IM 4v4 PUGG Soccer Rules and Information I. GENERAL RULES 1. The supervisor on duty reserves the right to remove any player from competition who has violated any Emory University Intramural Policy or Rule and/or endangered any player or IM staff member. Ejected players must leave the facility immediately. Any player or team that exhibits a pattern of troublesome behavior will be removed from intramural sports. Supervisors also have the authority to end a game. 2. Three (3) Unsportsmanlike Penalties will result in a team disqualification regardless of the score. Two (2) Personal Unsportsmanlike Penalties will result in the player leaving the game. Only a team's designated Captain is allowed to confer with the officials. There is a ZERO TOLERANCE policy for any unsportsmanlike behavior directed towards players, officials, and staff. 3. Participants are not allowed to play in a manner that is potentially dangerous or reckless. Safety for all our participants is our number one priority. Any action(s) that is deemed dangerous and/or reckless by the game's official or the Intramural Sport Supervisor will result in either an unsportsmanlike penalty or an ejection depending on the severity of the action. Intramural managers and players should consider this rule their warning not to play in a dangerous or reckless manner. II. PLAYER ELIGIBILITY 1. Participation is limited to currently-enrolled, fee-paying students, Emory University faculty/staff members, spouses, and Alumni. 2. All players must have an Emory University ID or Government Issued photo ID (i.e. Driver’s License) at each game to sign-in. ID Cards will be checked EVERY GAME. 3. All players MUST be listed on the printed scoresheets and cannot be written in at gametime. 4. VARSITY ATHLETES: Varsity players are not eligible to participate in similar intramural sports. Each team can have up to two club players in a similar sport. Teams who violate this policy will receive a forfeit loss for each game the violation has taken place and will be ineligible for the playoffs. III. TEAM COMPOSITION & SUBSTITUTIONS 1. GAME TIME IS FORFEIT TIME. You must have the required number of players at game time in order to avoid a forfeit. 2. Players can compete on only one recreation or one competitive team, regardless of division. 3. Four (4) players constitute a team. Maximum number of people on the roster is 7. 4. Substitutions may take place during any dead ball situation, but can only enter the playing field at the official’s signal. Substitutes must remain in their designated area when on the sideline IV. EQUIPMENT & PLAYING AREA 1. Turf shoes, cleats, and soft, pliable, rubber bottom shoes are permitted. All shoes must be nonmarking, and METAL CLEATS, SANDALS & OPEN TOED SHOES ARE STRICTLY PROHIBITED. If there are any questions concerning footwear, contact the supervisor on duty. 2. No player may wear jewelry including, but not limited to watches, bracelets, necklaces, earrings, and various body rings. Jewelry worn for medical and/or religious reasons must be taped down. 3. Baseball caps, hats, bandanas, and any other headwear that has a brim or knot are not permitted. Mesh head bands and wrist bands are allowed. Rubber, cloth, or elastic bands may be used to control hair. 4. Game balls (size 5) will be provided for game use only. 5. Shin guards are strongly recommended to play. 6. The playing field shall be 30 x 40 yards. PUGG Goals with an 8’ x 5’ in front of the goal. V. MATCH TIME, LENGTH, & SCORING 1. Game Length: Games will consist of two (2) 12-minute halves in length with a continuous running clock. 2. Timeouts: There are no time-outs. The clock will stop only at the official's discretion. If play is stopped by the official for any injury, unusual delay or when the goal becomes dislodged, the ball shall be put back into play by a drop ball. 3. Mercy Rule: The mercy rule is 7 goals at any point in the second half. 4. Half Time: Half time will not exceed three (3) minutes. 5. Regular season games ending in a tie shall remain a tie at the end of regulation. 6. In the event of inclement weather, a game is considered complete once the first half is completed. VI. RULES OF PLAY 1. Rock-Paper-Scissors/Kick-Offs: The team winning rock-paper-scissors will have the choice of ends of the field or the kickoff. At the start of each half and after each goal scored, a kick-off will take place at midfield. All players must be on their respective side of the field before the kick takes place 2. Goal Kick: The goal kick must be taken from anywhere on the endline. 3. Offsides: The offsides rule is not in effect. 4. Slide Tackles: Slide tackling is NOT permitted. Any player using a slide tackle (in the judgment of the IM Staff) will receive a yellow card. 5. Drop Ball: A drop ball will occur when: - An injury has transpired and no one has clear control of the ball. - The players are unsure of an out of bounds call. - There is a double foul (one on each team). 6. Scoring: Goals can only be scored from the offensive half. To score, the entire ball must pass over the goal line providing the ball has not been intentionally thrown, carried or propelled, by hand or arm, or by a player of the attacking side. - All goals are worth one (1) point. - The following result in a goal being disallowed: The ball is contacted by an offensive hand prior to being hit into the net. VII. FOULS Free Kicks: All free kicks will be indirect (except corner and penalty kicks). Free kicks may be taken in any direction and by any player of the offended team. During a free kick restart, opposing players must be at least five (5) yards from the ball until it is kicked, with the exception of any player standing on the edge of their own goal box. The ball must be stationary prior to the kick and the ball is in play when it is kicked and moved. The awarding of a direct free kick, or penalty kick, should the offense occur in the penalty area, shall be given to the opposing team if a player: Kicks an opponent Trips an opponent Jumps into an opponent Charges from behind Strikes, hits, elbows Holds or pushes Touches the ball with his hands An indirect free kick shall be awarded when an opponent: Goalkeeper punts the ball Illegal pass back to goalkeeper Delays the game Yellow Card Violation: Player is cautioned by the IM Staff and must sit out for 30 seconds and may not be replaced. If a player receives a second yellow card, the individual will be ejected and their team must play shorthanded for the remainder of the game. Cautionable offenses include: Caution (Yellow Card) infringements include: Illegal substitution Persistent infringing of the rules of the game Dissent by action or word Intentionally sliding into an opposing player (even if player gets “all ball”) Ejections: A player shall be ejected if the player intentionally kicks, strikes, splits, pushes, trips, and attempts to kick, strike or jump at an opponent, teammate, spectator and/or official. Penalty: Offending player will be ejected and a direct free kick will result from the spot of the foul for the non-offending team. NOTE: If both teams are involved in misconduct, a midfield drop kick will occur. Unsportsmanlike players will be ejected and will be subject to IMS policies and procedures regarding ejected players. Ejection (Red Card) infringements include: Violent conduct Foul / Abusive language Penalty Kicks A penalty kick is awarded for any offense that prevented a clear goal scoring opportunity (i.e. Last ditch slide tackles, fouling on breakaways, etc.) Distance/Location: The penalty kick shall be taken, unobstructed, from the center of the midfield line. Players: All other players must be behind the shooter and at least five (5) yards away from the ball. This is a dead ball play. If a goal is not scored, the defending team will restart play with a goal kick. Interrupting a Penalty Kick: The NFHS rules state that once a player who is taking a penalty kick begins the approach toward the ball movement may not be interrupted. Infringement: If there is an infringement during a penalty kick: By the Defending Team: the kick is to be retaken if a goal has not resulted (the infringement is ignored if a goal is scored). By the Attacking Team (other than the player taking the kick): a re-kick is awarded if the ball enters the goal. If no goal is scored, play will stop and the defending team will receive an indirect kick from the spot of the foul. VIII. PLAYOFF RULES 1. Each team needs at least a 2.0 sportsmanship rating in each playoff game to advance to the next round, or win the championship. 2. Overtime: All tie games will result in a "SUDDEN DEATH" five minute overtime period. RockPaper-Scissors will determine which team will kick off/defend goal of choice. Games still tied after the five minute overtime period will move to a shootout to determine the winner. RockPaper-Scissors will determine which team kicks first. Each team will receive 5 shots. If still tied after 5 shots, teams will shoot 1 and 1. The first team to make their shot with the other team missing will be declared the winner. Ejected players or players out during penalty minutes are not eligible to participate in any portion of the "shoot-out". Teams will alternate shooters
