MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 These Rules of Play may be varied by the Executive through the Management Committee, if and when required. 1. COMPETITIONS 1.1. 1.1.1. Men A1, A2, A3, A4 and Masters 1.1.2. Women A1, A2, A3, A4 and Masters 1.2. The age of any player will be taken as at January 1, of the playing season. Players shall be at least twelve (12) years of age as of the first of January of the playing season to play Senior Hockey. 1.3. Grading of teams will be decided by the Executive. 1.4. Grading of Players shall be decided by the Grading Committee; all written requests on the prescribed form (Application for Regrading) will be considered. 1.5. 2. The competition may be played in the following grades: Masters 1.5.1. Players can turn 35 years of age during the calendar year to be eligible to play in the Master’s competition. Appeals based on age criteria may be submitted to the Grading Committee and will be considered on a case by case basis. 1.5.2. All players must be separately registered in the Master’s Competition. 1.5.3. Players are allowed to sub across between teams to make a maximum of twelve (12) players provided they meet Criteria 8.3. 1.5.4. Master’s players may be dual club registered. 1.5.5. Masters Men and Masters Women shall be separate competitions from the Senior Competition with the sole criteria being age. 1.5.6. All players must play a minimum of five (5) fixture weeks in this competition to be entitled to play in the semi-finals or other finals. Registrations will cease at the beginning of the fifth last fixture week prior to the semi-finals or finals whichever may occur first. PLAYER REGISTRATIONS 2.1. Clubs must nominate the number of teams that will be competing in each grade three (3) weeks prior to season commencing, accompanied by the nomination fee as set down by the Executive Committee. 2.2. Remaining fees to be paid as per direction from MHA Treasurer/Executive. 2.3. The Management Committee shall approve all club and team names and colours and changes to playing uniforms, which are to be submitted with the above nominations. All players must play a minimum of five (5) fixture weeks in their registered competition to be entitled to play in the semi-finals or other finals. Registrations will cease at the beginning of the fifth last fixture week prior to the semi-finals or finals whichever may occur first. 3. FEE STRUCTURE 3.1. An annual registration fee and fixture ground fee shall be paid as set down by the Executive Committee. 4. REGISTRATION OF TEAMS 4.1. At the commencement of the playing season Clubs must nominate by Friday 9:00am by email the team lists to compete in that fixture week. Team lists for each team are to be submitted every week. Changes to that team list may be emailed by Friday 9:00am as required and will need to be changed on the game cards by MHA officials. If no email available, arrangements to be made with MHA Secretary. 4.2. After the registration of a new player on the electronic registration system, prior to the commencement of play, a new player may be manually added to the game card for that fixture day. After which a new and updated team list is to be submitted by 9:00 am as per 4.1. 5. PLAYER ELIGIBILITY 5.1. A player’s registered grade for finals will be determined by the grade where they took the field as part of the starting eleven (11) players for the majority of their games throughout the season. If the player plays an equal number of games in two grades throughout the season then the higher grade will be their registered grade for finals. Finals need to have 11 nominated in each grade with no movement down. These nominated teams remain throughout the finals series. 5.2. A substitute (sub) is defined as a player who is on the team card and does not take the field as part of the starting eleven (11). 5.3. A nominated player is allowed an absence of three (3) consecutive weeks. The said player must play on the 4th week to remain in the nominated team or show cause after the 4th week. 5.4. Suspended players: • • • cannot participate in fixtures during the period of their suspension cannot be named as part of the starting 11 players, but should be included on the card. 5.5. Players cannot transfer from one Club to another Club without an official clearance via the electronic registration system. Financial obligations are valid for five (5) years. 5.6. Under 13 players are not permitted to be nominated in an A Grade team but are eligible to play up into that team. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 5.7. Under 13 Players can only play a maximum of two (2) senior games in any one fixture week. 5.8. Clubs with 2 teams in a registered grade (not the lowest) will register players in teams, by virtue of the fourth game card on which their name appears. These players may go up a division however when the player returns to original grade they must play in their original registered team. Players are not allowed to sub across between teams. 5.9. Subs for Clubs with 2 teams in a registered grade (not the lowest). Subs from a lower grade can sub into these teams; however they are not permitted to play up into both teams in the same fixture week. 5.10. Current selected AHL, National, State U/21, Country, U/18 Players and Shadows, Super League players or those designated by the grading committee, shall not be allowed to be nominated in the A2, A3 or A4 Competitions for Men & Women. Selection in these teams is deemed to be current until the next selection process is undertaken. The Grading Committee has discretionary powers with this rule. 5.11. A visiting player may play in MHA fixtures if they meet the following requirements: • • • • • • • Proof of registration with their Association Electronic registration with MHA as a Visitor Play a maximum of 3 games per season 1 game per fixture round Cannot play finals and cannot play in the last round Must dual register for any further games Hand written on the card as “visitor”. 5.12 Selection in any MHA representative team is dependent on players meeting the selection criteria for that team 6. TEAM REGISTRATION & PLAYER GRADING 6.1. Initial Team Registration 6.1.1. One (1) week prior to the commencement of the playing season, Clubs must submit a Team Registration Form for each team they wish to enter. 6.1.2. The Team Registration Form must name the following minimum numbers : • • 6.2. nine (9) players in their highest graded team for Men and/or Women (E.g. A1) eleven (11) players in all other teams. 6.1.3. Clubs must name all of their registered players in a team. 6.1.4. All players must be nominated in one team only. First Three (3) Weeks of Fixtures 6.2.1. Clubs must nominate a minimum of eleven (11) players on their Game Card for each team. 6.2.2. Players may only be nominated in one (1) grade only. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 6.3. 6.2.3. Each week Clubs are permitted to move players between Grades in order to finalise the Grading of their players. 6.2.4. The nominated players for each grade cannot play in a lower grade for that fixture week unless permitted by other rules. 6.2.5. All players must be nominated in one team only. Ongoing Team Registration 6.3.1. Clubs must submit their Ongoing Team Registration Form by Friday 9:00am prior to Week four (4) Fixtures. 6.3.2. The Ongoing Team Registration Form must name the following minimum numbers : - 6.3.3. 6.4. 6.5 6.6. • nine (9) players in their highest graded team for Men and/or Women (E.g. A1) • eleven (11) players in all other teams. These Ongoing Team Registration lists will be enforced (subject to Grading requests) for the remainder of the season. Week 4 to Last Fixture Game 6.4.1. Clubs must nominate a minimum of eleven (11) players on their Game Card for each team. 6.4.2. Players may only be nominated in one (1) grade only. 6.4.3. Players must be named in accordance with the Ongoing Team Registered List unless playing up. 6.4.4. The nominated players for each grade cannot play in a lower grade at any time throughout the season, unless an application to be regraded is approved by the grading committee or is permitted by other rules. 6.4.5. All players must be nominated in one team only. Additional Player Registrations 6.5.1 Any player registering after the Ongoing Team Registration Form is submitted shall be deemed an additional registration. Additional player registrations shall be submitted via the MHA electronic registration system prior to the player taking the field for their first game. 6.5.2 The player must also be nominated on a Game Card for a team (or written directly on the Game Card on the day) before they take the field. 6.5.3 After three (3) fixture weeks, the Club must advise in writing to the Records Secretary via the MHA Secretary, the team into which the player is to be registered. The player will then be registered in this team for the remainder of the season unless a re-grading request is approved Players who are named on the second lowest grade game card may play down in the lowest grade to make a maximum of twelve (12) players. If they play down to make 12 in the lowest grade then they may also play their own grade. (Maximum of four (4) MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 players per game). If this occurs for three (3) fixture weeks in a row the Records Secretary will report to the Management Committee and the team may need to show cause why that Team should not be disqualified from taking any further part in the competition. This rule is to cease at the end of the last fixture week. 6.7. 7. Clubs with two (2) teams in lowest grade will register players in teams, by virtue of the fourth game card on which their name appears. Four (4) players may play across to their other team to make twelve (12) players in total. This rule is to cease at the end of the last fixture week. REGRADING OF PLAYERS: 7.1. If a player plays up a grade for three (3) consecutive fixture weeks in that grade and does not play in their own grade during that period, that player must show cause, why he/she is not deemed to be registered in the higher graded team 7.2. If a player plays in a registered team that is two (2) or more divisions higher for four (4) fixture games or more throughout the season that player will be automatically regraded one grade higher than their current grade. Exceptions to this rule apply when a club does not have registered teams in every division. 7.3. If a club wishes to regrade a player to a lower grade, the Club must apply on the prescribed form and include reasons for the regrading and possible viewing times, and forward it to the MHA Secretary by Monday 5.00pm. 7.4. If a Club requests for a player to be downgraded and the number of players in their current ongoing registered team list falls below the minimum number required, a replacement player must be named in order to meet these requirements. 7.5. The application may be addressed/emailed to both the MHA Secretary and the Chairperson of the Grading Committee. MHA Secretary will forward applications to Grading Committee Delegates and Club Secretaries. The grading committee chairperson will respond to the MHA Secretary within 48 hours with written notification of the status of the application. E.g. Player viewing required/not required. The MHA Secretary will forward this information back to the Club making the application and the Record Secretary. 7.6. The Grading Committee will use discretion regarding the viewing of regrading applications. If the reason for regrading is due to recovery from an injury or disciplinary action by the players club, the grading committee may decide to approve the request without viewing the said player. The Grading Committee must vote on the application and the Chairperson is to supply the result of the application by written notification to the MHA Secretary and MHA Record Secretary by Thursday 5.00pm. The MHA Secretary will notify the club and the Record Secretary of the result of the application. The player cannot take the field in the lower grade until confirmation is supplied from the MHA Secretary to the relevant club. 7.7. If the grading committee decides that a viewing of the player is required, the grading committee will arrange to view the applicant and will then consider the application, the committee chairperson will supply written notification of the application decision to the MHA Secretary and MHA Records Secretary by the following Monday 5.00pm. The MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 player cannot take the field in the lower grade until confirmation is supplied from the MHA Secretary to the relevant Club Delegate and Club Secretary. 7.8. The grading committee will vote on all grading applications. 7.9. If the Grading Committee Chairperson does not receive a response from a club delegate within the set time frame the unresponsive club does not get to vote on the decision. 7.10. The delegate of the club who has submitted the grading application can put forward an opinion regarding the regrading application and can vote on the decision. 7.11. If the Grading Committee Chairperson’s club has a grading application, the Chairperson can relay information to the association, and can vote on the application. 7.12. If the votes are tied the Chairperson will decide the result of the grading application. 7.13. MHA Secretary will inform Club Secretary and Record Secretary of the final decision. 7.14. In the interest of a fair and well graded competition any club can apply to the grading committee on the prescribed form, to view a specific player from any club in any grade as per timelines in 6.3. The Grading Committee will advise the MHA Secretary of the result of the application to view a player as per timelines in 6.4. The player in question will remain in their current registered grade until the result from the Grading Committee has been supplied to the MHA Secretary. MHA Secretary will inform the Club Secretary and Record Secretary of final decisions. 7.15. The regrading up of players shall take effect immediately upon written notification to the Club by the MHA Secretary and/or MHA Records Secretary. After which a new and updated team list is to be submitted to MHA by the next fixture week. As per 4.1. 7.16. Goalkeeper Grading • • A player may apply to the Grading Committee for a clearance for: o A field player to play goalkeeper in another grade o A designated goalkeeper to play on the field in another grade A grading is allocated to a specific grade. A player with an approved grading for a lower grade is not eligible to play in a team in the same grade. • A player graded as per 6.14.1 may only play in the position for which they are approved. i.e. Goalkeeper registered in A1 and field player in A3 can ONLY play on the field in the lower grade. 8. GAME CARDS 8.1. Each team may field a maximum of sixteen (16) players with eleven (11) on the field at any one time. 8.2. Suspended players must have (SUS) printed next to their name on the card. 8.3. Each team must consist of seven (7) club-registered players in order to take the field. This must include a Goal Keeper or player with goalkeeping privileges. 8.4. Each Team must designate a captain on the game card with a (C). 8.5. Each team must record the playing number for all players on the game card. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 9. 8.6. Managers must indicate the starting line-up on the game card with a diagonal line in box〼. 8.7. Managers must ensure that players are lined up on the side-line prior to game commencement, for tech/umpires to check starting line-up on card. 8.8. Tech Bench (for turf games) is to indicate the game time on the game card when a substitute first takes the field. 8.9. Umpire/Manager (for grass games) are to indicate with an ‘S’ (Sub) or the time on the card when a substitute first takes the field. 8.10. Each Game Card shall be completed and signed by the team Captain/Manager, Umpires and Tech personnel where applicable, as a true and correct record of that game. 8.11. Tech Bench and Umpires are the only people allowed to write on the game card for non-attendance of designated officials. 8.12. Following the issuing of a green, yellow or red card, a report by the umpire must be submitted to MHA Secretary by 9.00 am Monday if not already written on the reverse of the game card. In the Masters Competition reports must be submitted to MHA Secretary by 9.00 am Wednesday if not already written on the reverse of the game card. POSTPONED GAMES 9.1. In the event that the game cannot be completed due to external circumstances it will be deemed that thirty (30) minutes of play will have constituted that the game has been completed. If less than thirty (30) minutes of the game has been completed than the game will be postponed. 9.2. Written applications for postponed games must be in the hands of the MHA Secretary 14 days prior to the date of the scheduled fixture game. The application will be referred to the Competitions Committee. Any postponed game will be rescheduled at the discretion of the Competitions committee, who will decide when the game is to be rescheduled and their decision will be final. 9.3. Players will be eligible to play postponed games according to game cards submitted as at the rescheduled date. Game Cards only need to be resubmitted if there is a change. 10. FORFEITS 10.1. If any Team of any Club forfeits three fixture games, the Club shall be asked to show cause why that Team should not be disqualified from taking any further part in the competition. 10.2. Any team not taking the field within 5 minutes of the start time will be deemed to have forfeited the game. 3 Points and 3 goals will be awarded to the opposing team. 10.3. Any team that has less than seven (7) players on the field during the playing time will be deemed to have forfeited the game. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 10.4. Any team forfeiting any game the penalty is as per By Law 11 (1-4) Club Forfeiting Game. 11. DUTIES OF COMPETING TEAMS 11.1. The Captain/Manager of a team will be responsible for giving the completed game card to the Umpire/Tech Bench prior to the commencement of the game. 11.2. The team captain must be clearly identified to officials by wearing a captain’s band/ribbon, and also be competing during that game. An official may nominate any player on the field in the case the captain is on the bench at the time of infringement. Captain’s band/ribbon must be a different colour to the clubs uniform. 11.3. In the event a captain, or player nominated in their absence is awarded a penalty card due to team official offences, that player will receive the accumulation of points. 11.4. Each player in each team shall wear the uniform set down by his/her Club, by the end of the first round of the current season. All team shirts are to be numbered. No player will take the field without the set uniform. The Penalty will be 3 fixture points deducted from that team. 11.5. Undergarments e.g. skins, bike pants that extend outside the playing uniform, must be the same colour as the adjoining piece of clothing or black. 11.6. The wearing of a mouth guard is highly recommended. 11.7. All players must wear shin pads. Players not wearing shin pads cannot take the field for that game. If the player remains on the field, that player will be given a yellow card by the match official and unable to participate in the remainder of the game until they have the appropriate equipment. 11.8. Each team must have a goalkeeper or player with goalkeeping privileges on the playing field as per FIH Rules. Goalkeepers must wear a different coloured smock to their team and their opposition team and wear the appropriate protective equipment. As per the Rules of Hockey, time is allowed for the substitution of goalkeepers. 11.9. It is the responsibility of every team to supply an approved ball for one half of the game. The ball must comply with the rules of the game of hockey. It is recommended that a dimple ball be used on the wet surface. 11.10. All the above requirements enforced by the Tech Bench with full support of the Officials (see Sec 12). 12. UMPIRES/OFFICIALS 12.1. Each Club in the Association will be required to supply officials (Umpires/Technical Bench) as required by the Umpires/Technical Committees. Umpires/Technical Bench Officials are required to fulfil the following criteria in order to receive payment for the duties. 12.2. Umpires are to be suitably dressed with a formal umpire shirt as advised by MHA. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 12.3. Umpires, Technical Bench, Coaches and Managers are to wear closed-in shoes. No thongs, sandals, high heels, work boots or slip-ons allowed. 12.4. Umpires and Technical Bench are to allocate 3, 2, and 1 points on the Game Card for best and fairest players in the game (1 set per game). 12.5. Umpires and Technical Bench are to sign the Game Card and print their name, sign and record their Club on the attached slip in order to be paid. 12.6. Requests for exemptions from umpiring/technical duties must be in written submission through the Club Secretary to the MHA Secretary for the current standing Umpires Committee consideration. The written request needs to be received three (3) fixture weeks prior to the allocation of those week/weeks’ games. 12.7. Officials names are to be listed on the draw with their club beside their name e.g. John Smith (B). 12.8. Officials will be deemed to have failed to carry out his/her Umpiring/Technical Bench duties if they turn up more than 5 minutes late or not at all. The official will lose 1 point for their primary nominated team (in that fixture week) and be suspended for the next fixture week for the first offence. Subsequent offences for the same official will incur a loss of 1 point and suspension for 2 fixture weeks. 12.9. Masters are responsible for allocating their match officials. 12.10. A1 Grade umpires must be approved by the umpires committee, any substitution of an A1 Grade umpire is to be authorised by the Umpiring Committee. 12.11. Prearranged Umpire/Technical Bench substitution can be confirmed by email/fax to the MHA secretary by the commencement of that day’s competition. If the said Umpire/Technical Bench fails to perform his/her duties the named substituted official will be penalised as per Rule 11.8. 12.12. Officials who have failed to carry out the nominated duty will be automatically suspended and may appeal following these guidelines: • Written appeals submitted via the Club Secretary, accompanied by a $100 fee (as per By- Laws) must be received by the MHA Secretary/MHA Bank Account by 5:00 pm Wednesday following the Records Secretary report. Appeals are forwarded to the relevant committee (Umpire/Technical Bench Committee) • The committee chairperson will notify the MHA Secretary who will then inform the Club Secretary and Records Secretary of the final decision • A successful decision will result in a refund of the fee. 12.13. An official (Umpire/Technical Bench) shall be permitted to officiate at a maximum of 2 senior games in any given fixture day. Any additional games will be investigated by the relevant committee. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 13. PENALTY CARDS 13.1. A player who has received a Red Card must appear before the Investigation Committee. The player charged must attend and may be accompanied by an official from his/her Club or Team. The umpire is also required to attend the meeting of the Investigation Committee at the designated time, but prior to noon Thursday. Under age players may also be accompanied by a parent. At the discretion of the Investigation Committee, the tribunal may be held in the player’s/umpire’s absence. 13.2. The result of the hearing is to be forwarded to the MHA Secretary who will inform the Club Secretary and MHA Records Secretary within 24 hours of the meeting. 13.3. Automatic Points System:Red Card 1 week suspension and referred to the Investigation Committee Yellow Card 2 Points Green Card 1 Point 13.4. On accumulation of six (6) points, the player concerned shall receive an automatic one (1) fixture week suspension, which shall be served immediately following upon the completion of any other suspension imposed upon the player by the Investigation Committee pursuant to that Committee’s powers contained in the By-Laws of the Association. If there is a further accumulation of six (6) points, there is an automatic two (2) fixture weeks suspension. 13.5. Should a coach or manager fail to comply with Technical Bench/Umpire directions, they can be sent from the dugout area and field of play. They may be required to appear before the Investigations Committee. 13.6. For any team that plays an unregistered, suspended or wrongly graded player, all points & goals for that game will be lost for the offending Team. Three points and three goals will be awarded to the opposing team, in addition to any goals scored. 14. OVERHEAD RULE The following FIH Rule will be played across all grades:9.7 - Players may stop, receive and deflect or play the ball in a controlled manner in any part of the field when the ball is at any height including above the shoulder unless this is dangerous or leads to danger. 15. FINALS FORMAT 15.1. In the event of a draw in the Semi Finals week the team who finishes on the highest points in that grade will progress to the relevant final. 15.2. If there are 7 teams in A3/A4 men's competition (no A4 grade), the bottom 3 teams play finals with team 5 moving straight to grand final and teams 6 and 7 playing in the second semi final week. 15.3. Finals – Preliminary and Grand Final MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 In the event of a draw in a Preliminary Final or a Grand Final, a “penalty shoot out and sudden death penalty shoot out” system will be played. 15.4. Penalty shoot out • Respective team managers shall nominate five (5) players to take, and one (1) player to defend, the shoot-outs from those on the game card, except as excluded below • A player who has been permanently suspended (red card) during the match may not take part in the penalty shoot out • A player who has been temporarily suspended (green or yellow card) during the match may take part in the penalty shoot-out, even if the period of their suspension has not been completed at the end of the match • A player with goalkeeping privileges must wear a helmet when defending a shoot-out • A shoot-out may be defended by either a goalkeeper, a player with goalkeeping privileges, or a field player as defined by the FIH Rules of Hockey • A player nominated to defend the shoot-outs can also be nominated to take a shoot-out. • No substitutions/replacements are permitted during the shoot-out competition, other than as specified below • The umpires shall choose the goal to be used • The Technical Bench Official shall keep time during the shoot outs • The captains will toss a coin; the team that wins the toss shall have the choice to take or defend the first shoot out • All players on the match card, other than any player who has been excluded permanently (red card) during the match, are permitted to enter the field of play outside the 23m area used for the shoot-out but must be at least 10 metres from the spot where the ball is placed at the start of the shoot-out • The goalkeeper/defending player of the team taking a shoot-out may be on the back-line outside the circle • A player taking or defending a shoot-out may enter the 23m area for that purpose • If a player taking a shoot-out is also defending the shoot-outs, or the goal keeper/player with goalkeeping privileges is taking a shoot-out, they are allowed reasonable time to remove/put on their protective equipment. Teams are also allowed reasonable time for replacement of an incapacitated goalkeeper/player with goal keeping privileges • Five (5) players from each team take a shoot-out, alternating against the goalkeeper/defending player of the other team, making a total of 10 shoot-outs • The players must take the shoot-outs in the same sequence as the list nominated by the team managers MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 • • Taking a shoot-out: o the goalkeeper/defending player starts on or behind the goal-line between the goal posts; o the ball is placed on the nearest 23m line opposite the centre of the goal; o an attacker stands outside the 23m area near the ball; o the umpire blows the whistle to signal the start of the shoot-out; the attacker and the goalkeeper/defending player may then move in any direction; The shoot-out is completed when: o 8 seconds has elapsed since the starting signal; o a goal is scored; o the attacker commits an offence; o the goalkeeper/defending player commits an unintentional offence inside or outside the circle, in which case the shoot-out is re-taken by the same player against the same goalkeeper/defending player; o the goalkeeper/defending player commits an intentional offence inside or outside the circle, in which case a penalty stroke is awarded and taken; o the ball goes out of play over the back-line or side-line; this includes the goalkeeper/defending player intentionally playing the ball over the back-line • If a penalty stroke is awarded as specified above, it is taken by the two players involved in the shoot out concerned unless either of them is incapacitated or suspended • The team scoring the most goals is the winner and the competition ceases once an outright winner is determined • If, during a shoot-out competition (including during any penalty stroke which is awarded), a player (either an attacker or a goalkeeper/defending player) is suspended: o that player takes no further part in that shoot-out competition and, unless a goalkeeper/defending player, cannot be replaced; o the replacement for a suspended goalkeeper/defending player can only come from the five players of that team nominated to take part in the shoot-out competition: o any shoot-out (or penalty stroke) due to be taken by a suspended player counts as no goal; the shoot-outs taken by this player and scored before being suspended count as a goal. If, during a shoot-out competition, a defending goalkeeper/defending player is incapacitated, the goalkeeper/defending player may be replaced by another player from among the players listed on the match card. Players that have been suspended by an umpire during the shoot- out competition or permanently suspended (Red Card) by an umpire during the match cannot be chosen as a replacement If, during a shoot-out competition, an attacker is incapacitated, that attacker may be replaced by another player from among the players listed on the match card, unless suspended by an umpire during the shoot-out competition or permanently suspended by an umpire during the match If a winner has not been reached after the first series of shoot-outs, the game will go to a ‘sudden death’ shoot-out Sudden Death Shoot-Out • The same five (5) players and goalkeeper/player with goalkeeping privileges must be used. The order may be changed from the first series of shoot-outs • The team from which a player has taken the first shoot-out of a series shall not take the first shoot-out of the next series • The first team to score more goals than their opposition from the equal number of strokes shall be named the winner • If an equal number of goals are scored after the ‘sudden death’ shoot- outs, additional series of ‘sudden death’ shoot-outs shall be taken with the same players until a result is found 16. MISCONDUCT 16.1. It is the responsibility of the Match officials or MHA Executive Committee to report any misconduct either on or off the field, from team members, officials or non-playing members to the MHA Secretary who will refer it to the Investigation Committee, to determine if any action should be taken. Any person(s) reported will be informed of the report. The person(s) reported have the right to appear if they so wish to defend or explain their case. Persons submitting a report should be in attendance. 16.2. If any player, spectator and or coach displays misconduct, be it verbal abuse or otherwise that said person shall be removed from the playing field or premises and can be suspended for a period of time determined by the match officials or MHA Investigation Committee. 16.3. The Technical Director (President or Executive Member of MHA) may remove a person or persons from the bench away from the playing areas for part or full duration of the match, after being notified by the Technical Bench personnel. 16.4. Please note that the umpires may “card” players on the bench, the manager or coach, in the absence of a Technical Official. Team officials are reminded that they must fully control all people on the bench. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 17. INVESTIGATION COMMITTEE 17.1. The Management Committee shall appoint: • An Investigation Committee consisting of 3 persons (and in addition three reserve jurors who shall be appointed in the case of the unavailability of any of the Investigation Committee members) to deal with all reports referred by MHA Executive; and • A person to be the Advocate of the Executive Committee (the Investigation Committee Advocate). 17.2. The Management Committee must not appoint a person to the Investigation Committee who is a registered player with any club affiliated with the Association or has been a registered player with any such club within the last 2 years. 17.3. A quorum of the Investigation Committee shall be constituted by all 3 members of the Investigation Committee. The role of the Investigation Committee is to investigate all umpiring reports and any match-related grievances or infringements referred to the Investigation Committee and to report the findings and recommendations to the Management Committee upon the hearing of any such matters referred to the Investigation Committee. The Investigation Committee Advocate shall be responsible for convening any hearing of the Investigation Committee and shall be responsible for the order of business at any such hearing. 17.4. The Investigation Committee shall hear each matter referred to it and shall determine matters before it based on a majority decision. Each member of the Investigation Committee shall have one vote. The Investigation Committee Advocate shall not have a vote, but shall be entitled to make representations to the Investigation Committee in respect of any matter 17.5. The Investigation Committee may impose penalties in accordance with MHA Constitution, By Laws and Rules of Play. When determining a penalty to be imposed where the above prescribe a range of penalties, the Investigation Committee must take into account the severity of the offence, the past record of the player concerned and the conduct of the player and/or that player’s representative at the hearing before the Investigation Committee. 18. THE APPEALS COMMITTEE 18.1. Appeals shall be heard as per the MHA Constitution and By Laws. 19. THE MANAGEMENT COMMITTEE 19.1. The Management Committee shall consider any matter referred to it by the Investigation Committee. The Management Committee, where a matter is referred to it by the Investigation Committee, will have the right to consider all facts relating to the matter and make such determinations in accordance with the by-laws, as it deems necessary. The Management Committee shall not be entitled to consider any umpiring reports and any match related grievances or infringements unless it is referred to it by the Investigation Committee. The Management Committee shall have the power to appoint or remove the members of the Investigation Committee and/or the Investigation Committee Advocate in the event that:• A member of the Investigation Committee and/or the Investigation Committee Advocate resigns; • Management Committee consisting of no less than 5 members – at least 5 members of the Management Committee vote in favour of removing the member of the Investigation Committee and/or the Advocate of the Investigation Committee ; and • A majority of the Management Committee vote in favour of removing the member of the Investigation Committee and/or the Advocate of the Investigation Committee 20. REFERRAL TO THE INVESTIGATION COMMITTEE 20.1. 20.2. The following parties shall be entitled to refer matters to the Investigation Committee for consideration: All referrals must be in writing and lodged with the Secretary within 48 hours of the alleged incident. Where relevant, the referral is to include a diagrammatical sketch indicating the position of all relevant players and umpire(s). • The Management Committee; • An umpire who umpires a game; • A third party Where a matter has been referred to the Investigation Committee : • The Investigation Committee shall endeavour to hear allegations within 9 days of receipt of the protest however the Investigation Committee shall have absolute discretion in such matters. Offenders who have received a red card are unable to participate in the game for the mandatory suspension period. Additional penalties may be imposed by the Investigations Committee. All other alleged offenders are able to participate in games and attend the grounds until their case is heard and a verdict reached. The Investigation Committee may hear evidence from whichever sources it deems necessary. 20.3. Any party attending a hearing may be accompanied by the club representative or a suitable guardian/parent if the party is under the age of 18 years however in no circumstances shall a party be allowed representation by a solicitor unless the solicitor is a parent of a party under the age of 18 years. 20.4. The Investigation Committee will notarise details for reference or appeals 20.5. The Investigation Committee may call for both umpires to attend the Investigation Committee meeting. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 21. APPEALS 21.1. The Management Committee, Investigation Committee or Competitions Committee upon being satisfied by reason tendered in writing or other extraordinary reason that an injustice has been done, may at its discretion, rehear any charge previously heard by it, or reassemble the Investigation Committee in the case of charges investigated by that body or refer the appeal to the Executive Committee. 21.2. Any suspension may be lifted while an appeal is being heard. However, any penalty will only commence from the date of the decision on the appeal or a date set by the Executive Committee, Management Committee, Investigation Committee or Competitions Committee whichever is relevant. Any suspension served from the date of the hearing will be taken into account against the total sentence. 22. LODGEMENT OF PROTESTS/DISPUTES/CHARGES 22.1. All clubs, teams, players or members preferring disputes, protests, or charges against other clubs, teams, players or members, shall furnish to the Management Committee, Investigation Committee or Competition Committee, through the Secretary, particulars thereof, in writing, by 5pmon the first Tuesday after the match (if any), particulars of the incident. In the case of a protest, the submission shall be accompanied by a fee of $200.00. The Investigation Committee or Management Committee, as the case may be, shall after adjudicating on such protest, decide whether such fee shall be refunded to the protesting club, or shall be forfeited to the funds of the Association. 23. SENTENCES 23.1. The Sentences for the Investigation Committee. 23.2. The Investigation Committee shall impose penalties in accordance with sentences set out below: (i) (ii) (iii) Three Yellow Cards Disputing an Umpires decision Personal abuse of an Umpire (iv) Threatening an Umpire (v) Striking at a player by another player (fighting, punching etc.) (vi) Striking at a player with a hockey stick (recklessly, dangerously) Deliberately striking at a player with a hockey stick Assault of an Umpire (vii) (viii) (ix) Deliberately striking an Umpire with a hockey stick Automatic (1) Fixture Week suspension One (1) to three (3) weeks suspension Two (2) to six (6) weeks suspension (abuse may include obscene, insulting, indecent language and/or behaviour) Eight (8) to twelve (12) weeks suspension First offence one (1) to ten (10) weeks Second offence eleven (11) to twenty (20) weeks suspension Five (5) to twenty (20) weeks Minimum one (1) year first offence Second offence life suspension Minimum two (2) year first offence Second offence life suspension Life suspension MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 (x) (xi) Contempt of the Investigation Committee or Judicial Process (includes intimidatory behaviour towards or intimidatory phone calls to an umpire Deliberately lifting the ball at or near another player Misconduct Offences (xii) Dangerous tackle (xiii) Repeated professional foul or participate in a melee (a melee is defined as a confrontation between two or more players teams or officials pushing, shoving etc.) 23.3. Ten (10) to twenty (20) weeks suspension One (1) to ten (10) weeks suspension One (1) to five (5) weeks suspension One (1) to three (3) weeks suspension THE FOLLOWING PENALTIES ARE TO BE SET BY THE MANAGEMENT COMMITTEE (i) Player acting detrimentally to the Association Minimum One (1) to three (3) weeks or other as set by the Management Committee (ii) Abusive or violent conduct by a spectator As set by the Management Committee (iii) Any person under the control of the club (e.g. Team, coach, manager) who is reported for misconduct or abusive language in general, the club will be penalised As set by the Management Committee (iv) Breach of the Players Code of Conduct Automatic One (1) week suspension and/or other as deemed by the Management Committee 23.4. Penalties for any breach(es) of the Rules of Play, that are not addressed above, will be set by the Management Committee 23.5. Any suspension imposed means a suspension in the division, in which the offence occurred. A player is not permitted to play in any other games in any other division until any such suspension has been served. 23.6. All suspensions handed down by the Investigation Committee shall be timed with a beginning and finishing date. The suspended player will be unable to play in any hockey match in the Mackay competition in which the infringement occurred, but may if the Investigation Committee approves, play in a representative competition. MACKAY HOCKEY ASSOCIATION INC. - RULES OF PLAY 2017 23.7. A player suspended for a breach of the rules, by-laws, games etc., will be advised of any decision of the Investigation Committee by the chairperson at the conclusion of the hearing. MHA Secretary will notify the Secretary of the offender’s club and the Record Secretary of any penalty within 2 days of the Investigation Committee Hearing. 23.8. Unless specifically provided for, the second of these offences may be doubled or any otherwise as specified penalty of the first offence. 23.9. All suspensions are not limited to the current season of field hockey and are to be fully served before the player is eligible to take the field. Any carry over suspension starts after the player has registered and has paid all registrations and insurances fees. 23.10. The Investigation Committee and/or the Management Committee may suspend all or part of a sentence. 23.11. The Investigation Committee may withdraw a charge, and replace it with a more serious or less serious offence, if it in its absolute discretion deems that the facts warrant same. 23.12. The Investigation Committee may, at its absolute discretion, accept or reject a guilty plea.
