss how you will assist clients as they transition to appropriate levels of care, and how you will help them engage with recovery support services. Evaluation criteria: Proposer demonstrates a strong plan for transitions that includes access to the broader Recovery- Oriented System of Care such as peer recovery mentors, transportation, basic needs, and stabilization; proposer is specific about how the transition process will occur and who will facilitate these. 3.2.9 Partnerships: 6 Points Possible Discuss the range of partnerships that you have, or will develop, that will support your withdrawal management services. Address how you intentionally have nurtured these relationships. Evaluation criteria: Proposer has strong connections to other services providers, including those offering higher or lower levels of withdrawal management, substance use treatment, physical healthcare, basic needs, recovery support services; provider demonstrates intentionality in developing and maintaining partner relationships as well as a means of assuring smooth client access to other services. 3.2.10 Quality Assurance: 6 Points Possible Discuss your methods for evaluating the effectiveness of your services. How do you know that your services get results? How do you decide to make service adjustments or improvements? Evaluation criteria: Proposer demonstrates a thoughtful and meaningful plan (e.g. LEAN process improvement, Six Sigma, etc.) for service evaluation and service improvements. 3.2.11 Budget: 0 Points Possible Submit a line-item budget on your own template to provide the level(s) of services which you have proposed. Please include and label this as Attachment 3. The budget does not count toward overall page limit but has a maximum page count 3 pages. Evaluation criteria: The budget should be reasonable and reflect the actual costs necessary to provide the proposed level(s) of service. Staffing levels reflect program design described in the proposal and appear adequate to meet program goals. RESPONSIBLE BUSINESS PRACTICES Our vendors are an integral part of the societies and communities in which they operate. Their influence extends to the employees they depend upon, the environment from which they draw their resources and the marketplace in which they participate. Multnomah County seeks to conduct business with vendors who demonstrate responsible business practices through sustainable innovations. We are focused on the triple bottom line of sustainability; Environmental Considerations, Social Equity and Economic Impact. The Triple Bottom Line provides a framework for all of us to work together to create a stronger community with the goods and services we oversee. The County has an interest in measures used by its vendors to ensure sustainable operations with minimal adverse impact on the environment. The County seeks to do business with vendors who demonstrate community and environmental stewardship along with workplace diversity and inclusion practices. 3.2.12 Environmental Considerations 20 Points Possible Describe the environmental considerations in your organization's sustainable business practices. Are there environmental, economic and equity impacts to be mitigated in the delivery of service? These may include, but are not limited to a formal sustainability program and/or policies covering recycling measures; energy and/or water conservation; and a green cleaning policy, or other actions that promote environmental conservation. Please be as specific as possible and provide examples with metrics and details of practices. Describe how the delivery of services positively impacts our community and the use of products that have a positive impact on the environment. Describe any reports, policies or plans if available.. Evaluation Criteria: ● Proposer presents a plan for waste reduction. ● Proposer discusses medical waste management plans. ● Proposer has a recycling plan that includes items that are difficult to recycle (e.g. electronics). ● Proposer presents purchasing practices that include green products such as products made of recycled products, high efficiency bulbs, and green cleaning products 3.2.13 Social Equity 20 Points Possible The County is committed to extending contracting opportunities to businesses that demonstrate social equity in the areas of workforce diversity, utilization of State of Oregon certified Minority, Women and Emerging Small Businesses (MWESBs), business practices, and health insurance and other benefits for employees. In order to promote economic growth, the County seeks to maximize the participation of diverse consultants, partners, contractors, and suppliers throughout the duration of the project. Ten percent (10%) of the total possible points to be awarded in this solicitation have been assigned to the Social Equity criteria below. Describe in detail your cultural competency and diversity training, and involvement with diverse populations to ensure program values and goals are met. Include such strategies as on-the-job training, mentoring, technical training, and/or professional development opportunities that address diversity. Describe your outreach, recruitment, and retention practices to increase/sustain diverse and culturally responsive staff. If you are subcontracting any services, be sure to address how you make sure that your subcontractors are also addressing diversity in a meaningful way. Evaluation Criteria: ● Proposer describes activities or involvements with the diversity community, attending training, and/or professional development to further engage diverse populations. ● Describes in detail their cultural competency and diversity training, and the expectations of continued education training for skills training to work with diverse populations to ensure program values and goals are met. ● Proposer describes recruitment strategies for a diverse workforce. ● Proposer describes their effort to ensure these criteria are met, for any service which is subcontracted. 3.2.14 Economic Impacts and a Healthy Workplace 10 Points Possible. The County values the community as a whole and calls out those providing and receiving services should have a positive economic impact from the delivery of services that is long term and positively changes our hierarchical systems to incorporate those who are most affected by inequities. It is the County’s desire to create full and equal access to opportunities for all people that enable them to attain their full potential. We pay particular attention to the development of income and wealth for communities most affected by inequities. Evaluation Criteria: ● Proposer describes efforts to create a healthy workplace (healthy food, exercise. antitobacco policies). ● Proposer discusses access to public transportation. ● Proposer offers meaningful strategies to support economic development for their employees, such as health insurance, flexible work schedules, and compensation for professional development.
