City of White Rock Proposal

Background
 SEMI Hockey (formerly WR Minor Hockey Association) and White Rock
South Surrey Skating Club (WRSSSC) have been serving the Peninsula
as community partners since 1966. This season we celebrate our 50th
Anniversary.
 Both Associations have a total of approximately 1,300 members
ranging in age from 5 to 18. Based on our current ice allocation, we
cannot grow beyond our current membership.
 SEMI Hockey has been working with City partners looking for viable
solutions. In 2013, options were presented; ranging from building a
new arena, to a temporary fabric structure, and finally re-purposing
an existing facility.
 In late 2013, SEMI Hockey approached Peace Arch Curling Club to
develop a plan to assess the feasibility of shared use at their facility.
This proposal was rejected.

Quality of life and healthy living
 Our ice needs are now met across multiple private and municipal
facilities with rates ranging from $120 to $472 per ice time. Families are
often required to drive more than 30-35 minutes each way for a
practice or home game.
 As a ‘commuter community’, many of our members work outside the
Community and are often racing from work to pick up their children
and deliver them to a practice or game in another municipality.
 Lack of local ice being allocated to WRSSSC has forced competitive
skaters to leave for other skating clubs in North Delta and Richmond.
WRSSSC only receives 22 hours of ice time per week compared to
upwards of 40 hours in other communities.
 If our ice needs could be met inside the community, we expect to see
an increase in our registration and growth in both of our Associations.
It is apparent to compare ice time allotment by simply looking at the
number of local arenas in our community relative to Richmond or
Langley with similar size Associations.

 Presently, a substantial amount of money leaves the community to
pay for ice at for-profit centers, such as Excellent Ice and GPF (Planet
Ice in North Delta).

An enhanced partnership
 There is a continued growth opportunity for ice sports on the Peninsula.
With additional ice, we will have the flexibility to offer innovative new
programs. Skate Canada has already approached WRSSSC to run a
pilot project with SEMI which cannot be accommodated because of a
lack of local ice.
 A new ice surface provides up to 91 ice times per week that could be
shared across multiple user groups. (at $125 per ice time the revenue
exceeds $10,000 per week)
 Currently, not only do both Associations face limitations on growth, but
also hosting opportunities. We both have opportunities to host events in
our community that would bring hundreds of visitors to the city and
generate additional revenue and exposure for our community.

Looking forward
 With a joint membership of close to 1,300 and a shared self funded
pool of capital of approximately $350,000, our options are limited.
 Our Associations can vastly benefit from an additional ice surface in
our local community.
 After reviewing our short and long term needs, we believe that the
best option is to develop an ice sports strategy in partnership with
the City of White Rock.
 The goal for both of our Associations is to see our kids play their
sports in their own community. We will continue to push for more ice
time so families can enjoy more quality time together.
