Introduction
Manchester City Council invites comments on its Publication Core Strategy
and requests that all comments are made directly on-line at
http://manchester.limehouse.co.uk/portal or, if this is not possible, comments
can also be made by completing this form.
Guidance for completing the form
The Council is consulting on its Publication Core Strategy from 10th February
to 24th March 2011. The Publication consultation stage is the final
opportunity for stakeholders to comment on the Core Strategy before it is
submitted for Independent Examination. At this stage, representations should
be in connection with issues of soundness and legal compliance. This form
will ask you whether you consider that the Core Strategy is sound and legally
compliant; and, if not sound, which ‘tests of soundness’ you feel that it does
not satisfy.
Even if you have made comments on the draft Core Strategy in the past you
must make representations during the Publication consultation stage if you
wish to have the right to speak to the Inspector and make your case at the
Examination.
At the Examination the planning inspector will check that the Core
Strategy is legally compliant and that it is sound. In order to check that it
is legally compliant the Inspector will check that the Core Strategy:
 has been prepared in accordance with the Council’s Local Development
Scheme and in compliance with the Council’s Statement of Community
Involvement.
 has been subject to Sustainability Appraisal and Habitats Regulations
Assessment
 has regard to the Council’s Sustainable Community Strategy
 meets the Government’s procedural regulations (the ‘Town and Country
Planning (Local Development) (England) Regulations 2004’ as amended)
involving publicity and availability of documents
 is in general conformity with the North West Regional Strategy (NB this is
due to be revoked once the Government’s Localism Bill is enacted)
To determine whether the Core Strategy is ‘sound’ the Inspector will consider
whether it is: ‘Justified’ – that the Core Strategy is founded on a robust and credible
evidence base and that it is the most appropriate strategy when
considered against reasonable alternatives


‘Effective’ – that the Core Strategy is deliverable, flexible and able to be
monitored.

produced a guide for members of the public which provides further guidance
on making representations and the Examination procedure and this can be

will not normally be a subsequent opportunity to make further representations based on the original
