Attached is the existing RTA Fare Structure. Farebox revenue and ridership have also been fairly stagnant since then and the RTA is considering innovative fare adjustments to maximize revenue and to improve ridership. Within that context, a consultant is sought to analyze the entire RTA fare structure and to make recommendations that will maximize revenues and improve ridership for a possible 2015 implementation. The RTA seeks a consultant to: 1. Analyze each type of RTA fare, excluding contract service, in relation to ridership and customer cost. 2. Compare current and suggest proposed fare structures to those of like-sized transit authorities with similar operating characteristics. 3. Make projections showing the relationship between fare changes and potential revenue and ridership gains, and analyze the potential trade-off between revenue and ridership. 4. In the context of suggested cash fare, pass, token and paratransit fare changes, make recommendations regarding types and prices of passes and tokens to be offered to maximize revenue and improve ridership. Multiple fare structure scenarios and revenue and ridership calculations for each scenario is requested. 5. Also evaluate the prospect of a system-wide FREE FARE structure and provide recommendations on realistic funding mechanism options to recover lost revenues. An analysis (qualitative and quantitative) of the internal and external benefits of such a plan is required. In addition, a “community scan” of the political, social, and public relations implications of such a concept is also requested. 6. Evaluate the prospect and effects of possible free service for just special groups such as current and retired military personnel and senior citizens. 7. Provide feedback on other creative targeted fare programs that would maximize revenue and improve ridership. 8. Provide an analysis of the various recommendations for RTA use in final preparation of the Title VI analysis. 9. The consultant will be required to present findings to the RTA staff and Board of Trustees as needed. In addition, separately quote estimated travel expenses with a Not-To-Exceed Cap for two possible round trips to Dayton, Ohio, to present findings to RTA staff and Board of Trustees, as necessary.
