ASEAN Connectivity and its goals
1. ASEAN Framework Agreement on the Facilitation
of Goods in Transit – AFAFGIT 1998 , Entered
into force in 2000.
 There are 9 Protocols; 5 on Transportation, 2 on
Tax, 1 on finance/insurance, and 1 on agriculture.
2. ASEAN Framework Agreement o the Facilitation
of Inter-state Transport – AFAFIST.
 AFAFIST was signed and ratified in 2009 and
entered into force for the Lao PDR, Cambodia, the
Philippines, Thailand and Viet Nam.

3. ASEAN Framework Agreement on Multimodal
Transport – AFAMT
 Singed 2005, Ratified and Entered into force in Cambodia,
the Philippines, Thailand and Vietnam.
 People to People Connectivity
 ASEAN Tourism Strategic Plan
 ASEAN Education Work Plan
 Mutual Recognition Arrangement – MRA, on Tourism

The benefits of ratifying the Mutual Recognition Arrangement on
Tourism Professionals:
• To Facilitate mobility of Tourism professionals
• To encourage exchange of information on best practices in
competency-based education and training for Tourism
Professionals - Provide opportunity for cooperation and capacity
buildings across ASEAN Member States
• All Member States have ratified the MRA on Tourism Professionals.

Implementation of the Master Plan on ASEAN Connectivity
 There are a total of 125 projects to be implemented under the
Master Plan on ASEAN Connectivity,
 As of May 2016, 37 Projects have already been implemented
(35.9%)
 There are still 88 projects that still need to be implemented,
- 21 of which have already been included in the
new Master Plan
- 55 of which will be included in the appendices because these
are important projects but cannot be completely implemented
- the remaining 12 projects will not be included in the new
Master Plan because they will not be implemented. (they are
not priority projects and do not yield any economic benefit).

 Various Protocols that we have implemented and should continue to implement:
 Protocol 1 (Designation of Transit Transport Routes and Facilities): pending
ratifications from Malaysia and Singapore;
 Protocol 2 (Designation of Frontier Posts): to be concluded;
 Protocols 3 (Types and Quantity of Road Vehicles), 4 (Technical Requirements
of Vehicles), 5 (ASEAN Scheme of Compulsory Motor Vehicle Insurance) and 8
(Sanitary and Phytosanitary
Measures): fully ratified;

 Protocol 6 (Railways Border and Interchange Stations): pending ratifications from Brunei,
Indonesia, Lao PDR, Malaysia, Philippines, Singapore;
 Protocol 7 (Customs Transit System): recently signed by all AMSs, pending ratifications;
 Protocol 9 (Dangerous Goods): pending ratifications from
Malaysia and Thailand.

ASEAN Inter-Parliamentary Cooperation for the
promotion of ASEAN Connectivity
1. Coordination Mechanism (The Three Pillars)
2. Meeting of legal experts to exchange and discuss
about potential benefits and challenges and develop
preventive measures.
3. Ensuring speedy and effective internal prcess.
4. Conducting review of the implementation of
agreements on ASEAN Connectivity to see they are
relevant in the current situation and future trends.

Conclusion
 ASEAN Connectivity is a cooperation mechanism covering all
sectors.
 The Implementation of the Master Plan on ASEAN Connectivity
has not brought about sufficient outcome as expected and
must be improved in the new Master Plan.
 Effective coordination mechanisms is a decisive factor for timely
legislation making process.
 cooperation with the private sector and development partners
is of necessity to contribute to successful implementation of
projects.
