Project Elevate : Solution Lead - Purchasing and
Supply Chain

PRINCIPAL OBJECTIVES
The principal objective of the role is to provide expertise in the end-to-end organisation-wide
purchasing and supply chain functions for the CDHB and West Coast DHB implementation
of the National Oracle Solution (NOS). These functions include: contract management,
purchasing, inventory management, order management, services procurement,
iProcurement, supplier life cycle management and bill of materials.
NOS is a transformational programme delivering change throughout the health sector. The
number of stakeholders, scope and complexity of the solution, competing priorities and short
timeframe make this a challenging project.

Process analysis and design







Map the NOS purchasing and supply chain processes to current
organisation-wide processes at CDHB and West Coast DHB
Research and develop options for implementing the national solution
processes, assess feasibility and recommend best options to project
team and stakeholders
Work with stakeholders to validate the best option for meeting the
requirements of national solution and meeting the needs of the
CDHB and West Coast DHB client communities
Ensure solutions comply with CDHB and West Coast DHB policies,
standards and procedures including ISG information security and
access control
Identify inputs (data and processes) to the national solution and
ensure these are fit for purpose
Document mapped processes and new process design, validate with
stakeholders and record recommendations or decisions
Identify and document options for future improvements.

Identify business rules for existing data and cleanse data to ensure it
matches current rules; identify and resolve exceptions.
Create a detailed mapping between old data elements and new data
elements.
Confirm validation process, conversion reports and approvals.
Convert production data, identify and resolve exceptions.
Validate production data conversion and obtain required approvals


Contribute to solution acceptance testing through development of
test scripts/scenarios, completion of testing, documenting and
resolving issues

Ensure that end-to-end UAT and SAT are completed to the agreed
specifications

Expected Results

Form a productive working relationship with staff in clinical and other
specialist purchasing areas and build trust in the national solution
and its benefits to CDHB and the West Coast DHB

Develop and maintain communication with relevant stakeholder
groups and contribute to the overall project communication activities
by providing detailed purchasing and supply chain updates

Gather information from stakeholder groups to understand their
requirements

Facilitate open communication and discussion between stakeholders
across functional areas and between DHBs

Respond constructively to conflict and disagreements and escalate
issues to the Project Manager as appropriate

Respond to feedback within agreed timeframes

cleansing activities for procurement and supply chain data

Complete documentation to a standard that meets the requirements
of the Public Records Act and and the All-of-Government ICT
Projects & Programmes Assurance Framework

Update the issues register regularly

Update the Project Coordinator regularly with progress on
procurement and supply chain plan activities

Identify and document risks and escalate to the Project Manager
HEALTH & SAFETY:










Observe all Canterbury DHB safe work procedures and instructions
Ensure your own safety and that of others
Report any hazards or potential hazard immediately
Use all protective equipment and wear protective clothing provided
Make unsafe work situations safe or, if they cannot, inform your supervisor or
manager
Co-operate with the monitoring of workplace hazards and employees’ health
Ensure that all accidents or incidents are promptly reported to your manager
Report early any pain or discomfort
Take an active role in the Canterbury DHB’s rehabilitation plan, to ensure an early
and durable return to work
Seek advice from your manager if you are unsure of any work practice
QUALITY:
Every staff member within CDHB is responsible for ensuring a quality service is provided
in their area of expertise. All staff are to be involved in quality activities and should
identify areas of improvement. All staff are to be familiar with and apply the appropriate
organisational and divisional policies and procedures in particular the ISG policies.
QUALIFICATIONS & EXPERIENCE:
Essential:
 Recent experience (5 years plus) in purchasing, supply chain or logistics business
process analysis and design for complex business transformation/software
implementation projects

Significant experience in facilitating and managing stakeholder engagement across
functional areas in a large organisation.
Desirable:
 Formal qualification in supply chain management or logistics

Relevant project management certification eg PMI or PRINCE2

Experience with Oracle EBusiness Suite and Oracle EBS products

Experience with working in a multi-organisation business system infrastructure
