Purpose of Induction
The purpose of this induction is to introduce you into the organisation and to inform you of relevant

LEARNING AGREEMENT
This document sets out the details for all Apprenticeship Programmes. The Learning Agreement is between
Swansea ITeC (Training Provider) and yourself (Learner). The Learning Agreement outlines the terms and
conditions of learning with Swansea ITeC upon commencement of programme, along with listing the rules and
regulations of Swansea ITeC.
This document will be discussed with, and explained to you; signing the document indicates your understanding
and acceptance of the Learning Agreement. If, at any time, you break the terms and conditions as set out within
the Learning Agreement, you may be asked to leave the programme. As a learner with Swansea ITeC you have
rights and responsibilities as detailed with the Learning Agreement, and you will be expected to comply with the
rules and regulations which affect your training programme.
Any subsequent changes to the Learning Agreement will be notified to the learner in writing.

Should a learner have a complaint relating to Equality and Diversity or any other matter relating to their training
programme, in the first instance they should contact their assigned tutor/learning coach.

PROGRAMME INFORMATION
Apprenticeship programmes are employment based learning programmes for employed learners who follow a
framework developed by the relevant industry Sector Skills Council. E-Skills are the Sector Skills Council for
Business and Information Technology specifying the learning activities, including qualifications, covering:




Vocational Competencies (Diplomas)
Technical Knowledge
Essential Skills Wales (Application of Number, Communication and ICT)
Employment Rights and Responsibilities (ERR)
QUALIFICATIONS AND EXAMINATIONS
As part of the Apprenticeship programme all apprentices will work towards the relevant Apprenticeship
Framework and study towards recognised industry standard qualifications. The cost for these qualifications will
be covered by Swansea ITeC/DfES.
All learners are made aware of the relevant examining bodies’ appeals and access to assessment procedures.
Where learners are unable to achieve full accreditation, unit accreditation may be considered.
LENGTH OF PROGRAMME
The Apprenticeship programme is determined by e-skills/DfES as follows:


Level 2 Foundation Apprenticeship -– 14 months
Level 3 Apprenticeship – 15 months
ON AND OFF THE JOB TRAINING
The Apprenticeship programme consists of a combination of both on and off the job training and minimum
requirements for both are specified with the relevant apprenticeship framework.
Furthermore, all Apprentices attending off-the-job training must sign-in/out (start and end of each working day)
using provided Timesheets.
On-the-job training
On the job training takes place in the workplace and can include:



On-the-job coaching
Shadowing
Practical application of skills and knowledge attained in the off-the-job learning e.g. Observations in the
workplace
Off-the-job training
Swansea ITeC provides off-the-job training on a fortnightly basis, whereby all Apprentices attend Swansea ITeC
on agreed days. The off-the-job training is delivered via a range of teaching and learning methodologies which
include:




Instructor-led learning
Classroom learning
e-learning
one-to-one mentoring (takes place away from the Apprentice’s day-to-day responsibilities)
Furthermore, all Apprentices have access to wide range of e-learning resources outside of the off-the-job training
sessions e.g. moodle, email and blog.
LEARNING PROCESS
All Apprentices must have a clearly defined learning process which includes:





Learning Agreement (signed on commencement of the learning programme at Induction)
Individual Learning Plan (e-ILP) (signed and dated within 4 weeks of commencement of Learning
programme)
Apprenticeship Learning Agreement (signed within 13 weeks of commencement of Learning
programme)
On-the-job and Off-the-job Training
Regular Review of Progress
GUIDANCE AND SUPPORT
Each Apprentice will be allocated a tutor/learning coach. The role of the tutor/learning coach will be to provide
the learner with advice on how to maximise his/her own ability and learning skills. Furthermore, the
tutor/learning coach will:

Act as general resource, providing advice and guidance, both personal and professional

Carry out Progress Reviews on a two monthly basis, detailing the learner’s progress and providing
encouragement, praise or otherwise where necessary. The review is a tripartite process between the
apprentice, tutor/learning coach and employer. Progress reviews should take place within the
apprenticeship workplace.

Act as the first disciplinary agent where required, following the internal Discipline and Grievance
procedure
In addition to the assigned tutor/learning coach, all Apprentices have access to a dedicated in-house
Employment Coach.
Learners taking part on the Apprenticeship who are aged 16-19 (participants in the 14-19 Learning Pathways)
will be entitled to impartial career information, advice and guidance via Youth Support Services e.g. Careers
Wales.
ABSENCE / SICKNESS / HOLIDAY ENTITLEMENT
All Apprentices must have a Contract of Employment where employer’s terms and conditions are set out.
Apprentices must follow their employer’s procedures for sickness/absence/lateness and holiday entitlement.
However, all Apprentices must inform Swansea ITeC of any absences and/or sickness in order for attendance to
be monitored. This information will be gathered during reviews and during off-the-job training sessions.
It is the responsibility of all Apprentices to inform Swansea ITeC if they are unable to attend off-the-job training
sessions or expect to be late; you MUST telephone Swansea 01792 464561 with an explanation before
10.00 a.m.
If you need to cancel/re-arrange tutor visits to the workplace, you MUST inform Swansea ITeC within a
reasonable time-scale.

FUNDING
The Apprenticeship programmes are part financed by European Social Fund (ESF) through the Welsh
Government - Work Based Learning provision (WBL).
CONTRACT OF EMPLOYMENT
All apprentices must be employed and receive a Contract of Employment. The Contract of Employment will
detail terms and conditions as determined by the Employer and should include Absence/Sickness Procedure,
Holiday Entitlement, Disciplinary and Grievance Procedure and Rate of Pay.
For those Apprentices already employed prior to commencement of the learning programme, salary/wage
information is set out within the existing Contract of Employment.
For those learners, starting employment under the Apprenticeship framework, they must be paid according to
Employment Legislation e.g. National Minimum Wage as follows:

National Minimum Wage for Apprentices is £2.65 per hour, effective October 2012. The rate will apply
to those apprentices who are under 19 or those that are aged 19 and over but in the first year of their
apprenticeship. Those entering the second year of their Apprenticeship, and that are 19 or over, will then
receive the general National Minimum Wage, currently £4.98 - £6.19 per hour.
STANDARD OF DRESS
Please adhere to your company dress code policy.
However, whilst attending off-the-job training session at Swansea ITeC, the dress code is casual.
NON SMOKING POLICY
To comply with Welsh Government legislation Swansea ITeC has a no smoking policy for the entire building.
Any person caught smoking within the premises will be instantly dismissed from their training
programme.
WELFARE FACILITIES
Learners have access to a kitchen which is situated on the bottom floor of the premises.
Toilet facilities are available on bottom floor and first floor of the premises.
REST BREAKS
Centre-based breaks are as follows:
Lunch is 30 minutes

Leisure Breaks during the day will be allowed as deemed necessary
DISCIPLINARY AND GRIEVANCE PROCEDURE
Any breach of discipline will result in the implementation of the Discipline and Grievance Procedure, and will
render you liable to disciplinary action. This may include verbal and/or written warnings, immediate suspension
followed by dismissal, or instant dismissal for offences of gross misconduct, unless there are mitigating
circumstances.
Misdemeanours which may give rise to disciplinary action include: 








Poor Time Keeping
Insubordination
Abusive Language
Inefficient Performance of Duties
Neglect of Swansea ITeC Property
Failure to Obey Reasonable Instructions of Senior Staff
Failure to comply with Swansea ITeC policies (e.g. Non-smoking Policy, Acceptable Use policy)
Unbecoming Behaviour
Disclosure of Confidential Information

Gross misconduct is misconduct of such a nature that Swansea ITeC is justified in no longer tolerating the
continued presence at the place of work of the employee/trainee who commits such an offence. Instances of
Gross Misconduct will lead to instant dismissal.
Examples of such offences are: 

Unauthorised Removal of Property
Offences of Dishonesty
Sexual Offences
Sexual Misconduct
Fighting
Physical Assault
Falsification of Time Sheets, Travel and Subsistence, etc.
Malicious damage to Swansea ITeC property.
Use of alcohol and/or drugs

Any disciplinary action that is taken will be fully explained to you, including your right to appeal. Any disciplinary action will be
fully documented.
COMPLAINTS PROCEDURE
If during your training you want to make a complaint, please follow the procedure detailed below:

First, talk to your Tutor/Learning Coach

If dissatisfied, you will be referred to the Director of Training

If still dissatisfied, you may ask Careers Wales, Jobcentre Plus or any other person of standing to take
up your case

As a final resort you may ask DfES (Welsh Government) to consider the matter
Whichever course of action is followed, you must keep your Tutor/Learning Coach informed at all times.
TRANSFERRAL OR REFERRAL TO ANOTHER TRAINING PROGRAMME
If the training programme, for whatever reason, is not suitable for your requirements Swansea ITeC will
endeavour to transfer the learner to an alternative programme or sign-post to external organisations. Swansea
ITeC is now part of a wider consortium - Skills Academy Wales. Skills Academy Wales have access to a wide
range of resources and sector information.

The essential Apprenticeship tri-partite commitment for framework completion
The Employer (
Employer name
) agrees to:
 Actively promote the value of the apprenticeship within the organisation, and to ensure that other staff are fully
aware of the needs of the apprentice;
 Designate an appropriate mentor who will actively contribute to the regular review of the apprentice’s progress;
 Ensure that sufficient time and resources are made available for the apprentice to fulfil their learning and
assessment needs;
• Employ and pay the apprentice in accordance with National Minimum Wage requirements;
• Ensure the apprentice has a contract of employment;
• Undertake legal and contractual responsibilities for the Health and Safety of the apprentice;
• Ensure conformity with equal opportunities legislation and good practice;
• Any concerns the employer has about the learning should, in the first instance, be made to the provider delivering
the apprenticeship (Swansea ITeC). If resolution cannot be secured, concerns should then be referred to the
provider contracted with the Welsh Government (Skills Academy Wales). In the rare event of a resolution still not
being secured, the Welsh Government should be contacted.
The Apprentice (

 Apply themselves to their learning and assessment, by attending courses and other on or off the job learning
events, being prepared for assessment, and actively participating in the planning and reviewing of their
programme;
 Take responsibility for their own learning and development;
• Behave in a considerate and responsible manner, with due regard to their own and others’ equality of opportunity,
and to the Health and Safety of others and themselves in their working and learning environment;
• Work for the employer to the best of his/her ability and in accordance with the employer’s policies and procedures;
• Any concerns the apprentice has about their learning should, in the first instance, be made to the provider
Swansea ITeC agrees to:

Ensure all aspects of the programme are delivered in compliance with the framework requirements, the quality
standards laid down by Estyn and all contractual, quality and financial requirements of the Welsh Government. This
includes the qualifications and experience of those delivering the learning;
 Offer support, guidance and advice to the employer/ apprentice and to keep both parties informed and involved
in the progress review;
 Ensure that each apprentice has an Individual Learning Plan, and that no change(s) to the Individual Learning
Plan, nor transfer of the apprentice to another provider, will take place without the prior consent of the apprentice.
 Ensure that attention is paid to the integration of all aspects of the programme (NVQ/QCF Competence and
Knowledge based qualifications, Essential Skills Wales and additional requirements) to ensure a developmental and
coherent experience for an apprentice.
BULLYING and HARASSMENT POLICY
Swansea ITeC has a ZERO tolerance approach to
harassment and bullying.
Any learner found using malicious/harmful behaviour to
others may automatically be withdrawn from their training
programme pending an investigation.
If at any time you are being bullied and/or harassed, or you
know of anyone being treated in this way by other learners
or staff you MUST inform your tutor/learning
coach/member of staff immediately.
Alternatively you can post an anonymous message using
Anonymous Ox: http://bit.ly/suggest-box, explaining your
concerns. Staff will then take appropriate action.

Working Practices - Housekeeping and Safety
All Swansea ITeC Trainees have a legal duty to take reasonable care of their own Health and Safety, and
that of others who may be affected by what they do or do not do.
Trainees must co-operate with the Health and Safety Policy of Swansea ITeC and not interfere with, or
misuse, anything provided for their health and safety.
Swansea ITeC expects all trainees to adhere to their Training Agreement and conditions laid down by Welsh
Government, in respect of timekeeping and attendance.
Trainees are also required to take responsibility for their training / workplace environment, as outlined below:
1. Comply with the Swansea ITeC Internet and ICT Acceptable Use Policy
2. Keep your own work area and common areas neat and tidy
3. Ensure that personal folders, training files, and CDs are kept safe and returned to their proper
places
4. Ensure that logbooks and development plans are kept up to date
5. Exercise consideration for other trainees by :

keeping unnecessary noise to a minimum in the training rooms

switching off mobile phones during training hours

using an appropriate volume for headphones
6. If carrying drinks from the kitchen to the smoking area, ensure that any spillages are cleaned up
promptly
7. Remember that food and drink are not allowed in the computer labs and training rooms
8. Comply with the Swansea ITeC Environmental and ESDGC Policy and adopt Green IT and office
good working practices

Keep wastage to a minimum. e.g. do not print unnecessary multiple copies of documents,
only print when necessary, re-use single sided used paper

Recycle coffee and water cups etc. (labelled bins available)

Turn off Computer monitors during breaks, at the end of the day ensure that your PC is
correctly closed down and the power turned off at the wall
9. If you have to leave before the scheduled end of training then please ensure you inform the trainer
of the reason before you go, and sign out on reception

Internet Acceptable Use Policy
Aims
We want you to use ICT:

responsibly, to help your learning and improve your skills and knowledge

in a safe way that does not put your personal security or privacy at risk

in a safe way that does not put Swansea ITeC's equipment, software, data or reputation at risk

in an environmentally friendly and sustainable way
We also want you to leave Swansea ITeC with the skills to:

assess online information and resources for quality and reliability

continue to use ICT independently and safely in your own life

use Web 2.0 technologies confidently and safely
With these aims in mind the Acceptable Use Policy will not be a "laundry list" of "don'ts". Instead we aim to
teach you to use your own good sense to judge what constitutes an appropriate use of IT.
What do we mean by "Use ICT"?
ICT, or Information Communication Technology, includes a wide range of computer and Internet resources.
It includes things like:

Software, including web-based programs and applications

Online resources such as webpages, blogs, wikis, YouTube, Flickr, email/webmail etc

Equipment, including thing like PCs and printers as well as other hardware such as digital cameras
and mobile phones
ICT is a broad term and the examples given above are not meant as a complete list. You are encouraged to
both use and view other people's online resources, and to create your own. Swansea ITeC is keen to
encourage the use of "Web 2.0" resources and believes sites such as Facebook, Twitter, etc. have their
place in learning when used properly.
What do we mean by "actions which put security at risk"?
Although ICT is a very useful resource, there are disadvantages as well. One of the main ones is the risk
posed by viruses, spam and malware. These can be installed in secret on users' PCs and cause problems,
including slow and unreliable computer behaviour. To avoid these problems you need to check with a tutor
before:
 Installing any software
 Using your own disks or memory sticks
 Opening unexpected emails and especially attachments
You should also be careful about the websites you visit -- game sites and "free" software sites sometimes
use the temptation of "getting something for nothing" to trick users into downloading a virus.
We encourage the use of Web 2.0 and social networking sites at Swansea ITeC as long as they help you
learn and are not a distraction. However, you should be careful about how much information you reveal
about yourself on such sites. You should also be aware that the web is also covered by the same slander
and libel laws that apply in "real life" and that anything you write online might not remain private.
What do we mean by "sustainable use"?
We encourage the use of Green IT in order to care for our planet and so that future generations have the
same opportunities as our current generation. For you as a user of the systems, this includes things as
simple as reusing and recycling paper, thinking whether you really need to printout materials, turning
monitors off at break-times and turning PCs off before leaving for home.
Any outright bans?
Swansea ITeC will not accept:

The use of its resources for inappropriate content such as pornography, or any illegal use, including
copyright infringement

Noisy and disruptive behaviour in the training room which interferes with other people's learning

Food and drink near the computers, apart from bottled drinks
Logging on

Learners must only log on with their own user name and password and must not share these with
any other users

Learners on a technical programme who have been granted elevated access for installation and
troubleshooting must only use that access as directed by a tutor and must not share it with any other
users

If you suspect your account has been used by someone else you must inform a tutor who will reset
your password
What about personal use?
Swansea ITeC realises that not everyone has a PC at home and is happy for you to use the systems for
personal projects during break times and after training hours. Use during training hours may be allowed if
the tutors agree and it does not slow down your progress through the course.
Monitoring and Filtering
Swansea ITeC uses two ways of monitoring and filtering online content.
1. ISA is used to record trainees' Internet use. This information is held securely and only looked at by
authorised staff when we believe someone is not keeping to these rules.
2. OpenDNS is used to filter undesirable content such as porn, illegal material etc. If you believe a site has
been blocked which shouldn't have been, we will be happy to have a look and see if it can be unblocked.
Penalties
Breaking the rules in the Acceptable Use Policy will result in the use of the Swansea ITeC disciplinary
procedure. The first step will be a meeting with your tutor. If there is no improvement you may be banned
from using the systems. Repeated or serious misuse may mean you will have to leave the course.
