REQUEST FOR EXPRESSION OF INTEREST (EOI)
Calls for expression of interest (EOI) – in French "appels à manifestation d’intérêt" (MI) - serve to
invite economic operators to put themselves forward as candidates in advance of a public
procurement operation by a contracting authority. The shortlists generated this way may be used
and updated many times for different procurement procedures.
The purpose of this EOI is to provide the Organisation for Economic Co-operation and Development
(OECD or the Organisation) with a list of candidates who will be invited to participate to the
upcoming Call for Tenders/Market Consultations. Applicants can be individuals, companies, cabinets
or any entity authorised to perform the contract under national law, i.e. by way of inclusion in a
trade or professional register or sworn declaration or certificate, membership of a specific
organisation, express authorisation or entry in the VAT register.
The Call for Tenders/Market Consultations will be published on the eSourcing Portal of the OECD
(https://oecd.bravosolution.com/web/en/login.html).
Calls for Tenders are open for participation to all the interested parties who will register to the
Portal. Market Consultations are accessible only by invitation.
Once they are registered on the eSourcing Portal, the candidates will be informed of any other
tender launched on the Portal, and in connection with activities related to the areas of expertise that
they have selected.
Potential applicants are asked to fill in and submit the standard application form. Submissions may
start from the date of publication on our web site.

2. DESCRIPTION OF REQUIREMENTS

BACKGROUND
The mission of the Organisation for Economic Co-operation and Development (OECD) is to promote
policies that will improve the economic and social well-being of people around the world.
The OECD provides a forum in which governments can work together to share experiences and seek
solutions to common problems. We work with governments to understand what drives economic,
social and environmental change. We measure productivity and global flows of trade and
investment. We analyse and compare data to predict future trends. We set international standards
on a wide range of things, from agriculture and tax to the safety of chemicals.
Communications is a core function of the OECD and is central to enhancing the quality, impact,
relevance and responsiveness of its work. Every audience – whether governments, legislatures,
partners, media or interested citizens – expects that OECD knowledge should be quickly and easily
accessible online. This expectation, and how well we accommodate it, is fundamentally linked to our
reputation as a relevant and transparent organisation.
Social media is integral to the communications strategy and has evolved as the cornerstone for the
dissemination of content and knowledge. A crucial factor for successful communications is to
establish a stronger understanding of, and more effective engagement with, our audiences and
stakeholders.
By continuing to develop the use of social platforms our aim is to enhance:


Dissemination of outputs via multiple channels, networks and partnerships.
Increased engagement through sustained interaction and collaboration with delegates,
experts and stakeholders.
To date, we have used two of the most important social media channels - Twitter and Facebook - to
foster and increase engagement. The strategy has focused on finding a balance between increasing
visibility and targeting specific audiences; this strategy has produced good results.
However, with the changes in user trends and new social media channels, our current challenge is to
be able to adapt the tools and vehicles we use to convey messages to suit our audiences and goals.
Public engagement also requires deepening our understanding of stakeholders’ needs, measuring
the extent to which we respond effectively and the impact we achieve with our outputs. This
requires us to set concrete objectives for each output (audience reach, expected impact, etc.) and to
evaluate the actual impact against those objectives. In addition, public engagement means taking on
a listening function on our channels, gathering intelligence and spotting both future communications
opportunities and risks.

DESCRIPTION OF SERVICES REQUIRED
The online engagement strategy of the Directorate requires support services in the following areas
on a regular basis:
 Creation of digital online content



Social media campaign support
Community building and engagement
Monitoring and analytics

MINIMUM SKILLS AND QUALITIES
Applicants should possess the following minimum skills and qualities:
 Proven work experience as a Social media strategist or Social media manager.
 Hands-on experience leveraging social media for advocacy and raising visibility.
 Proven experience in community building and management.
 Ability to identify target audience preferences and build content to meet them.
 Familiarity with requirements for preparing visuals and animations for social media.
 Strong analytical skills, understanding social media outreach in order to be able to craft
strategy proposals and potential return on investment.
 Understanding of SEO and web traffic metrics.
 Experience in providing training on communities and social media best practice.
 Understanding of the risks of social media communication and management of reputational
risk.
 Bachelor’s degree in psychology, communications, journalism, marketing or equivalent.
 Strong written and verbal communication skills.
 Fluency in one of the two OECD official languages (English and French) and good knowledge
of the other.

PROCESS OVERVIEW
The Directorates intend to launch a Call for Tenders in the following months for sourcing and signing
a contract with expert consultants who may provide support for the services listed above.
Potential candidates are invited to manifest their interest by filling the EOI CANDIDATES RESPONSE
FORM and sending it to the address indicated in section 1 “General Information for Submission of an
EOI”.
Candidates with profiles fitting the Directorate’s expectations will be invited to participate to the
competitive procurement process.

PREREQUISITES OF ELIGIBILITY
In order to be eligible for participating to the Call for Tenders launched by the OECD, the Tenderer must
declare that:
i.
That it is not bankrupt or being wound up, is not having its affairs administered by the courts, has not
entered into an arrangement with creditors, has not suspended business activities, is not the subject
of proceedings concerning those matters, and is not in any analogous situation arising from a similar
procedure provided for in national legislation or regulations;
ii.
That it has not been convicted of an offence concerning its professional conduct by a judgment which
has the force of res judicata;
iii.
That it has not been the subject of a judgment which has the force of res judicata for fraud,
corruption, involvement in a criminal organisation or any other illegal activity detrimental to the
interests or reputation of the OECD, its members or its donors;
iv.
That it is not guilty of misrepresentation in supplying the information required as a condition of
participation in this call for Tenders or fail to supply this information;
v.
That it is not subject to a conflict of interest;
vi.
That its employees and any person involved in the execution of the work to be performed under the
present Call for Tenders are regularly employed according to national laws to which it is subject and
that it fully complies with laws and regulations in force in terms of social security and labor law;
vii.
That it has not granted and will not grant, has not sought and will not seek, has not attempted and
will not attempt to obtain, and has not accepted and will not accept any advantage, financial or in
kind, to or from any party whatsoever, constituting an illegal practice or involving corruption, either
directly or indirectly, as an incentive or reward relating to the award or the execution of the Contract.
