Expression of Interest (EoI) The International Organization for Migration (IOM) is looking for a National Consultant/Organization to Support the Development of the National Strategy and Action Plan on Migration and Development (People's Republic of Bangladesh) as per below Terms of Reference (ToR): Terms of Reference (ToR) “Support the Development of the National Strategy and Action Plan on Migration and Development (People's Republic of Bangladesh)” 1. Background/Context of the Programme: Over the past years, Bangladesh has become a major labour-sending country with approximately 500,000 persons leaving the country in search of employment each year. Currently, there are around 10 million Bangladeshis living in more than 162 countries and engaged in various employments. Given the growing recognition of migration as an enabler for development, there have been improved systems in the migration governance framework of the country. Migration is a multi-dimensional process that continues to contribute to the economic growth and has positive contributions on social, cultural, political, environmental and economic impacts of mainstreaming migration into national development strategies. The Government of Bangladesh (GoB) has taken several steps to harness the potential of migration for development. The GoB has approved the Overseas Employment and Migrants Act 2013; Expatriates' Welfare and Overseas Employment Policy 2016 and successfully incorporated migration and development in the country’s national plan – the Seventh Five Year Plan. With evidence-based thematic strategy papers, the GoB is also continually advocating for inclusion of M&D into prioritized1 sectoral plans and programmes. Given this backdrop, it is important to streamline global and national development frameworks to design a holistic approach to maximize the positive impact of migration. In this aspect, a National Strategy and Action Plan on Migration and Development (M&D) would aim to contribute to national and socio-economic development by integrating international migration processes and considerations into development planning. This will forge a common understanding of the migration and development nexus among various stakeholders and delineate concrete actions to supplement the interventions by the GoB. 2. Objectives: The overall objective of the assignment is to provide technical support to the GoB and the International Consultant (to be recruited by IOM, Dhaka) under the guidance of the Inter-Ministerial Committee on Migration and Development (ICMD)2 in developing a National Strategy and Action Plan on M&D (NAP). The assignment envisions designing a Strategy and Action plan which would inter alia include: 1. 2. Migration and Poverty Reduction; 2. Migration, Social Protection and Rights; 3. Migration, Environment, Climate Change and Disaster Management; and 4. Migration and Human Resource Planning. 2 The ICMD is an inter-ministerial coordination mechanism to support mainstreaming migration initiatives; co-chaired by the Honorable Foreign Secretary, Ministry of Foreign Affairs (MoFA) and Secretary, Ministry of Expatriates’ Welfare and Overseas Employment (MoEWOE). Timeframe and indicative resources Monitoring and evaluation framework (the list of indicators and data sources) Stakeholders responsible for implementation The interventions should not be limited to the previously prioritized areas and can include any emerging issue of the recent times. 3. Scope of work: In close collaboration with the IOM team, the GoB interlocutors3 and the International Consultant, the National Consultant shall perform the following tasks: In coordination with the International Consultant, to review relevant literature and documents for the background paper on the national situation and good practices of the development of the National Strategies and Action Plans on M&D and support the International Consultant to submit an inception report; Support the International Consultant in facilitation of a Prioritization Workshop to stimulate discussions among key stakeholders to identify the key priorities for the NAP and Strategy; Support the International Consultant in conducting in-depth interviews with members of the InterMinisterial Committee on Migration and Development (ICMD), Technical Working Groups (TWGs), National Project Board and other relevant stakeholders through preparation of guiding questions and taking summary meeting notes; Support the International Consultant in designing relevant tools and guidance notes for divisional consultations and translate them to Bangla; Translate tools and guidance notes for divisional consultations to Bangla; Organize and co-facilitate seven Divisional Consultations4 (30 participants in each engaging with local government representatives, community members, NGOs) to share the draft NAP and strategy, in cooperation with the International Consultant; Co-facilitate one national consultation in Dhaka (around 50-60 representatives from development partners, NGOs/CSOs and so forth) to finalize draft NAP and strategy (support to the International Consultant); and Translate final NAP and strategy to Bangla and proof-read for final publication by an expert professional editor. 4. Methodology: The National Consultant will provide support to the development of the National Strategy and Action Plan on M&D, and would be based on information collected from the following: Primary sources: consultations with thematic working groups, key informants’ interviews, discussions with international, regional and national experts, sectoral consultations; and Secondary sources: national, sectoral and ministerial plans; national and international publications and research documents, national legislation and policies; international treaties and conventions; official statistics and others. 5. Coordination, Reporting & Deliverables: The National Consultant will work in close collaboration with the IOM team, GoB interlocutors and the International Consultant. The International Consultant will be contracted by IOM and be responsible for overall guidance of the process, including oversight of the desk research, development of the relevant tools This Programme is jointly led by the Ministry of Foreign Affairs and Ministry of Expatriates’ Welfare and Overseas Employment. 4 All except Dhaka Division. 3 IOM is an equal opportunity employer and women are encouraged to apply. Direct supervision on a weekly basis will be conducted by the IOM Focal Point. Satisfactory completion of the deliverables and final reporting will be subject to approval of IOM Dhaka. Coordination with IOM will be conducted through bi-weekly updates on work progress (either through email or actual meetings) submitted to the IOM’s designated Focal Point. All reports on the activities submitted to IOM should be analytical in nature and contain detailed information on the scope of work conducted and analysis of the main results. All work submitted must be in line with the programme communication guidelines including IOM spelling list: 2013 and IOM House Style Manual.
