JOB DESCRIPTION/ROLE PROFILE Job Title: Development Officer (Growth Team) – Fixed Term Post for 9 – 12 months Reporting To: Development Manager Located At: Head Office, Northern Whig House, 3 Waring St, Belfast Hours of Work: 37 per week, Monday – Friday (flexi hours) MAIN PURPOSE OF THE JOB: At Clanmil we want to provide more great homes for families that need them. As Development Officer in our growth team we want you to source/identify development opportunities and assess their feasibility including the identification and mitigation /management of risk, financial appraisal, undertake purchase negotiations and once agreed oversee the conveyance. GENERAL RESPONSIBILITES: A RAISE THE PROFILE OF CLANMIL 1 Identify areas of housing demand for social housing/equity share, outright sale and private renting and support this analysis with local market research from estate agents, surveyors, academia etc. 2 Seek the views of Housing Management on opportunities, based on existing management experience of Clanmil stock and waiting list activity. 3 Identify/establish/build relationships with agents/vendors/surveyors/political representatives/banks etc to identify new opportunities. 4 Identify and build an analysis of current market trends for all tenure types, ensuring the results of research for selling/private renting new homes, is built into the financial viabilities, risk analysis, cost plans and marketing strategies to allow for a precise financial appraisal to be undertaken using the appraisal model. 5 Visit site/take photographs to support due diligence . 6 If existing properties, undertake scheme design variance report vis a vis new build standards. 7 Procure and instruct valuations and ensure detailed review of assumptions contained therein. 8 Produce/seek initial planning feasibility reports and action any recommendations arising. 9 Ensure vendors/agents are fully up to date at all times. 10 Prepare Heads of Terms to issue to solicitors upon purchase agreement. 11 Undertake community consultation as per policy 12 Procure and oversee geotechnical investigations developing an understanding of risk/costs to determine completion or otherwise of purchase. 13 Complete landbanking recommendation in line with landbanking policy. 14 Monitor the progression of conveyance of the site, responding to queries raised / managing vendors expectation. Development Officer – Growth Team - job description wef June 2016 B 1 2 3 4 C 1 2 3 D 1 E 1 2 3 F 1 2 3 4 ASSESS AND APPRAISE SUITABILITY OF POTENTIAL SITES Undertake the required due diligence to assess the viability of a development opportunity and make recommendation to purchase (including financial viability). Communicate with contacts on a “without prejudice/subject to” basis. Ensure vendors/agents and developers are kept up to date on progress of sites/schemes identified and promote Clanmil to encourage repeat business. Produce option/economic appraisals to determine the best development opportunities. ACHIEVE TARGETS TO DELIVER THE ANNUAL DEVELOPMENT PROGRAMME Agree and deliver the target dates for the schemes. Assess the performance of consultants and contractors. Ensure grant claims are claimed when due and all certifications are valid. TEAM WORK Attend and contribute to meetings and prepare reports, presentations and take minutes.
