Fare Analysis
The Greater Dayton Regional Transit Authority (RTA) is interested in receiving quotes from
firms interested in conducting an analysis of the RTA fare structure.
All research should be as quantitative as possible and as outlined in the attached scope of work.
Research should include statistically valid methods, i.e., passenger surveys, and other reliable
industry/social research data for developing quantitative conclusions. The RTA anticipates an
award not to exceed $25,000.
In order to be considered, please ensure that your quote is received by the undersigned no later
than 2:00 p.m. on January 6, 2015. Quotes may be mailed, delivered or sent by delivery
service addressed to the undersigned at Greater Dayton Regional Transit Authority, 4 S. Main
Street, Dayton, OH 45402. Please allow additional working days for the internal delivery of
mailed quotes in addition to the U.S. Postal Service delivery. Quotes may also be faxed to the
undersigned at (937) 425-8312 or emailed to [email protected].
Please include an overview of your background and experience, the names and contact
information of three (3) references on similar projects and a brief synopsis of your approach to
conducting this analysis.
The award will be based on experience, schedule, price, and approach in conducting this study.
The successful vendor will receive a blanket purchase order in accordance with the effective date
stated in the Request for Quotation. RTA reserves the right to select the Consultant who, in the
sole opinion of the RTA, best meets the needs of the Authority.
The Authority reserves the right, as the interest of the Authority requires, to postpone, accept or
reject any and all quotes and to waive any informality in the quotes received. No written
notification of the award will be sent.

A quote may be withdrawn by personal, written, or telegraphic request received from the
Proposers prior to the scheduled opening date. No quote may be withdrawn for a period of 60
days after the opening date.

GREATER DAYTON REGIONAL TRANSIT AUTHORITY
FARE ANALYSIS
SCOPE OF WORK
The Greater Dayton Regional Transit Authority (RTA) existing fare structure has been fairly
static since 2009. Attached is the existing RTA Fare Structure. Farebox revenue and ridership
have also been fairly stagnant since then and the RTA is considering innovative fare adjustments
to maximize revenue and to improve ridership. Within that context, a consultant is sought to
analyze the entire RTA fare structure and to make recommendations that will maximize revenues
and improve ridership for a possible 2015 implementation.
The RTA seeks a consultant to:
1.
Analyze each type of RTA fare, excluding contract service, in relation to ridership and
customer cost.
2.
Compare current and suggest proposed fare structures to those of like-sized transit
authorities with similar operating characteristics.
3.
Make projections showing the relationship between fare changes and potential revenue
and ridership gains, and analyze the potential trade-off between revenue and ridership.
4.
In the context of suggested cash fare, pass, token and paratransit fare changes, make
recommendations regarding types and prices of passes and tokens to be offered to
maximize revenue and improve ridership. Multiple fare structure scenarios and revenue
and ridership calculations for each scenario is requested.
5.
Also evaluate the prospect of a system-wide FREE FARE structure and provide
recommendations on realistic funding mechanism options to recover lost revenues. An
analysis (qualitative and quantitative) of the internal and external benefits of such a plan
is required. In addition, a “community scan” of the political, social, and public relations
implications of such a concept is also requested.
6.
Evaluate the prospect and effects of possible free service for just special groups such as
current and retired military personnel and senior citizens.
7.
Provide feedback on other creative targeted fare programs that would maximize revenue
and improve ridership.
8.
Provide an analysis of the various recommendations for RTA use in final preparation of
the Title VI analysis.
9.
The consultant will be required to present findings to the RTA staff and Board of
Trustees as needed.

SPECIAL CONDITIONS
QUOTE SUBMISSION: Proposals submitted shall be inclusive of the following:

Company Profile

Identify Consultant(s) that will be assigned to RTA, if awarded this order, and provide a
description of his/her experience and credentials.

Schedule

Pricing. Quotes must be inclusive of all tools, materials, supplies, travel and expenses
necessary to successfully conduct the fare analysis. In addition, separately quote estimated
travel expenses with a Not-To-Exceed Cap for two possible round trips to Dayton, Ohio, to
present findings to RTA staff and Board of Trustees, as necessary.

Synopsis of your approach to conducting analysis

Reference List (a minimum of 3 references from similar projects), including contact names
and telephone numbers.

Affirmative Action Assurance Plan approval from the City of Dayton, Human Relations
Council (see below).

One original and three copies of the quote shall be delivered to the undersigned.
PRICES: The prices quoted shall be "FIRM" for the term of the order.
BASIS OF AWARD: The award will be based on experience, schedule, price, and
approach taken in conducting the analysis received from responsive and responsible
Proposers as determined by the RTA. RTA reserves the right to select the Consultant who,
in the sole opinion of the RTA, best meets the needs of the Authority.
AFFIRMATIVE ACTION ASSURANCE PLAN: All bidders will be required to comply with
all Equal Employment Opportunity laws and regulations and file with RTA's DBE Officer, if
requested, an Affirmative Action Assurance Plan, consistent with RTA's non-discriminatory
policy, subject to RTA approval. All bidders must submit with their quote a letter from the City
of Dayton's Human Relations Council, stating that they have an approved Affirmative Action
Assurance Plan. Failure to furnish the letter from the City of Dayton's Human Relations Council
may be cause for rejection of your quote. If a bidder is not currently on the approved list, please

TAX-EXEMPT: The RTA is exempt from payment of all taxes, and taxes must not be included
in the quoted price. Necessary exemption certificates shall be furnished to the successful bidder
upon request.
PAYMENT TERMS: Payments will be net 30 days after receipt of an invoice. Payment for
services shall be at the quoted price.
INDEMNIFICATION: The successful Contractor shall indemnify and save harmless RTA, its
trustees, officers and employees from and against all loss, costs, liability, damage and expense
whether direct, consequential or incidental, for personal injury and for property damage; and for
such loss, costs, liability, damage and expense arising out of, or resulting in whole or in part,
directly or indirectly, from work or operations under the contract but not limited to the acts,
errors, omissions and negligence of Contractor's employees and agents, except to the extent of
liability imposed due to RTA's own negligence.

QUOTE EVALUATION AND SELECTION PROCESS
Significant criteria for evaluation and selection of the Consultant for Fare Analysis include, but

The quotes will be evaluated by a Selection Committee established by the RTA. Quotes
will be evaluated on the criteria noted above. The total evaluation points, as separately
determined by each Selection Committee member will be added, and each Proposer will
be ranked in numerical sequence, from the highest to the lowest score.
B.
RTA reserves the right to reject any or all quotes, to accept other than the lowest price
quote, to negotiate separately with any source whatsoever, and to accept the quote
considered to be most advantageous to the RTA.
C.
The RTA reserves the right to select the contractor on the basis of quotes received
without seeking further information or clarification from Proposers.
D.
Upon review of the quotes, the RTA staff will designate the most qualified Proposers as
finalists. These finalists may be invited to participate in a question and answer session
(interview process) to clarify their quote with the RTA Selection Committee members.
E.
If interviews are held, the Selection Committee may re-evaluate the quotes of those firms.
F.
An award may then be made to the Proposer that best meet the needs of the RTA.
G.
Any matters concerning this procurement will be addressed directly to Tamea Wiesman,
