Rules and Regulations
Drawing Dates
Three (3) second-chance drawings will be conducted by the North Carolina Education Lottery
("NCEL") for the Wheel of Fortune® Instant Ticket Game (Game No. 489) during the selling
period of the game or such time period as determined by the NCEL. The tentative drawing
schedule for the Wheel of Fortune second-chance promotion is as follows:

The actual drawing date(s) is/are subject to change at the sole discretion of the NCEL.
Entry Eligibility Requirements
A total of four (4) Grand Prize Wheel of Fortune Trip Winners will be selected in three (3)
separate second-chance drawings from the eligible entries received during the promotion period.
Detailed information about the prize and the promotion is provided on the NCEL website at
www.nclottery.com or by calling the Customer Services Hotline at (877) 962-7529. A valid entry
shall consist of one (1) ticket of the Wheel of Fortune Instant Game meeting the validation
requirements of the NCEL.
1. Entrants must be at least eighteen (18) years old to participate in this Promotion. Entrants are
subject to all NCEL Rules and Regulations, the North Carolina State Lottery Act and the NCEL
drawing procedures for this Promotion. This Promotion and/or any parts thereof, including the
award of any prizes, is void where prohibited by laws outside the State of North Carolina.
2. Employees of the North Carolina Education Lottery, Scientific Games Corporation (“SGI”),
GTECH Corporation and/or IGT, Mullen Lowe Group, Linq3, MDI Entertainment, LLC
(“MDI”), Califon Productions, Inc. and Sony Pictures Consumer Products, Inc. are prohibited
from participating in this Second-Chance Drawing Promotion. This prohibition shall also apply
to any employees of companies that are associated with the game development and/or drawing
process in any way.
3. Entries received after the entry deadline date for Drawing #1 or Drawing #2 shall be entered
into the next scheduled drawing. Entries received after the drawing deadline for the final drawing
(Drawing #3), as announced by the NCEL, shall be deemed ineligible for the Wheel of Fortune
second-chance drawings and Promotion.
4. Players may only enter the drawings by accessing the NCEL’s Lucke-Zone website at
www.lucke-zone.com, entering the required player information and the twenty-four (24)-digit
numeric entry number (which includes the game, pack, ticket number and the 12-digit validation
number) from one (1) Wheel of Fortune Instant Game Ticket. Players may also enter the
drawings by using the NCEL’s Lucke-Zone Mobile App to scan the barcode underneath the
scratch-off coating from one (1) Wheel of Fortune Instant Game Ticket.


The NCEL and/or SGI/MDI will not be responsible for data entry errors by entrants nor
for connectivity issues involving the player’s access to the NCEL’s website and/or
Mobile App.
An attempt to electronically submit an entry that has already been submitted will generate
an error message informing the player that the entry has already been submitted and may
not be resubmitted.
The Internet and Mobile App entry methods are the only methods of entry into these
second-chance drawings. Entries sent via any other method, US mail/courier, drop-off,
etc., will be disqualified.
5. Entries received after the entry deadline date for the final drawing shall be deemed ineligible
for the specified drawing and the Promotion and shall be destroyed per the retention and
destruction schedule as specified in the Miscellaneous section below. Non-selected entries shall
also be destroyed per the retention and destruction schedule as specified in the Miscellaneous
section below.
6. Entries are valid for one (1) second-chance drawing. Players may submit more than one (1)
entry per drawing. Grand Prize winners are not eligible to win another Grand Prize during this

7. Tickets determined to be in a stolen/missing inventory status or not part of a valid sold,
activated or promotional NCEL inventory status will be disqualified.
8. Participating entry holders are subject to all NCEL Rules and Regulations, the North Carolina
State Lottery Act, the NCEL drawing procedures for the Wheel of Fortune Second-Chance
Drawing Promotion and any applicable laws affecting this Promotion outside the State of North
Carolina.
9. Tickets may continue to be sold after the final drawing based on the availability of other cash
prizes.
Claiming Requirements
1. The prize for this second-chance drawing promotion is not transferable or assignable unless
otherwise specified or required by law.
2. All drawing entries are subject to validation by the NCEL and may be disqualified if eligibility
requirements are not met.
3. Second-Chance Drawing Prize Winners: The Prize Winners of this second-chance drawing
promotion must complete a Winner Claim Form at the NCEL Headquarters within thirty (30)
days from the first notification date by the NCEL. If all reasonable efforts to locate the winners
fail within the thirty (30) calendar day period, the NCEL will select a replacement winner from
the drawing alternates. The Second-Chance Drawing Grand Prize Winners are subject to
minimum Federal and State taxes and other State withholdings, as required by law. The NCEL
will remit the minimum required Federal and State withholding tax to the appropriate agency and
issue the W-2G form to the Second-Chance Drawing Grand Prize Winners. The NCEL is not
responsible for any additional State and Federal and/or local taxes.
Miscellaneous
All non-winning, non-selected and/or ineligible entries will be destroyed pursuant to the NCEL’s
Records Retention Policy.
Wheel of Fortune Trip Prize Detail

Five-day, four-night trip for the prizewinner and one (1) guest to Los Angeles, CA.
Roundtrip coach airfare for two (2) people from any major commercial North Carolina
airport to Los Angeles, CA.
One (1) double occupancy deluxe room at a Los Angeles hotel for four (4) nights
Ground transportation to and from the Los Angeles airport and hotel
One thousand dollars ($1,000) spending money for the prizewinner
Prizewinner will have the chance to participate in a non-broadcast lottery player only
version of Wheel of Fortune.
