ADDENDUM #2
To: All registered users for the Request for Proposal entitled “PROFESSIONAL ENGINEERING
SERVICES FOR THE NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM
(NPDES) PHASE II MUNICIPAL SEPARATE STORM SEWER SYSTEMS (MS4) PERMIT
COMPLIANCE” dated May 24, 2017
Due Date: June 20, 2017, no later than 2 pm
Last Date for Questions: June 12, 2017, Noon
Please be advised that Addendum #2 is being issued to provide questions and answers
pertaining to this RFP as follows:
1. The RFP mentions some on-going efforts to inventory stormwater infrastructure, does that scope
of work cover the whole town or is it limited to the MS4 regulated area of town? Was that scope
of work structured to meet MS4 requirements? Are condition assessments being performed as part
of this work or is it simply inventory and location? How is the field data collected? If asset
management software is being used for this work, what program does the Town use?
Response: The Town’s efforts to begin to inventory stormwater infrastructure is occurring
throughout the Town; however, it is being conducted on an “opportunity” basis when staff or
consultants are visiting sites for other reasons. No, the scope was not structured specifically for
MS4; however, the information collected is expected to have some relevance to MS4
requirements. Condition assessments were part of some of the initial the inventory effort –
again, as opportunities arose. At this time the information is stored in the Town GIS. The
selected MS4 consultant will need to as part of their work review the existing data, make a
determination if/how much additional field work is needed, and conduct said field work.
2. The 2003 MS4 permit did not require that written documents be developed for the Stormwater
Management Program or IDDE Program, but these documents may have been prepared at some
point in the past. Does the Town have a written Stormwater Management Program or IDDE
Program in compliance with the 2003 permit?

3. One of the items that must be addressed under FY2018 is “inspecting existing Town-owned
stormwater structural Best Management Practices (BMPs). Table 1 and Table 2 provide a list of
known MS4 infrastructure, however do not reference the number of existing structural BMPs
within Barnstable. Can the Town provide an estimated number of BMPs to be inspected?
Response: A preliminary inventory (conducted by volunteers) in 2015 identified approximately
30 BMPs. The Town suspects this list is not complete. The actual number will likely vary from
this estimate.
4. What specifically is being delivered with the system inventory that is now being completed?
Response: The attached print of a portion of the Town’s stormwater GIS map provides an
example of the information being collected. The selected consultant, as part of their work, will
be responsible for analyzing what has been collected to date and determining if more is needed
and performing that work.
5. What is the schedule for that inventory to be completed?
Response: Uncertain at this time.
6. Does the system inventory include outfall inspections?
Response: To some extent it does, but there has not been a comprehensive inventory and
assessment. The MS4 consultant will have to perform additional inventory and assessment if/as
needed.
7. Are “junctions” shown on Tables 1 and 2 interconnections with other systems?
Response: As currently used in the GIS, junctions appear to be unknown connections.
8. Is the $87,000 budget listed for this project only for Year 1?
Response: Yes.
9. Does the scope of services include IDDE field work? The scope of services implies that that will
be done in FY2018, but the Price Submittal Form only carries a line item for creation, approval
and submission of an IDDE plan that implies no field work.
Response: The MS4 consultant will have to perform IDDE field work if/as necessary to
accomplish the MS4 objectives – for example, to gather data needed to create the IDDE plan.
10. What education/outreach programs should be budgeted? These can range to recycling educational
materials to developing Barnstable specific materials to public meetings and web based
approaches.

Response: This is subject to further discussion and evaluation. Please propose programs you
would recommend.
11. Please confirm the submission deadline, the cover states proposals due June 20, 2017 at 2 PM;
page 17 says proposals due May 31, 2017.
Response: Proposals Due 6/20/17, 2pm.
12. The RFP states that DPW has a budget for FY2018 to hire a consultant. Can you provide the
overall budget for MS4 services for the Town to implement the permit requirements for FY2018?
Response: It is assumed the questioner is not referring to this planning/technical services that
are the subject of this RFP, but operational actions to address identified problems. In that case,
those items that have to be addressed in Phase I will be done by Town Staff or others, and come
from other budgets.
13. What is the funding Source for this project? Response: CIP
Please acknowledge Addendum 2 on your RFP cover letter. All other terms and conditions remain
the same as previously stated.
