CITY OF BLUE RIDGE MANOR MEETING MINUTES
SEPTEMBER 24, 2012
NEXT MEETING DATE: October 22, 2012
The regular monthly meeting of the City of Blue Ridge Manor was held on September 24th, 2012
at the Middletown Fire Department, Division 2. The meeting came to order at 7:00pm, Mayor
Mike Ober presiding.

Approval of August Minutes
Having distributed the August minutes to the Commission prior to the August meeting, Mayor
Ober asked for any corrections or objections. A few minor corrections were noted. They were:
 Page 3 – The KRS statute quoted should have a period rather than a comma.
 Page 4 – The report at top of the page by Carla Kreitman should have said “has ordered
the tent, table and chairs for the Picnic”. “For the picnic” was omitted.
 Page 4 – Hans Klose last name was misspelled.
 Page 5 – Julie Colucci reported receiving a Christmas decoration catalogue rather than
Porter Lady.
Julie Colucci moved that the August minutes be accepted with these corrections. Hans Klose
seconded it. Motion carried.
Sidewalk Project – Councilman Jerry Miller
Mayor Ober introduced Councilman Jerry Miller who presented a preliminary proposal that
would put additional sidewalks on Shelbyville Road in front of the florist and the Shopping
Center. Councilman Miller stated that a “rough” estimate of $31,300.00 is estimated for this
project. One-half of the monies would be generated from the Metro’s Neighborhood
Development Funds and the remaining half would be the responsibility of the City of Blue Ridge

Manor. This project could also be done separately or all at once. Councilman Miller will do an
open bid for anything over $10,000.00.
Mayor Ober asked if this proposal would include a 10% overage. Councilman Miller stated that
this is negotiable.
Commissioner Julie Colucci inquired if this project would be slated for this year. Councilman
Miller stated that it could be scheduled anytime even if it is done in two segments. Mayor Ober
suggested that it would be more feasible if the project was scheduled all at once.
Mayor Ober thanked Councilman Miller for his review of the project and will have a meeting
with the Commission to discuss their options. Mayor Ober stated that he would contact
Councilman Miller of their decision.
After the departure of Councilman Miller, Mayor Ober conducted a brief discussion with the
Commission regarding the Sidewalk Project. Porter Lady was in favor of moving forward with
it. Julie Colucci mentioned that the 10,000 building area should be considered for sidewalks and
was not included in the original proposal. She suggested that it could be considered for next
year. Carla Kreitman also suggested that the sidewalk near Baskin Robbins should be extended
as some of the nearby neighbors mentioned their concern about a missing portion of sidewalk in
this area. Carla also suggested this could be included in next year’s project.
Porter Lady made a motion to accept the Sidewalk Project as it is now stated and to have further
discussion regarding the additional phases. Julie Colucci seconded it. Motion carried.
Treasurer’s Report
Mr. Carter alerted the Commission to a new Resolution and Agreement for Deposit Account
document from BB&T that needed proper signatures. It appears the bank mislocated the original
signature card for the City of Blue Ridge Manor. Bob presented the document to the proper
parties for signature that will be filed with the Bank and a copy for Bob’s records.
Mr. Carter gave an overview of the August Monthly Financial Report, monthly expense report
and an updated report of Property taxes collected. Porter Lady moved that the reports be
approved as read. Hans Klose seconded it. Motion carried.
OLD BUSINESS
Oktoberfest
Mayor Ober gave a progress report on the Oktoberfest event. He reported that:
 Arrangements have been made to procure a tent, stage, beer truck, power for lighting and
cooking and a German band.
Mayor Ober then gave a brief breakdown on the event expenses. He indicated that some of these
expense figures were only an approximate cost so far. They are:

To promote this event, River City Distributers will provide a free banner that will hang near the
Fresh Market location across Shelbyville Road. Mayor Ober mentioned that it will require the
City to purchase cable for this.
Mayor Ober also suggested that we provide water, coolers and soft drinks for those who do not
drink beer.
Oktoberfest pins will sell for $3.00 each or two for $5.00.
Mayor Ober also discussed the possibility of placing a ½ page, four-color ad for $250.00 in the
Middletown News to further advertise. Commissioner Colucci indicated that she would like to
consider this option only if the banner from River City Distributers is not approved.
Mayor Ober reviewed with the Commission a timetable to have everything properly executed by
October 20th. He also commented that he would like to have all press releases be sent through
the City’s website to make it more official, if necessary.
Julie Colucci reported that Fresh Market was officially on board and prices for food items
needed to be further discussed. It was also stated that 50% of their proceeds that day will be
donated to Wounded Wear. They will also be placing a flyer in each grocery bag purchase.
They are also going to print four signs for their location to promote Oktoberfest. Fresh Market
also requested to become the food vendor for any future City events.
Julie also reported that the two banks located in the City would also like to become involved.
This year, they will make a contribution, but next year, they wish to become involved on a larger
scale, and plan to include it in their budget. Julie also reported that she is preparing an Invitation
Letter to all the businesses and will hand deliver them along with Mayor Ober.
Wounded Wear is also going to put the event on their Face Book Page.
Porter Lady had some concerns about the labor issue at the Oktoberfest event regarding the
collection of full trash bags and the process of removing them for collection afterwards. There
was some discussion about an area behind Fresh Market that would be a temporary collection
location the evening of the 20th. To avoid a conflict with regular pick up service in that area,
trash bags from the Oktoberfest would then be moved near Mayor Ober’s residence in order to
have Industrial Disposal do a special pick-up the following Monday after the event.

Mayor Ober also announced the Butchertown Oktoberfest will be October 6 and recommended
that the Commission may want to stop by to observe this activity in order to get some ideas for
the Blue Ridge City’s Oktoberfest.
Parking Lot Update
Mayor Ober reported that the parking lot construction is finished and the next step will be to
black top, striping and fencing. Hans Klose mentioned that he noticed some good areas that
could be considered for turn-offs in the road. It was also suggested that the November City
Meeting would be a good time to discuss this plan with Mr. Darrell Metcalf and his counsel.
COMMISSIONERS REPORTS
Department of Public Safety – Julie Colucci
Commissioner Colucci reported that Eagle Sign is slightly behind schedule due to the weather
but will have all signage installed within a two to three week period.
Julie also reported that the Litter Abatement application for next year has been submitted and the
Police Services Grant has been faxed and in process.
The Junk Pick-up is scheduled for October 25th and the information will be included in a flyer
that is being prepared by Commissioner Carla Kreitman announcing the Oktoberfest to the City
residents.
Public Property and Finance – Hans Klose
Hans Klose reported that an annual contribution to Hosparus was given by the City in previous
years. Former Mayor Hardesty was interested in knowing if this was to continue and asked Hans
to check with the Commission. All were in agreement to do this donation again this year.
Department of Community Affairs & Public Records – Carla Kreitman
Carla reported that The Oktoberfest pins have arrived and she also has photos of the Summer
Picnic. The checks and “thank you” letters to the volunteers and vendors have been mailed.
Department of Park and Recreation – Porter Lady
Porter reported that former City Clerk, Fred Nicoulin’s daughter died and was suggesting the
City might want to give a donation to the family’s favorite charity. He also reported:
 Park sidewalks have been trimmed
 Tarpley Lawn Services recently located a capped water pipe in the park and Porter will
have Chism check it out for a potential water source
 An Arborist has been scheduled to look at Dorsey Station trees that may have to be
removed
 Will be planting 40 burning bushes on left side of Park entrance
 Will be planting 25 rose bushes and mulch on the right of sidewalk park entrance
 Front entrances will be getting pansies

Near the new Bat house – Planting hollies and boxwoods
Porter indicated some concern of foliage being planted close to the parking lot that may interfere
with security.
There being no further business, the Mayor asked for a motion to adjourn. Julie Colucci moved
for adjournment. Carla Kreitman seconded it. Motion carried.
Meeting was adjourned at 8:55pm.
