Recap – Proposal Options
Option A
o Proposals from firms that have 10 or more employees and have been
operating for at least 10 months, in partnership with a training
provider(s)
Option B
o Proposals from coalitions of businesses that have less than 10
employees. These coalitions will jointly partner with a training
provider(s). To participate, all members of these coalitions should
have been operating for at least 10 months
Recap – Partnerships are the ONLY conduit to
access funding
Have you assessed your skills gaps?
Have you identified your training
provider partner(s)?
Have you identified your preferred
certification(s) for technical skills?
The Evaluation Criteria
Relevance
o Example: How important are the skill gaps for business operations?
How much do the gaps limit internationalization and growth of the
ITeS sector?
Universe of beneficiaries and spillovers
o Example: How large is the universe of beneficiaries? Will there be
beneficiaries outside the participating partnership that will benefit
due to spillovers?
The Evaluation Criteria
Project design
o Example: Does the proposal have clear objectives that are observable
and measurable? Are the relevant activities connected to the
objectives and the targets?
Budget, cost per trainee and contribution by partners
o Example: Is there a clear and feasible budget plan? Are the costs
realistic? Are goods fully and clearly described (and not lumped in
abstract categories)?
The Evaluation Criteria
Quality assurance
o Example: Is there a strategy to ensure quality of the training? What is
the quality record of the providers?
Sustainability
o Example: Is there a strategy to sustain these efforts after the funding
from the IDB project is depleted?

Robustness and Alignment
Is there a clear link between the identified
need and the skills solution?
Are the beneficiaries clearly identified?
Are the desired outcomes well defined?
Are the implementation activities and timelines realistic?
Clarity and Completeness
• Who? and Why?
• What? and How?
• Where? and When?
All proposals should articulate
well-designed skills solutions
that address specific business
needs relevant to the ITeS sector
Documenting the KPIs
• Specific
• Measureable
• Achievable
• Relevant
• Time-bound
Ideally, your KPIs should not be
dependent on factors beyond
your control
