U9 & U10 LTPD TOURNAMENT RULES
Items to note:
It is the intention of the ESPPC tournament to create a competitive opportunity for players
where they can increase personal and team skill and have exposure to game rules and
regulations while following the LTPD format as closely as possible. Therefore please note
the following:





The game ball must be an official size 4.
Games will be played in a 6 v. 6 format and on the new LTPD format field that
includes regulation goal posts or on a mini soccer field that has slightly smaller field
dimensions and goal posts.
No offside rules to apply; however, players should be encouraged to play onside and
avoid “cherry picking”.
No “slide tackling” is permitted.
Referees will be provided and encouraged to allow players ONE (1) additional
opportunity to perform throw-ins if not done correctly the first time and then the
ball goes to the other team.
Basic Tournament Rules
Rules
 ALL RULES, UNLESS SPECIFICALLY ADDRESSED BELOW OR IN THE TOURNAMENT
RULES PACKAGE, WILL BE INTERPRETED IN ACCORDANCE WITH FIFA / CSA /
MSA / WYSA REGULATIONS / LAWS. This tournament is sanctioned by MSA &
WYSA and is using MSA & WYSA Referees.
Rosters
 Current WYSA or District League Official Team Rosters (stamped/signed by your
home league) must be EMAILED to the tournament director at [email protected]
before August 2nd, 2016.
 Tournament team rosters must be submitted on-line before August 2nd, 2016.
 Guest players will be clearly identified by submitting a properly completed guest
player form and must be included on the tournament team roster.
 Identification/Player cards are required to be with the coaching staff for all
developmental regional & premiere players. Recreational players do not require
player cards.
 Out of province teams must obtain & provide approval to travel & proof of insurance
documents from their own Provincial/State association or league.
 All teams must be registered with and sanctioned by WYSA/MSA or their respective
district league & provincial/state association.

Guest Players
 FOUR (4) guest players allowed per team. Guest players cannot increase team roster
size beyond the number of players that the team is permitted or has registered with
its district league or association.
 Guest players must be from the same or lower registered playing level or age group
within the same club or district. A player may not guest on another team if their own
team is registered in the same age group with the tournament. A player can only
participate with 1 (one) team entered in the tournament.
 All Guest players must have the Guest Player form (found under Tournament
Documents) completed and submitted to the tournament via email at
[email protected] no later than August 2nd, 2016.
 All guest players must adhere to the rules and restrictions as outlined in the
tournament rules section.
In addition to the Basic Tournament Rules the following will apply:
Substitutions:
1. FIFA Law on Substitution will apply with the exception that unlimited substitution
will be allowed in all games, with not more that six (6) substitutions being made at
one time.
2. Substitutions will position themselves at the halfway line, and at a stoppage of play,
will signal to the referee that a substitution has been requested.
3. The substitute will not enter the field of play until the player being replaced has left
the field and then only after a signal from the referee has been made.
4. All substitutions shall be subject to the authority and jurisdiction of the referee.
5. No substitute shall be allowed for a player who has been dismissed from the match
by a referee.
Team Bench:
1. Each field shall be marked accordingly and only team officials and players listed on
the team roster are permitted on the players’ bench side of the field or technical
area. All spectators or those not listed on the team roster are to remain on the
opposite side of the field.
2. All team officials and players shall conduct themselves in an orderly and proper
manner while at the team bench or technical area.
3. All team officials and players must remain within the area surrounding the player
bench or technical area. They cannot move along the touchline and cannot cross the
halfway line. The only exception is for substitutions warming up, but they must use
the area directly behind their team’s bench or technical area and any warm up with
a ball must not interfere with the game.

4. Only one (1) of the listed team officials of the same gender as the injured player
(unless otherwise needed) will be permitted to enter the field of play to access and
attend to an injured player and can only do so provided the following conditions are
met:
a. There is a stoppage in play
b. The referee has granted permission for the official to enter the field of
play
c. The official only provides necessary treatment to the injured player
5. Team officials cannot enter the field of play for any other reason during the game.
6. A certified athletic therapist or doctor will be allowed to enter the field for the
purpose of treating an injury if required.
7. Team officials who refuse to abide by these regulations will be dismissed from the
match and reported to the tournament director.
Game Sheets and Referee Reports:
1. Game sheets will be provided to the coaching staff in the tournament coach package.
2. The HOME team:
a). Must complete its portion of the game sheet and provide that partially
completed game sheet to the AWAY team no later than fifteen (15) minutes prior
to the scheduled kick-off.
b). Must provide the referee with a copy of the tournament team roster as well
as all coaching cards.
3. The HOME team will supply the game ball and one spare.
4. The AWAY team:
a). Must complete the remaining portion of the game sheet and provide this to
the referee no later than ten (10) minutes prior to the scheduled kick-off.
b). Must provide the referee with a copy of the tournament team roster as well
as all coaching cards.
5. For all teams, only players who will be participating in the game match are to be
listed on the game sheet.
6. For all teams, all players shall assemble on the team’s side of the field along the
touchline close to the halfway line for inspection by the referee. Player’s must be
wearing the proper equipment and game jersey with player number that is reflected
on the game sheet.
7. The referee will complete the game sheet and record all cautions. A separate report
will be written for dismissals and misconduct. The tournament director will submit
these reports to the tournament disciplinary committee for review.
Discipline:
1. Any official or player dismissed from the game will not be permitted to remain at
the team’s bench or technical area. The dismissed party must vacate that side of the

field. Any further misconduct by that person will be reported by the referee to the
tournament director and will have the case reviewed by the tournament disciplinary
committee.
2. Any player or official dismissed from a match by the referee will not be permitted to
participate further in the tournament until the coach has been notified that the
tournament disciplinary committee has resolved the case.
Discipline Guidelines:
1). In cases where team supporters interfere with a game or cause control problems
for the game officials, the referee will terminate the game and report this to the
tournament directors immediately
2). Bench control and supporter control is the responsibility of the team
management
3). Coaches who withdraw a team from a match will be subject to severe
disciplinary action and such decisions will be final
4). All disciplinary matters will be handled by the tournament by the tournament
disciplinary committee
5). Cautions:
a) Any player receiving three (3) cautions in three (3) separate games shall receive a
one (1) game suspension, which will be served in the next scheduled game, and
b) Any player dismissed for two (2) caution-able offenses in a game shall receive a
one (1) game suspension, which will be served in the next scheduled game.
6). Dismissals:
a) All player dismissals will be reported by the referee in writing to the tournament
director and reviewed by the tournament disciplinary committee.
b) All dismissals carry a minimum, mandatory, one (1) game suspension, which will
be served in the next scheduled game
c) Team coaches must attend the field head quarters thirty (30) minutes prior
to
the start of the next game following the dismissal at which time they will be
informed of any additional suspension and/or if a hearing has been called and
d) At the discretion of the disciplinarian those named in the referee’s report may be
required to appear before the tournament director and/or the disciplinary
committee. A team representative may accompany those required to attend a
hearing. At the hearing the referee’s report will be reviewed and any further action
considered.
Sending Off Offences:
1). Players guilty of violent conduct or serious foul play shall be suspended for a
minimum of two (2) games. The disciplinary committee may hand out further
suspensions if the circumstances of the offense warrant further suspension.
2). Players using offensive or insulting or abusive language and/or gestures shall be
suspended for a minimum of two (2) games. Suspensions may be extended if the
circumstances warrant such action.
3). Any of the above offences directed toward game officials will result in mandatory

suspensions plus additional suspensions as determined by the tournament
disciplinary committee.
4). Any team official dismissed from a match by the referee shall be suspended until
such time as he or she appears before the tournament disciplinary committee. This
applies to dismissals before, during or following a game.
Players Uniforms and Equipment:
1. Players must wear a number on the back of their jerseys. Each player of a team
shall have a different number and this number must match the player’s name
and number on the game sheet.
2. In the event of both the HOME and AWAY teams wearing a similar colored
uniform, the HOME team will be required to change. The referee will determine
whether or not the uniform colors create a control problem.
3. The following dress standards for uniforms and equipment will be followed:
a) Jerseys must be tucked into the player’s shorts; if undergarments are
worn, the color of the sleeve should be the same main color as the sleeve of
the jersey
b) Shin guards must be worn and covered entirely by the socks (FIFA/CSA
requirement)
c) Long under shorts may be worn providing they are the same main color as
the shorts
d) Goalkeepers may wear tracksuit bottoms as part of their basic equipment
e) The referee will ensure that other articles worn by players do not
constitute a danger
to other players. All items of jewelry (necklaces, rings,
bracelets, earrings, leather bands, rubber bands, etc.) are strictly forbidden
and must be removed. Using tape to cover jewelry is not acceptable.
f) Modern protective equipment made of soft, lightweight; padded materials
are not considered dangerous and are therefore permitted. Hard plaster
casts are considered to pose a danger to both the wearer and other players
and are not to be worn. The practice of padding a hard plaster cast does not
reduce the element of danger. Players wearing a soft cast will be permitted to
play if the cast does not present a danger to the individual or any other
player.
4. Players failing to comply with this regulation (as determined by the referee) will
not be allowed to play until such time as they do comply. If a player is sent from the
field of play for non-compliance with this regulation, he or she will not be allowed to
enter the field of play without the referee’s permission, and the referee will check
the player’s equipment before granting permission to re-enter the field of play.
Failure to Show and Forfeited Games:
All teams are expected to be at the field ready to play at the time of the scheduled kick off. A
team that is delayed will be allowed a fifteen (15) minute grace period following the

scheduled kick off time. If a team does not have sufficient players ready to start the game at
the end of the grace period the game will be awarded to opponent (subject to review by the
disciplinary committee).
NOTE FOR U9 – U10:
a). A minimum of five (5) players constitutes a team and the game will be started with this
number of players. Only if a team has less than five (5) players present will the grace period
be granted. As soon as five (5) players are present the game will be started.
b). Once the game has commenced a team must have at least four (4) players on the field or
the game will be awarded to the opponent.
Weather and Playing Conditions:
Regardless of weather conditions, teams must appear on the field of play as scheduled,
ready to play, unless otherwise notified by a member of the Tournament Committee. The
Referee may suspend a game temporarily or indefinitely as a result of severe weather. If a
game is temporarily suspended, coaches are expected to keep their teams on site
unless dismissed by the referee or tournament officials. The game will be resumed
from the point at which it stopped as soon as possible. If the weather does not permit
restarting the game the referee and/or tournament officials may declare it completed if
more than half the game has been played. Coaches should contact the tournament officials
to confirm dates and times for rescheduled games.
Team Standings & Points:
During preliminary matches, match points will be determined as follows:
-3 points for a win
-1 point for a tie
-Forfeited games scores shall be recorded as 3-0
-A team that forfeits a game by not showing up will not be allowed to advance to
championship rounds
Match Duration:
a). All round robin, quarterfinal and semi-final matches shall consist of two (2) twenty-five
(25) minute halves.
b). All quarter and semi final matches must be played to a resolution. In the event of a tie
at the end of regulation time will then have the winner declared by taking kicks from the
penalty mark (in accordance with the FIFA Laws of the Game).
c). Finals shall consist of two (2) twenty-five (25) minute halves.
d). All final matches must be played to a resolution. In the event of a tie at the end of
regulation time will then have the winner declared by:
1. Playing two (2) extra time halves consisting of five (5) minutes each. No golden
goal. Extra time is played to its entirety.

2. Taking kicks from the penalty mark (in accordance with the FIFA Laws of the
Game)
In the event of a tie in the standings between two teams after first round pool play; the
following tie breaking rules will be used:
1. Head to head game results between the tied teams. The team with more points
during head to head play advances (not applicable if three (3) or more teams are
tied).
2. Greater goal differentials (total goals for minus total goals against during round
robin play to a maximum of five (5) goals per game). Team with the greater goal
differential advances.
3. The least total goals against during round robin play (maximum of five (5) goals
against per match). Team with the fewest goals against advances.
4. FIFA penalty kicks. Date and time details to be determined by the Tournament
Committee and could be as soon as immediately following the group’s last round
robin match.
5. This tie breaking procedure will be followed in this order for as many teams as there
are tied and need to be advanced.
Kicks for the purpose of taking penalty kicks in a game to declare a winner:
a). Each team will select the order of the five (5) players from those currently on the field
at the end of extra time to take the kicks. One (1) team official (coach/manager) may
accompany the team in the center circle. No other players may enter the field of play.
b). Each kick is taken by a different player and all eligible players including the goalie listed
on the game sheet must take a kick before any player can take a second kick.
c) If still tied after five kicks then teams will alternate one kick at a time until the tie is
resolved.
d) Note: Only players on the field of play at the end of extra time are eligible to participate
in kicks from the penalty mark and those players must not leave the field of play.
