TalentSource Overview
The TalentSource Team acts as a partner to the business by facilitating the process of provisioning, screening and selecting qualified
contingent workers through approved Suppliers. The TalentSource Team follows Intel processes and policies, using the VMS technology
(IQN) to automate processes. The TalentSource Team also measures and manages Supplier performance, ensuring Intel has the best
Suppliers supporting the business. In short, the TalentSource Team ensures your contingent labor needs are fulfilled with the right
individual, at the right time and at the right price.
It is important to remember that contingent workers are not Intel employees and therefore should not be treated as such. The underlying
principle of using agency and contingent workers is to manage peaks and troughs in workload, or to carry out specific and finite pieces of
work.

Process Overview
TalentSource facilitates the entire process, working with Suppliers
to facilitate conversations and maintain a vendor-neutral
environment.
The TalentSource Team will help coordinate the following steps:
From experience, we have found the following to be a
typical/standard turnaround time you can expect for each critical
step for an average Job Posting. Availability to review candidates
and provide feedback is a key to success:











New Contingent Worker Request
Pre-Screen and Shortlist Top Candidates
Schedule Technical Screens with Candidates
Provide Candidate Feedback to Suppliers
Facilitate the Candidate Negotiation and Selection
Facilitate portions of the On-Boarding process
Process Cycle Time
The TalentSource Team works with Intel Sponsors and Suppliers
to fill open requests as quickly as possible. To ensure your needs
are met in a timely manner with quality candidates, the
TalentSource Team will contact you to obtain feedback on the
candidates submitted to you. While the TalentSource Team guides
the process, it is critical to obtain feedback and to act with
urgency so that your needs are met quickly with the best
candidate.


Candidates Submitted: 1-2 days after Request is distributed
Candidates Shortlisted: 3-4 days after Request distributed
Feedback Provided to TalentSource Team: 0-2 days after
candidates shortlisted
Technical Reviews Occur: 3-5 days after candidates
shortlisted
Feedback Provided to TalentSource Team: Within 2 hours
after technical review occurs
Candidate Selection: 1 day after candidate completes
technical review
On-Boarding Logistics
Once you have selected the desired candidate, the Supplier will
initiate the on-boarding process to ensure all requirements are
completed prior to the assignment start date. Intel Sponsors are
responsible for requesting a new CW assignment through Intel’s
My CW tool. Once the assignment is approved, you will receive
information on how to request network access and first day
office set up.
 Contractor Rate and Compensation
Intel Sponsors should not discuss pay or compensation with
contingent workers. Any inquiries or requests should be
escalated to the TalentSource Team for assistance in resolving. In
some cases, Procurement approval is required before changes
can be made. The TalentSource Team will negotiate the bill rate
with Suppliers on behalf of Intel Sponsors.
 Assignment Extensions
Each Order in IQNavigator has an end date specified. If a
contingent worker’s assignment is due to expire, a notification
will be emailed to the Intel Sponsor. If you plan to extend the
contractor, contact the TalentSource Team to provide the new
estimated end date. The TalentSource Team will notify the
Supplier; and subsequently, the Supplier will discuss the
extension with the worker. Ensuring accurate end dates is a
critical task as the IQNavigator data impacts the ability of the
worker to enter time each week. You must also request an
extension in Intel’s MyCW tool.
 Absences
It is the contingent worker’s responsibility to notify the Supplier
of any absences or tardiness. The Supplier will notify the
TalentSource Team, who will promptly notify the Intel Sponsor.
If a worker contacts you directly, advise him/her to immediately
report the situation to their Supplier.
 Assignment/Work Order Changes
If a change is needed on an Order, such as: lntel Sponsor, site,
cost center, etc., contact the TalentSource Team with the
information that needs to change so that we may confirm with
the Supplier. The Intel Sponsor is responsible for initiating a
revision to the Order in IQNavigator.
 Performance / Recognition
Contingent workers should not be given any type of monetary
payments or gifts directly by Intel, as special recognition awards
or bonuses. Workers should not be disciplined by an Intel
Sponsor. Any issues with a contingent worker’s performance
should be brought to the attention of the TalentSource Team

 Terminating an Assignment
Contact Information – TalentSource Team
Intel Sponsors should not be involved in any discussions directly
with the worker when an assignment ends – whether planned
or unplanned. Always contact the TalentSource Team first to
discuss the situation and we will facilitate all discussions with
the Supplier. Only the Supplier should discuss assignment end
details with the worker.

 Hiring a Contingent Worker
Intel Sponsors should contact TalentSource prior to making any
offer of full-time employment to a Contingent Worker since
conversion fees may apply.
 Administration/Financial Transactions
Any questions regarding charges to your cost center should be
directed to the TalentSource Team. As a reminder, Suppliers
should not invoice Intel Sponsors directly. Notify the
TalentSource Team when requesting to convert contractors to
full-time employment for applicable fee schedules.
