MPR Procedures & Guidelines
What is the responsibility of the Play Counter?
• To oversee and assure that the integrity of the Mandatory Play Rule
(MPR) is completed to the best of the ability of the coaches and
volunteers as set forth in the Pop Warner official rules handbook.

• The MPR Rule is a set minimum number of plays by Pop Warner that
each child shall receive during a game.
Pop Warner MPR Sheet
• Fill out the top of the form.
• Use codes to indicate
injured/absent players.
• Mark down completed plays.
• Sign form and fill out score.
Where is the MPR sheet generated?
• League One software generates a completed worksheet of all the
rostered players.
• The Association Business Manager can provide MPR sheets to the
teams.
• There is a Home and Away sheet option in the League One software.
• The MPR sheet can be generated in 2 ways:
• Alphabetically by last name. WRONG
• Numerically by jersey number. CORRECT!!!
Game Day Procedure
• Necessary personal (Official Play Counter, Spotter & Coach)
• Official Play Counter goes to opposing sideline.
• Spotter (recommended by NIPWLS) assists Official Play Counter & will provide official MPR sheet for
Official Play Counter.
• Spotter will coordinate with coaching staff based on info provided by Official Play Counter.
• If by the end of third quarter a player does not get his/her plays the child must remain in the game
regardless of possession of ball or special teams are needed for the play.
• Once the MPR’s (ticks) are completed the worksheet will be given to the home site Play Counter which
will in turn at the completion of the game fill in score and turn in the worksheet to the hosting sites
field rep.
• If there is any controversy or issues the field rep must be contacted and the League needs to be
notified of any and all occurrences that day. Text or email
• Official Play Counter has the final say, PERIOD… Abusing this authority will be dealt with accordingly.
What plays are deemed counted plays?
• Play must be from the line of scrimmage.
• Kickoffs, extra points, QB intentional spike & free kicks are not
considered official plays.
• A play that results in the replay of a down. (Penalties)
• All players are given there plays where the on field participation is
part of an “Active Play” any means of minimizing the action or
integrity of the play will not be considered a play.
• Failure to get all plays will result in a forfeiture per Pop Warner rules.
