TARGET RANGE HOME OWNERS ASSOCIATION GENERAL MEETING AGENDA October 28, 2015 “Rural by Design” Mission statement: 1. To promote Target Range as a rural residential area of the first quality. 2. To maintain/improve the environment, esthetic qualities, property values, public improvements and facilities, and such other features as are desirable to the continuance of the area as a rural residential district of the first quality. 3. BOX 1075, 59806 Lorna Richardson said that the rumors that they solicited Verizon for the proposed cell phone tower TARGETRANGEHOA.COM are incorrect. Verizon came to them with a proposal. Willis spoke about 160 acres on the corner of Sherman Martin Gulch. If it is sold to a private buyer, it may cut off access to public land. A prescriptive easement was suggested to the county commissioners. Dr. Austin was chosen as the superintendent of the year for Montana, and Tammy Tulberg was chosen as the state president of her association. 4. Target Range Sewer and Water District—Fred Jones, chair Second Tuesday for every month are the meetings. The district has been established to protect the aquifer, promote the smart use of the resources and offer grants to repair or replace outdated cesspools and septic systems. One proposal to the legislation is to prevent French drains that inject waste water into the aquifer, then another 30 minutes for questions and answers regarding this. 5. Neighborhood Plan zoning update Brings down the size of the zoning districts, as per the recommendations of the N.P. Proposal will go before the Planning Board, then to a Public Hearing and BCC approval. 6. Speed on North Ave.- Willis Curdy Residents and the HOA Exec board will request from the BCC to reduce the speed limit to 30mph. 7. Update on subdivision regulations regarding agriculture The draft proposal has gone through the planning board now on to the BCC. Public hearing in Dec. 8. Any additional items or comments Charlene said there is a proposed round-about at South and 33rd for the new regional park. Peggie thanked Chuck for the Chuckle. 9. The Montana Farm Bureau Federation is holding a Small Landowner’s Seminar Sunday, Nov. 8 at the Hilton Garden Inn in Missoula. The seminar will feature three sessions of panelists who have built successful agricultural operations on small pieces of land. The seminar will run from 12:30 p.m. – 4:30 p.m. and is free and open to the public. Pre-registration is not required. The panel consists of small business commodity producers who have found a niche. These include Julie Pavlock will address the benefits of farming garlic; Living River Farms raises poultry and grass-fed beef and are developing a poultry processing plant; Montana CiderWorks produces hard apple cider; and Northwest Mobile Juicing turned juicing into a successful traveling business. The second session features Erin Turner, who runs Turner Farms with her family. She will talk about marketing strategies for both farmers’ markets and selling directly from the farm. She’ll cover how to set up eye-appealing vendor booths, tips on increasing your sales and social media marketing. Amy Pavlock will cover the finer points of running a successful Community Supported Agriculture business, where subscribers pick up their bag of bounty every week during the growing season. For those curious about financing to start or expand a small agricultural business, the third seminar experts: Walt Anseth, Montana Department of Agriculture; Joey Hennes, Northwest Farm Credit Services and Sheila Rigby, Farm Service Agency. These three will talk about what funds are available and how to financially grow your businesses. According to Jamie Erhbacher at CAPS, no specific plans have been submitted to her as of this morning. Verizon will have to apply for a special exception permit from the County and go before the Board of Adjustment. 6.
