Wyndham Park Nursery School Application Form (for both 15 and 30 hours places of government funded early education and childcare) Thank you for your interest in a place at Wyndham Park Nursery School. Please return this form as soon as possible or by the closing date which is the last day in February of the year your child is due to start at Wyndham Park Nursery School (information on attached application form). After the closing date, all applications will be considered and offers of places will be made by the end of March. If the school has enough places for all of the children applying, then they will all be offered a place. However, if there are more applicants then places the following process will be followed (as per the school’s admissions policy which is on our website). Applications will be split in to 30 hour and 15 hour applications. The number of spaces available will be evenly split between these two application groups. For the purposes of this exercise children that are entitled to 30 hours but only wish to take the 15 hour option at Wyndham Park Nursery School will be considered ‘15 hour children’. Both the 15 hour applications and the 30 hour applications will be allocated places in the same order using the following priority criteria: 1. 2. 3. 4. Closest distance from home to Wyndham Park Nursery School (measured using google maps driving distance) Once all 15 and 30 hour places have been allocated, if any spaces remain they will be offered to the outstanding applicants in the other group continuing to use the criteria above until all applicants have a place or the school has reached its maximum admission number. If distance is not sufficient to distinguish between applicants for the last place then a lottery will be conducted. When a letter offering a place is sent to you, you will be asked to return a form stating your firm preference for which nursery session you wish your child to attend. Please return this as per the return date on the offer letter. You may be aware that the government is making changes to the Early Education and Childcare offer from September 2017. Currently, 3 and 4-year-old children are eligible for 570 hours of childcare a year – which at Wyndham Park Nursery School is broken down to 15 hours each week over 38 weeks of the year. The government has recently confirmed that from September 2017 many working parents of 3 to 4 year olds in England will be eligible for 30 hours of free childcare - rather than the current 15 hours. At Wyndham Park Nursery school we propose that this will be 30 hours free for 38 weeks per year which is equivalent to school term times. Not every child will be eligible for the 30 hours but everyone will still receive the 15 hours free childcare that is currently available. The eligibility rules for 30 hours free childcare are as follow: Your child will be aged 3 or 4 when the scheme starts (September 2017) Both parents must be working - or the sole parent is working in a lone parent family Each parent earns, on average, a weekly minimum equivalent to 16 hours at National Minimum Wage or National Living Wage Each parent must have an annual income of less than £100,000 You live in England Parents will not necessarily need to actually work 16 hours a week, but rather their earnings must reflect at least 16 hours of work at NMW or NLW. This means that, when the new entitlement goes live, a working parent who is over 25 will need to earn a weekly minimum equivalent of £115.20 whereas a working parent who is 21 will need to earn weekly minimum equivalent of around £107 (at this year’s rates). Parents on zero contract hours who meet the criteria are included in the entitlement criteria. In light of these upcoming changes, we are asking you to complete the attached form indicating what you think you would be entitled to and what provision you would like to take up with us We have included a list of frequently asked questions about the 30 hours Early Education and Childcare. Laura Cook Head Teacher The 30 Hour Early Education and Childcare Entitlement Department for Education - published March 2017 Will I qualify for 30 hours free childcare? Parents of three and four year olds will need to meet the following criteria in order to be eligible for 30 hours free childcare: They earn or expect to earn the equivalent to 16 hours at National Minimum or Living Wage over the coming three months. This equates to £120 a week (or c.£6,000 a year) for each parent over 25 years old or £112.80 a week (or c.£5,800 a year) for each parent between 21 and 24 years old. This applies whether you are in paid employment, self-employed or on zero hours contract. The parent (and their partner where applicable) should be seeking the free childcare to enable them to work. Where one or both parents are on maternity, paternity, shared parental or adoption leave, or if they are on statutory sick leave. Where one parent meets the income criteria and the other is unable to work because they are disabled, have caring responsibilities or have been assessed as having limited capability to work. Where a parent is in a ‘start-up period’ (i.e. they are newly self-employed) they do not need to demonstrate that they meet the income criteria for 12 months. If a non-EEA national, the parent must have recourse to public funds. Who will not qualify? A parent will not meet the criteria when: Either parent has an income of more than £100,000 Either parent is a non-EEA national and subject to immigration control (and has no recourse to public funds) What happens if a parent loses eligibility? They will receive a “grace period” – this means they will be able to keep their childcare for a short period. Once the “grace period” has lapsed, the parent may be entitled to the universal 15 hour entitlement. How do you apply for the 30 hours free childcare? You'll be able to apply for both the 30-hour scheme and the Tax-Free Childcare scheme through a joint online application being developed by HMRC. This is because the eligibility requirements for both schemes are aligned. Children who are in the care of the Local Authority or who are provided with accommodation, for a continuous period of more than 24 hours, pursuant to any functions of a social services authority, are children in public care.
