Cooperation agreement
of Ukrainian Union of Dance Sport organizations
In consideration of the mutual promises to each other herein and in order to more perfectly and
completely record their agreement creating the union of public organizations of DanceSport in
Ukraine (further SGOSTU) per: for its President the Vice-President Sergey Nikolaevich
Kravchuk, the Ukrainian federation of DanceSport (further UFSD) per: its President Sergey
Ivanovich Pinchuk, the DanceSport Federation "Dynamo-Ukraine" (further DSF "DYNAMOUKRAINE") per: its President Sergey Nikolaevich Dorogovtsev, and the Association of
DanceSport of Ukraine (further UDSA) per: its President Svyatoslav Tarasovich Vlokh, are
authorized to agree and do agree to the following:
1. Subject of the agreement:
The parties agree that they are all Ukrainian public DanceSport organizations which are validly
incorporated and subsisting according to the laws of Ukraine, for similar purposes, and that
they have mutual respect for each other as equals in rights, and equal organizations which
unite the efforts for the further general development of Dance Sport in Ukraine.
2. The basic directions of the general activity:
The Ukrainian Union of DanceSport organizations shall:
2.1. Approve or disapprove, register, supervise and administer DanceSport competitions in
Ukraine;
2.2. Create and administer competition and championship rules for DanceSport competitions in
Ukraine;
2.3. Create and administer rules and systems for adjudicating DanceSport in Ukraine;
2.4. Cooperate with external bodies approved by the International DanceSport Federation
(IDSF), and generally carry our organizational work and other work in the best interests of
DanceSport.
2.5. Apply for exclusive membership representing DanceSport in the Ukrainian IOC affiliate and
apply for exclusive recognition from all Ukrainian government offices and agencies of competent
jurisdiction.
3. Duties of the parties:
3.1. All parties to this agreement shall observe and enforce all Rules and Regulations
of IDSF;
3.2. At DanceSport competitions:
3.2.1. to permit to take part in competition only couples whose organizations are part of this
agreement, except for the official Championships and Cup of Ukraine. Registration of other
athletes requires a separate decision of the Managing Committee;

3.2.2. to permit adjudication of competitions only by adjudicators whose organizations are part
of this agreement, according to those competitors’ categories. For adjudicators at competitions
of members of other organizations the necessary separate decision of the Managing
Committee;
3.2.3. to permit competitions to be organized and produced only by people or entities which
are members of organizations which are part of this agreement;
3.2.4. any Ukrainian competitions may be conducted by any of Ukrainian parties to this
agreement but only according to the general calendar established by UUDSO and must be
carried out only in the standard classes in the International Style of Standard and Latin
American DanceSport according to the practices of IDSF;
3.2.5. to cause a single new National Championship of Ukraine to be organized and produced
only by all Ukrainian parties to this agreement together (all financing, organizational,
adjudication work shall be together);
3.2.6. all Ukrainian parties to this agreement have the right to organize Open and Official
International IDSF competitions (IDSF Open, IDSF International Open and e.t.c) with the
permission of, and via the application of, the Managing Committee of UUDSO;
3.3. Correct production and administration of competitions:
3.3.1. to accept the UUDSO competition and championship Rules for competitions, including:
- restrictions on figures for different classes;
- restrictions on costuming;
- rules of transition from a class in a class
3.4. Creation of a College of adjudicators:
3.4.1. Each organization defines and supervises appropriate performance of rules of
assignment of judicial categories in borders of this organization, bears the responsibility for
quality of adjudication.
3.4.2. To harmonize criteria of assignment of judicial categories;
3.4.3. To generate from judges of the highest category of the Ukrainian parties to this
agreement, the general board of judges for service of the Championships, Cups of Ukraine and
the international competitions.To ratify this board by the decision of UUDSO;
3.4.4. all Ukrainian parties to this agreement have the right to give candidates of highest judge
categories to assignment of IDSF judge license declaring candidates them through Managing
Committee of UUDSO;
3.5. Organizational work:
3.5.1. The work of the Managing Committee:
3.5.1.1. For the management of the current work and acceptance of decisions on questions of
general activity an UUDSO Managing Committee is hereby created;
3.5.1.2. The members of the Managing Committee are one person nominated by each
organization which is a party to this agreement, and, for more productive work, the President of
UDB Irina Bous is also a member of the Managing Committee, with the same right of voice and
vote as the other members.
3.5.1.3. Activity of the Managing Committee shall be governed by separate regulations created
by UUDSO;

3.5.1.4. All unanimous decisions of the Managing Committee shall have full force and shall
prevail over any other decisions, within the limits of Ukrainian law;
3.5.1.5. The Chairman of any meeting of the Managing Committee may only be a Member of
the Managing Committee who has been elected by the Managing Committee for that purpose;
3.5.2. To create a database of athletes.
3.5.2.1. For a putting in order of work, simplification of process of registration of athletes at
competitions for one (1) year from the time of signing this agreement, to create, compile and
maintain a uniform database of athletes and the uniform register with numbers of classification
books of Ukrainian athletes;
3.5.2.2. To develop a sample of the uniform athlete’s classification book.
3.5.3. to produce combined and integrated Ukrainian teams.
3.5.3.1. Combined teams of Ukraine shall be eligible to participate in registered international
competitions according to the results of internal competitions approved by the Managing
Committee of UUDSO, which are open to all athletes from all the organizations which are
parties to this agreement.
3.6. Government and Olympic Recognition
3.6.1. UUDSO shall apply for exclusive membership representing DanceSport in the Ukrainian
IOC affiliate and apply for exclusive recognition from all Ukrainian government offices and
agencies of competent jurisdiction. All parties to this agreement shall execute all documents
and do all things which are reasonably necessary to ensure that such membership and
recognition is transferred from the present member(s) and the present recognized organization,
to the UUDSO, within a reasonable time, and in any event within eighteen (18) months of the
date of this agreement.
4.New parties to the agreement:
4.1. The number of the parties to this agreement can be increased on the following conditions:
4.1.2. Another DanceSport organization has expressed in written form addressed to the other
parties, its desire to become a new member of this agreement.
4.1.3. The applicant must be national federation and be working actively in at least fourteen
regions of Ukraine.
4.2. It is a duty of the Managing Committee to accept the applicant as a new member.
5.Actions of the agreement, modification and validities:
5.1. This agreement comes into force upon when all the parties sign it;
5.2. Each person who signs this agreement on behalf of a party hereby represents that s/he
has full authority to do so from that party, and that that party has done all things necessary to
adopt and accept this agreement and authorize that signatory to sign it. Each person who signs
this agreement on behalf of a party further agrees that he is the duly authorized agent of that
party and that that party is hereby bound by his or her signature
5.3. The term of the agreement is for one (1) year after signature by all parties or until the
conclusion of the meeting described in 5.4;
5.4. After one year, the UUDSO shall prepare and meet in a General Assembly in order to have
elections of a new Presidium and establish a new federation for all Ukrainian DanceSport;

5.5. Changes may be made to this agreement only by the prior written consent of all parties.
6.The responsibility of the parties:
6.1. Each party is responsible to perform this agreement according to the laws of Ukraine;
7.Terminating this agreement:
7.1. The parties enter into this agreement bona fide and with the intention of performing it and
giving full force and effect to the intentions described in it. No party may renounce or withdraw
from this agreement without the consent of all the other parties.
8. Legal matters
8.1 Persons holding any office or responsibility in UUDSO may not hold a position in a
federation which is not recognized and approved by IDSF, may not act in a conflict of interest of
UUDSO. The Parties to this agreement will adopt all statutes, rules and regulations reasonably
necessary to give force and effect to the agreement set out in the previous sentence, and shall
take all measures reasonably necessary to enforce the same promptly and effectively.
8.2 This agreement shall be governed by the laws of the Ukraine, and shall be enforceable in
the Ukrainian Courts, except as set out below.
9. IDSF
9.1 In consideration of its agreement to grant Provisional Membership in IDSF to UUDSO, IDSF
is hereby made a party to this agreement in a way limited by the following terms.
Notwithstanding any term to the contrary in this agreement before this paragraph 9.1, IDSF
does not have any obligation under this agreement except to grant Provisional Membership to
UUDSO, and IDSF may act at its discretion in the best interests of DanceSport, including in its
absolute discretion revoking the Provisional Membership of UUDSO by order of the IDSF
Presidium or the IDSF General Meeting. Under this agreement IDSF has the right to compel
any party or parties, or all parties, to this agreement, to perform their obligations to each other
or to IDSF under this agreement. IDSF may elect to enforce its rights under this agreement in
the Ukrainian Courts and in the Courts of any other country, and in that regard IDSF may take
concurrent Court proceedings in more than one country, and in the Court for Arbitration of
Sport in Switzerland. Nothing in this agreement decreases or limits IDSF’s powers under its
own Statutes or Rules or Regulations.
