Primary Care Transformation Fund – Funding Round for 2016/2017
Background
The Primary Care Transformation Fund is a 4 year, £1 billion investment programme designed to
help GP Practices – both in terms of premises developments/extensions as well as IT and technology
improvements – in order to improve patient access, increase the capacity within General Practice
and help expand out of hospital care.
GP Practices have been invited to submit bids for the 2016/2017 round of funding and it is expected
that these bids will be of a more strategic nature and more in line with the broader CCG plans for
delivering joined up out of hospital services for patients in their local communities.
Criteria
As mentioned above, the more successful bids are likely to be specifically targeted at increasing
capacity in primary care, with the bulk of the funding being deployed to improve estates and
accelerate digital and technological developments in General Practice.
National guidance received so far suggests that bids should meet at least one of the following
criteria:
• increased capacity for primary care services out of hospital
• commitment to the CCG commissioning intentions to reduce unplanned admissions to
hospital
• improving seven day access to effective care
• increased training capacity
• support for the 5 year forward view around primary care and new models of care
• emphasis on streamlined working and innovation including IT developments
Approvals Process
GP Practices need to submit their bids to the CCG by 5pm on 12 February 2016 and any bids
submitted thereafter will not be accepted.
Bids will initially be reviewed by a Telford and Wrekin CCG review board, in line with the approval
criteria set out below, before being uploaded to the NHS England portal site, in order to meet their
final deadline for submissions of 5 February 2016.
All bids received Nationally are then prioritised on a regional and national basis by NHS England and
then enter the next phase of the approval process, which requires Practices to provide a full business
case - including evidence of formal quotes for work, schedule of works and full architect drawings
(where applicable).
Approvals for funding will be granted in late spring / early summer 2016. Any funding secured may
be utilised by Practices up until 31 March 2019.
