Tri-borough Alternative Provision Service Level Agreement 2012-15
Background
Tri-borough Alternative Provision (TBAP) was established in 2012 by bringing
together the existing alternative provision services within the boroughs of
Hammersmith and Fulham, Westminster City Council and The Royal Borough of
Kensington and Chelsea. These services include The Bridge Academy, the Childerly
Centre, The Primary Pupil Referral Unit, and the Pupil Inclusion Development
Service (PIDS) in Hammersmith and Fulham; Beachcroft School in Westminster and
the Latimer Education Centre/Pupil Referral Unit and Pupil Support Service in
RBKC.
The current structure of TBAP includes an Executive Headteacher, a Business
Manager and four service delivery arms; The Bridge Academy, Beachcroft School,
the Latimer Education Centre/PRU and Commissioning and School Support (CSS).
CSS brings together the current provision in the three boroughs catering for ‘6th day
provision’ , planned interventions in secondary schools (both off-site and in school),
the primary pupil referral unit in Hammersmith and Fulham and in-school support
services for primary schools. CSS will also commission services from independent
and third sector providers for TBAP and, should they wish, on behalf of schools.
These services are currently funded in a variety of ways. A number are funded
through the DSG from their authority, others are funded by schools through a service
level agreement, with the remainder being funded through a combination of the two.
It is proposed to work towards a single service level agreement with all schools in the
three boroughs which will provide outstanding services to meet the varied needs of
learners at an acceptable cost. However it is recognised that, with the different
funding arrangements across the boroughs, the location of certain elements of
provision and the limitations on the ability of some services to quickly increase
capacity without reducing quality, there will have to be a period of transition from the
current arrangements to the desired position.
Current Position
Hammersmith and Fulham
The Bridge Academy offers full time provision for up to 175 KS3 and KS4 pupils who
are residents of Hammersmith and Fulham. The provision is funded from the
borough’s DSG, by the AWPU, SEN and by an SLA with schools. Referral criteria is
permanent exclusion, managed moves, through the SLA with schools and the
borough’s ‘hard to place panel’ or Special Needs Assessment Panel (SNAPT). The
cost of managed moves, to avoid a permanent exclusion, is £5516 for a full year or
pro rata. The Bridge Academy is deemed ‘outstanding’ by OfSTED and offers a
range of options to learners and their families including an academic and vocational
curriculum and a range of therapeutic services. The Bridge Academy is also
commissioned by Hammersmith and Fulham to provide 25 places for statemented
SEBD learners.
The Childerley offers ‘day 6 provision’ and managed intervention programmes for
KS3 and KS4 learners attending Hammersmith and Fulham Schools. For day 6
provision a programme of study is developed following a comprehensive assessment
programme which identifies targets based on the learner’s academic and emotional
needs. The learner’s return to school will be planned with support where necessary.
Schools can opt to send learners on a planned intervention programme if they are
not using all their ‘6th day’ places. The Childerley is funded through an SLA and
DSG. The SLA’s current cost per place per anum is £4440. There is the possibility,
capacity permitting, for schools to buy additional days at £170 per day.
The Primary Inclusion Development Team (PIDS) consists of the Primary Pupil
Referral Unit, based in the Courtyard, on the site of Langford School, and a team of
teacher consultants and development workers working with and in schools. Both are
fully funded through the borough’s DSG.
The Primary Pupil Referral Unit (PPRU) provides a suitable alternative education, on
a short term basis, for up to 8 pupils who may not be able to attend mainstream
school at a particular time. It provides full or part- time provision for pupils from year
1 to year 6 attending schools in Hammersmith and Fulham. Placements will be
considered for pupils who are permanently excluded from school; are being
considered for a managed move between schools but would benefit from a short
term placement, normally part-time, in the PPRU; pupils not attending school and
whom it is agreed that a PPRU placement would be appropriate to support the reestablishment of good attendance. The PPRU focuses on developing pupil’s
academic and personal development and increasing their confidence to prepare
them for a return to mainstream school. Staff also support pupils and schools in
developing strategies to help with social emotional and behavioural difficulties. Pupils
attending the PPRU do not normally have a statement of SEN.
The team of teacher consultants and development workers provides a range of
interventions in primary schools. The focus of intervention includes individuals (the
largest group); classes; groups; teachers; whole school; parents’ group and projects.
Referrals are accepted from all Hammersmith and Fulham primary schools. The
team consists of a Head of Service, three specialist teachers and six development
workers. The development workers each have an area of expertise.
Westminster City Council
Beachcroft School provides the core offer of alternative provision to pupils who are
Westminster residents and to Westminster schools. The school provides a total of 75
places made up of 10 places for permanently excluded pupils, 15 places for
managed moves for KS4 learners to prevent permanent exclusion, 10 places for
statemented SEBD and 10 places for pupils without a school place whose complex
needs would mitigate against gaining a mainstream school placement. These core
places are funded through the borough’s DSG, AWPU for permanently excluded
pupils, SEN funding and managed moves income from the SLA with schools.
Managed moves at KS4 are charged at £5,000 per year (pro rata).
The remaining places are offered through ‘Day 6’ and ‘Restart ‘ provision funded
through an SLA with schools. The cost of Day 6 provision is £100 per day for days
six to ten then £175 per day from day 11. Restart places cost £6,000 per ‘rolling’
place per year with each pupil placement lasting a maximum of six weeks. There are
10 Restart places at Beechcroft School. Schools can ‘spot purchase’ a one term
(based on a six term year) restart placement for £1,200
The Royal Borough of Kensington and Chelsea
The Latimer Education Centre/Pupil Referral Unit (LEC) provides up to 44 places for
KS3 and KS4 learners and is funded through the borough’s DSG and by a charge for
managed moves. The cost of an eight week ‘re-integration’ placement is £3,000 and
a managed move to another school with an eight week interim PRU placement cost
the school £6,000 with £3,000 going to the receiving school as a dowry.
The Portobello Road Centre (PRC) offers up to 12 places for vulnerable pupils and
pupils new to the borough who have been without a school place for a considerable
period. These placements are funded through the borough’s DSG.
The Golborne Education Centre (GEC) provides Day 6 provision and preventative
intervention placements to a maximum of 5 weeks per placement. Schools purchase
multiples of full time placements which can be a combination of preventative and day
6 placements. Schools pay an initial £10,000 to be part of the scheme then £9,000
per place. Additional day 6 places can be purchased at £100 per day.
The Behaviour Intervention Team (BIT) is a team of 3 f.t.e. specialist teachers
supporting the inclusion of learners in primary school where behaviour is causing
concern. The service is funded through the borough’s DSG. BIT offers intervention at
an individual, group, class and whole school level. The service is funded through the
borough’s DSG. The team develop an intervention plan with the school. Members of
the team may be involved in the delivery of the plan and monitor the plan over time.
BIT also offer CPD to schools on behavioural issues including NQT and TA induction
and supporting pupils with ADHD.
Proposals for the Future
TBAP offers opportunities to improve the quality and range of alternative provision
provided to learners across the three boroughs. The sharing of experience,
rationalisation of provision and economies of scale will lead to a more coherent offer
to schools and their learners.
Crossing borough boundaries within the tri-borough arrangement will remove many
of the current complexities caused by pupils residing in one borough but attending
schools in another. Some learners feel unsafe in certain geographical areas due to
affiliations with a certain group or groups. It is now possible for learners to be placed
in provision across the three boroughs.
Day 6 provision is currently provided and managed separately in three centres
across the three boroughs. Each centre also offers other interventions from within
the same staff team. TBAP will allow a single team, possibly from more than one
location, to provide day 6 provision to all schools. This will allow the other staff teams
to offer more specialist preventative interventions to schools.
Currently, some learners have difficulty accessing provision, particularly if they are
not residents of the borough where their school is located or if they live on the edges
of the borough. The rationalisation of premises and cross borough movement
should allow for a more even spread of provision across the three borough.
Provision has developed differently across the three boroughs with some elements
not being available to learners and schools in some boroughs. It is proposed, over
time, to provide the same offer to all schools and learners across the three boroughs.
The ability for services to deliver across the three boroughs will depend on the
demand for that service and the capacity of the services to meet the required need.
For services funded through a charge to schools within an SLA then ‘other’ borough
schools will be able to buy into that service. However, if there is insufficient capacity
to meet the needs of all schools wishing to buy into the service then schools within
the services ‘home’ borough will take precedence until the capacity can be
increased. For those services funded through the ‘home’ borough’s DSG then a
charge will be made to ‘non-home borough’ schools through the SLA to cover the
cost of providing the service. Again, if there is insufficient capacity to provide for all
requirements then ‘home’ borough schools will have preference until the capacity
can be increased without reducing the quality. Efforts have been made to harmonise
the charges made to schools for similar services across the three boroughs but,
given the different funding arrangements it will take time to achieve a single charging
arrangement.
Schools and LAs commission services for learners from a range of independent and
third sector providers. These are often ‘spot purchases’ and for small numbers of
placements. TBAP will be in a position to commission services on behalf of schools
and the LAs and should, therefore, be able to achieve preferential rates from these
providers. TBAP also proposes to quality assure all providers they commission so
schools can be sure that the quality of provision provided for their learners meets
Ofsted requirements.
