The scheme provides a mechanism to evaluate, incentivise, measure, recognise and celebrate health and safety excellence both within the confines of the project family and more widely through Crossrail's partners and stakeholders. Through recognition, sharing of information and subsequent implementation of ‘best practices’, health and safety standards will be raised consistently across the project. The Gateway Scheme is the driver for this continuous improvement approach; it will encourage contractors to strive for lower accident rates and improved operational performance, whilst caring for their most valuable asset – site personnel. The Scheme is therefore a proactive measurement tool designed to assess a Principal Contractor’s safety management arrangements and performance against set criteria, i.e., Crossrail’s 6 Target Zero Pillars. Each ‘Pillar’ represents a specific component of the Target Zero programme. 2 Scope The Gateway Scheme will be introduced within the Central delivery area of the Crossrail project and covers construction activities. 3 Definitions 3.1 Central Delivery Area Crossrail construction sites, i.e., Old Oak Common in West London, Pudding Mill Lane in the East, Plumstead in South-East London and satellite sites, e.g., Tilbury, Ilford Stabling yard and Wallasea Island in Essex. 3.2 Target Zero: A State of Mind The Target Zero programme declares that excellent performance in health and safety is not only achievable, but is something that is expected, i.e. We all have the right to go home unharmed We believe that all harm is preventable We must all work together to achieve this Page 3 of 16 Valid only if viewed through the CRL Management System Portal on Crossrail Connect © Crossrail Limited Form: CR-XRL-O4-ZTM-CR001-00001 Rev4.0 CRL RESTRICTED Guidance: Crossrail Gateway Scheme CR-XRL-Z7-GPD-CR001-50001 Rev6.0 3.3 Target Zero Pillars The Target Zero programme is supported by six Pillars; each pillar builds from a foundation of statutory compliance and robust governance to world class performance. Figure 1 – Integrated Target Zero Model 3.4 Gateway Assessor A competent person(s) nominated by the Crossrail H&S Director to undertake Gateway assessments across discreet worksites. Assessors will possess relevant construction experience, knowledge of legislation and understanding of the Crossrail Target Zero programme. Crossrail Area Directors Area Directors will 4.3 Implement the scheme within their respective area(s); Provide adequate resources to support the Principal Contractors through their Area Health and Safety Teams Crossrail Project Managers Project Managers will 4.4 Engage with Principal Contractors to achieve Gateway Foundation within stipulated timeframes and aim to achieve the higher accolades of Gateway Commendation and Inspiration; Where Principal Contractors fail to achieve Foundation put in place measures and drives required improvements to ensure that Gateway Foundation is achieved. Principal Contractors Principal Contractors are encouraged to support the Crossrail Gateway Scheme – they will 5 Actively participate in the scheme; Take ownership of the Gateway Process – motivate their workforce to achieve the highest Gateway award; Provide periodic feedback on the Crossrail Gateway Scheme. Process The Principal Contractor will be assessed against the six Target Zero pillars twice annually. Assessments will be undertaken with prior notice; work disruption will be minimised. Dependent on the assessment rating, the Principal Contractor will be awarded the relevant scheme level and award. 5.1 Assessment Criteria The assessment criteria shall identify both good and best practices from the associated Target Zero Pillar(s), see Fig 1. Criteria will be reviewed annually and issued to Principal Contractors in advance of the assessment(s). The assessment criteria and scoring methodology are detailed within Appendix 1. 5.2 Assessment Cycle Principal Contractors shall be assessed every six months. New contractors will be expected to achieve Gateway within six months of mobilisation on site or as otherwise agreed with the Project Manager. 5.3 Pillar Score Each pillar will be scored as Foundation, Commendation or Inspiration Foundation - All opportunity areas scoring 1 or above; Commendation All opportunity areas scoring 2 or above; Inspiration - All opportunity areas scoring at least 2 and 50% or more opportunity areas scoring 3 5.4 Overall Gateway Status 5.4.1 Target Zero: Gateway Foundation Foundation status is awarded to Principal Contractors who attain a ‘required standard’ (score one point) on each applicable opportunity area within every given Target Zero pillar. If the standard is not met; Foundation Status will not be awarded. The “Gateway Foundation” award may be withdrawn by Crossrail at any time during the period of currency in the event of circumstances that warrant withdrawal e.g. when they fall below the required standards. To achieve Gateway Commendation or Gateway Inspiration status, Principal Contractors and worksites must first achieve Gateway Foundation status. Page 6 of 16 Valid only if viewed through the CRL Management System Portal on Crossrail Connect © Crossrail Limited Form: CR-XRL-O4-ZTM-CR001-00001 Rev4.0 CRL RESTRICTED Guidance: Crossrail Gateway Scheme CR-XRL-Z7-GPD-CR001-50001 Rev6.0 5.4.2 Failure to Achieve Gateway Foundation Status Principal Contractors who fail to achieve Gateway Foundation after the first assessment may request a second assessment when the issues raised have been satisfactorily addressed. 5.4.3 Identification of issues of concern By exception, the assessment may also identify worksite aspects that need urgent action to correct an identified health and safety concern, or systematic failure in the H&S programme. This will be raised on site using the Principal Contractor’s internal reporting system and depending on severity, a flag raised for an audit to be carried out; Gateway status will not be confirmed or awarded until the concern has been corrected and verified. 5.4.4 Target Zero: Gateway Commendation Commendation status is awarded to Principal Contractors who achieve good practice (score two points) on each applicable opportunity area within 3 or more Target Zero pillars. 5.4.5 Target Zero: Gateway Inspiration Awarded to Principal Contractors that achieve good practice (score two points) on each applicable opportunity area within all six Target Zero pillars and have at least three pillars at inspiration i.e. all opportunity areas scoring at least 2 and 50% or more opportunity areas scoring 3. The winner of this award must show continuous improvement and excellence in all six Target Zero pillars. 5.5 Reports 5.5.1 Status Reports A cycle report highlighting the status of each contract will be published at the end of each cycle. A second and more detailed report identifying not only best practice but improvement opportunities will be published to help identify improvement projects. A best practice database designed to promote the scheme and to further share best practice amongst contractors will be developed by Crossrail. These practices will also be actively shared using other Crossrail led forums and meetings. 5.6 Recognition and Award Principal Contractor(s) who achieve Gateway Foundation will be presented with an award which can be displayed on site. Principal Contractor(s) that achieve Gateway Inspiration and Gateway Commendation status will be invited to nominate members from their teams to attend a Crossrail Awards ceremony with Crossrail senior management to acknowledge and celebrate their success. To maintain scheme momentum a list of current holders of Gateway awards will be maintained on the Crossrail external website, photos and periodic articles will be published in “On Site” (the Crossrail Health and Safety Newsletter) and other publications. In addition, an award logo may be used on the Principal Contractor’s communication material. The annual accolade of “Gateway Inspiration” is a noteworthy award that will be the subject of prior endorsement by the Crossrail Executive and supported by a range of publicity and other events. 5.6.1 Award Description The following pictograms provide an example of potential awards. 5.6.2 Award Ceremonies Award ceremonies will be held where contracts have improved or newly achieved Foundation status Award ceremonies will be attended by Crossrail Senior Management, individuals attending will depend on level of award attained. Wherever possible, medals from the Gateway award plaque should be recycled to support our environmental policy. 5.7 Raising the Bar Assessment criteria will be revised annually; commonly accepted good practices will become standard requirements to meet Foundation Status. Standards required to achieve Foundation, Commendation or Inspiration will be reviewed periodically to raise the bar and to encourage continuous improvement. 5.8 Removal of Gateway Status The retention of Gateway Status is dependent on each contract scoring 1 or above in each opportunity area during successive Gateway Assessment Cycles. Where significant health and safety concerns and/or systematic failures are identified during an assessment, the removal of Gateway Status will be recommended by the Improvement Team with the Health and Safety Director making the final decision on whether or not Gateway Status will be removed. Gateway status will not be restored until all concerns are effectively addressed by the contract and verified by the Improvement Team. Principal Contractor(s) who do not achieve gateway foundation status in their first assessment may request a second assessment in the same cycle. In this instance, the maximum possible overall status achievable on the by this contract will be Foundation Status. Scoring Methodology Each of the 6 Target Zero Pillars includes a series of ‘Opportunity Areas’; these will be used to measure performance. The scoring system will range from 0 to 3: 0 - Indicates the standard requirements have not been achieved. 1 - Indicates standard practice and fulfilment of Foundation Status requirements. 2 - Indicates measures taken in excess of standard requirements and denotes good practice. 3 - Indicates exceptional and innovative performance (considered to be outstanding and best practice). Where a contractor achieves an assessment score of 3 in any area, the Gateway Assessors will moderate this score against other Contractors to verify that the score is appropriate. All best practices will be shared across Contractors via Crossrail publications, bulletins and communications. In the unlikely event that a particular assessment criterion does not apply to a Principal Contractor, it will be marked as ‘Not Applicable’ and the average total score will reflect the number of categories that the Principal Contractor was scored against. 2. Gateway Assessment Criteria The assessment criteria (identified below) highlights opportunity areas under the six Target Zero pillars.
