REQUEST FOR EXPRESSION OF INTEREST (EOI) Calls for expression of interest (EOI) – in French "appels à manifestation d’intérêt" (MI) - serve to invite economic operators to put themselves forward as candidates in advance of a public procurement operation by a contracting authority. The shortlists generated this way may be used and updated many times for different procurement procedures. The purpose of this EOI is to provide the Organisation for Economic Co-operation and Development (OECD or the Organisation) with a list of candidates who will be invited to participate to the upcoming Call for Tenders/Market Consultations. Applicants can be individuals, companies, cabinets or any entity authorised to perform the contract under national law, i.e. by way of inclusion in a trade or professional register or sworn declaration or certificate, membership of a specific organisation, express authorisation or entry in the VAT register. The Call for Tenders/Market Consultations will be published on the eSourcing Portal of the OECD (https://oecd.bravosolution.com/web/en/login.html). Calls for Tenders are open for participation to all the interested parties who will register to the Portal. Market Consultations are accessible only by invitation. Once they are registered on the eSourcing Portal, the candidates will be informed of any other tender launched on the Portal, and in connection with activities related to the areas of expertise that they have selected. DESCRIPTION OF REQUIREMENTS BACKGROUND The mission of the Organisation for Economic Co-operation and Development (OECD) is to promote policies that will improve the economic and social well-being of people around the world. The OECD provides a forum in which governments can work together to share experiences and seek solutions to common problems. We analyse and compare data to predict future trends. We set international standards on a wide range of things, from agriculture and tax to the safety of chemicals. Communications is a core function of the OECD and is central to enhancing the quality, impact, relevance and responsiveness of its work. Every audience – whether governments, legislatures, partners, media or interested citizens – expects that OECD knowledge should be quickly and easily accessible online. This expectation, and how well we accommodate it, is fundamentally linked to our reputation as a relevant and transparent organisation. Social media is integral to the communications strategy and has evolved as the cornerstone for the dissemination of content and knowledge. A crucial factor for successful communications is to establish a stronger understanding of, and more effective engagement with, our audiences and stakeholders. By continuing to develop the use of social platforms our aim is to enhance: Dissemination of outputs via multiple channels, networks and partnerships. Increased engagement through sustained interaction and collaboration with delegates, experts and stakeholders. To date, we have used two of the most important social media channels - Twitter and Facebook - to foster and increase engagement. The strategy has focused on finding a balance between increasing visibility and targeting specific audiences; this strategy has produced good results. However, with the changes in user trends and new social media channels, our current challenge is to be able to adapt the tools and vehicles we use to convey messages to suit our audiences and goals. Public engagement also requires deepening our understanding of stakeholders’ needs, measuring the extent to which we respond effectively and the impact we achieve with our outputs. This requires us to set concrete objectives for each output (audience reach, expected impact, etc.) and to evaluate the actual impact against those objectives. In addition, public engagement means taking on a listening function on our channels, gathering intelligence and spotting both future communications opportunities and risks. Hands-on experience leveraging social media for advocacy and raising visibility. Proven experience in community building and management. Ability to identify target audience preferences and build content to meet them. Familiarity with requirements for preparing visuals and animations for social media. Strong analytical skills, understanding social media outreach in order to be able to craft strategy proposals and potential return on investment. Understanding of SEO and web traffic metrics. Experience in providing training on communities and social media best practice. Understanding of the risks of social media communication and management of reputational risk. Bachelor’s degree in psychology, communications, journalism, marketing or equivalent. Strong written and verbal communication skills. Fluency in one of the two OECD official languages (English and French) and good knowledge of the other.
