Having regard to Article 22(1) of Law No 289 of 27 December 2002;
Having regard to Article 38 of Law No 388 of 23 December 2000 and subsequent amendments and
supplements;
Having regard to Article 14a of Presidential Decree No 640 of 26 October 1972 and subsequent
amendments and supplements;
Having regard to Article 1(502) of Law No 311 of 30 December 2004 and subsequent amendments and
supplements;
Having regard to Article 110(6)(a) of the Consolidated Text of Public Safety Laws (TULPS), as amended
by Article 1(525) of Law No 266 of 23 December 2005;
Having regard to Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998
laying down a procedure for the provision of information in the field of technical standards and regulations, as
amended by Directive 98/48/EC;
Having fulfilled the procedure for the provision of information laid down by the aforementioned Directive;
Having considered the need to adapt, in the light of technological progress, the manufacturing rules for
entertainment machines with cash winnings;
Having considered issues of order and public security, as well as both production and tax requirements;
HEREBY DECREES
Article 1
Supplements and amendments to the technical regulations for gaming machines
1. The Decree, which concerns the machines and devices referred to in Article 110(6)(a) of the
TULPS, supplements the Decree of the Ministry of the Economy and Finance - Autonomous
State Monopolies Administration (AAMS), in concert with the Ministry of the Interior - Public
Safety Department, of 4 December 2003, amending certain requirements contained therein, in
view of the legislative changes made by Article 1(502) of Law No 311 of 30 December 2004 and
Article 1(535) of Law No 266 of 23 December 2005.
2. Solely for the purposes of this Decree, the Decree on technical regulations for gaming
machines, shall mean the Decree of the Ministry of the Economy and Finance - Autonomous
State Monopolies Administration, in concert with the Ministry of the Interior - Public Safety
Department, of 4 December 2003.
3. Annex A to the Decree on technical regulations for gaming machines is replaced by Annex A
to this Decree.
4. In Article 1(4) of the Decree on technical regulations for gaming machines:
a)
letter d) is replaced by the following:
"d) gaming machine, an entertainment machine or device pursuant to Article 110(6)(a) of the
TULPS, consisting of a set of components intended for gaming, including, inter alia, coin insert and
return devices, game programs and game boards, a communication connection and an AAMS control
device;”
b)
letter h) is deleted;
c)
letter j) is replaced by the following:

“j) game board, all the electronic circuits, including the electronic PC memory boards in which the game
software and logs are stored, as well as the storage area for the AAMS control device, interfaces and the
communication protocol;”;
d)
letter k) is replaced by the following:
"k) complete cycle of games, a number of consecutive games, predetermined by the manufacturer of the
game board and not exceeding 140,000;";
e)
letter m) is replaced by the following:
“m) tampering, alteration or damaging of the AAMS control device, the logs, the hardware and
software components of the game board and of the gaming machine, as well as the related protection
devices;";
f)
letter n) is replaced by the following:
“n) logs, the parts of the protected memory in which the operating data of the gaming machine are
stored;”;
g)
letter o) is replaced by the following:
“o) communication protocol, the software for communicating with the AAMS control device and with
the AAMS telematic network;";
h)
letter t) is replaced by the following:
“t) supplementary maintenance, maintenance necessary to restore the technical and functional
characteristics of the gaming machine, the related operating modes and the modes of prize distribution;”;
i)
the following is added after letter u):
- “v) AAMS control device, the component with physical characteristics conforming to standard
ISO/IEC 7810: 2003 with nominal dimensions of 85.60 mm x 53.98 mm, as specified by the
same standard for ID-1 type components, with a processor that conforms to standard ISO 7816, to be
installed in the suitable storage area on the game board;";
- "w) game duration, the period of time between the moment the game is started, on initiation by the
payer, and the moment the game ends with or without a prize being paid out. The paying out of
winnings is not included in the game duration;";
- “x) game board manufacturer, whosoever manufactures hardware and software components of game
boards and prepares them to be installed in gaming machines. Foreign operators that have established
one or more secondary offices in Italy with permanent representation, pursuant to Article 2197 of
Article 2508 of the Civil Code, who put game boards into free circulation or introduce them on to
national territory shall also be deemed game board manufactures;”;
- “y) AAMS telematic network, the proprietary network of the AAMS consisting of the hardware and
software data transmission infrastructure, laid down by Article 14a(4) of Presidential Decree No 640
of 26 October 1972 and subsequent amendments.”.

5. Article 2 of the Decree on technical regulations for gaming machines is replaced by the
following, with the heading “Requirements of machines”:
“1. Every gaming machine shall be identified by identification codes stored in the logs referred to in Annex A,
Paragraph 1(a). These codes shall be displayed on a video unit or a display for at least ten seconds, each time the
machine is switched on.
2. Every gaming machine shall have a game board comprising all the hardware and software components
necessary for its operation. The game board shall comprise a physical unit or, alternatively, several separate, but
closely linked, physical units on which the game functions, the log storage functions, the interfaces and the
communication protocol are executed. The game board shall include a suitable storage area in which the AAMS
control device is located.
2(a). The game board shall be placed by the board manufacturer into a container made of metal (or other
equivalent materials), with:
a) seals or anti-tamper labels;
b) devices capable of communicating attempted tampering to the game board and of activating an acoustic or
visual alarm if the container is opened;
c) openings to allow the connection only to the devices comprising the gaming machine;
d) an opening to allow connection to the AAMS telematic network by means of a physical "RS232”-type
serial interface with a "female DB9" connector, which complies with international standards.
3. Every gaming machine may function only if connected to the AAMS telematic network, activate on insertion
of coins in the correct currency (euro) and not cost, per game, more than 1 euro. The gaming machine shall also
be fitted with mechanisms or devices which, in any case:
a) only accept coins up to a maximum value of two euros;
b) give change, on request of the player, in the event that amounts more than the cost of the game are inserted;
c) prevent the insertion of additional coins while a game is in progress and, in any case, until the coins
previously inserted have run out;
d) prevent the insertion of coins if the reserve stocks for paying out winnings or for giving change do not contain
a sufficient amount of coins.
4. The game shall be based on methods in which the elements of skill or entertainment are present, throughout
the duration of the game, together with the element of chance. The game of poker or its fundamental rules may
not be reproduced.
5. The duration of the game may not be less than 4 seconds.
6. Gaming machines shall calculate winnings, in an unpredictable manner, over a complete cycle of games.
Winnings paid out:
a) may not be less than 75% of the amounts played in each complete cycle of games;

b) shall be paid out exclusively in coins at the player's request or, automatically on reaching the amount
equivalent to the maximum win;
c) may not be exceed one hundred euros.
6(a). Gaming machines shall allow each player to define a limit on the amount to be gambled or a maximum
play time, to be displayed on a video unit or a display during each game. When the gambling or time limit set by
the player is reached, an appropriate message shall be displayed.
6(b). Gaming machines shall be equipped with technical means capable of displaying, on a video display unit or
a display depending on the modes specified in the communication protocol, appropriate messages and warnings to
promote responsible gambling, issued by the AAMS telematic network or by the AAMS control device. The
messages shall be recorded in the logs referred to in Annex A, Paragraph 1(o).
7. Gaming machines shall be fitted with devices which guarantee, by any means, the inalterability of the logs and
that the technical characteristics, modes of operation and the calculation and paying out of winnings cannot be
modified. In particular:
a) any interfaces, including communication ports, which are present on the game board but are not used shall be
removed by the board manufacturer or made inaccessible, before the board is inserted into the container
referred to in subparagraph 2a.
b) connections between the game board container and the other component devices of the gaming machine,
including the serial port connection, shall be prepared by the manufacturer or the importer who, after
verifying that they function correctly, shall isolate them, together with the game board container, by means of
a cover made of metal (or other equivalent materials) to prevent any modification of the connections. This
cover, fixed to the structure of the gaming machine, shall be fitted with a suitable device, possibly connected to
that referred to in subparagraph 2a(b), which is capable of communicating attempted tampering to the game
board;
c) coin insert and return mechanisms shall be fitted with specific anti-modification systems, consisting of
software programs capable of communicating to the game board any malfunctions and tampering, or,
alternatively, suitable technical means that prevent access to the mechanism and reveal any tampering,
including attempted tampering;
d) data logs, including those relating to the events referred to in Annex A, Paragraph 1(h) and maintenance
operations, pursuant to Annex A, Paragraph 1(l), shall be preserved in the event of interruption of the
electricity supply, allowing, after this interruption, programs and information to be restored to their prior
state and allowing them to be recorded in the same logs;
e) access to each hardware and software component of the gaming machine may only be under controlled
conditions, by means of technical solutions that ensure:
f)
i.
different levels of authorisation, depending on the reason for which access is provided and the
authorised person who provides it;
ii.
recording of access attempts by unauthorised persons;
components of the gaming machine that are not used by the game software and cannot be technically removed
shall be fitted with mechanisms that prevent them being accessed and used.

8. Gaming machines shall be equipped with technical solutions that:
a) prevent the gaming machine from functioning, making it impossible for players to use, by means of methods
such as electromechanically or just mechanically preventing the machine from functioning, or by blocking the
coin insert mechanisms and guaranteeing, in any case, that the communication protocol can function:
i.
before initial installation in a shop with suitable equipment for connection to the AAMS telematic
network;
ii.
in the event of tampering;
iii.
in the presence of a specific shut-down command sent by he AAMS telematic network or by the
AAMS control device;
b) indicate to the player the shut-down situation, including if temporary, by means of suitable messages to be
displayed on a video display unit or a display, for at least five seconds every time an attempt is made to start
a game;
c) allow events to be recorded in the appropriate log pursuant to Annex A, Paragraph 4(h) and to be
communicated immediately to the AAMS control device.
8(a). Gaming machines allow shall be fitted with technical solutions that allow maintenance operations to be
recorded in the appropriate log pursuant to Annex A, Paragraph 1(l) and to be communicated immediately to
the AAMS control device.
9. For every gaming machine, together with the explanatory data sheet referred to in paragraph 12, a log in
which maintenance operations are recorded, shall be prepared and held, indicating, for each maintenance
operation, the purpose of the operation, the date it was carried out and the identification information of the
person who carried it out. Maintenance shall be carried out:
a) by the game board manufacturer, for any work on the board itself;
b) By the manufacturer or importer, or by specialists appointed by them for work that involves the other
components of the gaming machine.
9(a). The names of the persons referred to in paragraph 9 shall be forwarded to the AAMS beforehand.
10. The identification and functional data of gaming machines shall be recorded in suitable logs, each with the
specific characteristics laid down in Annex A, Paragraph 1.
10(a). Gaming machines may allow simultaneous gaming by several players by means of posts that are physically
and closely connected to each other, one of which may take on a controlling function. Each post shall meet the
requirements of this Article.
11. The cost of a game, the rules of the game and a description of the winning combinations or sequences, and a
notice prohibiting use of the machine by persons under 18 shall be displayed, clearly and in Italian, on the
outside of every gaming machine.

12. Manufacturers or importers shall produce an explanatory data sheet for every model of gaming machine,
drafted in Italian, both in hardcopy and in an electronic format (CD or DVD), the minimum content of which
is set out in Annex A, Paragraph 2.
12(a). For the purposes of the inspections referred to in Article 8, manufacturers or importers shall attach to
each explanatory data sheet referred to in paragraph 12, technical documentation drafted in Italian, both in
hardcopy and in an electronic format (CD or DVD), the minimum content of which is set out in Annex A,
Paragraph 3.
12(b). For gaming machines referred to in paragraph 10a, the explanatory data sheet referred to in paragraph
12 and the technical documentation referred to in paragraph 12a shall be drafted in such a way as to set out the
characteristics of each game post and of the control post."
6. Article 3 of the Decree on technical regulations for gaming machines is replaced by the
following:
“1. The communication protocol, which is stored on the game board, shall contain the rules for managing and
accessing the information stored on the board, on which communication with the AAMS control device or with
the AAMS telematic network is based.
2. The specific functions and coding requirements of the communication protocol software referred to in paragraph
1 are set out in Annex A, Paragraph 4.”
7. In Article 4(1)(d) of the Decree on technical regulations for gaming machines, after the words
“explanatory data sheet”, the words “referred to in Article 2(12)” are replaced by the words “and of the
technical documentation referred to in Article 2(12)(12a) and (12b).”.
8. Article 5(3) of the Decree on technical regulations for gaming machines is replaced by the
following:
“3. When examining the source code of the game board software, the presence of staff appointed by the game
board manufacturer, who shall keep the code for the time necessary to examine it, shall be permitted.”
9. Article 6(1) of the Decree on technical regulations for gaming machines is replaced by the
following:
“1. “The specifications to be applied for performing technical inspections shall be issued by the AAMS when
drawing up the agreements referred to in Article 4(2).”
10. In Article 6(2) of the Decree on technical regulations for gaming machines, the words “or
Turkey” are added after the words “EEA Agreement”.
11. In Article 7(4), the words “or Turkey” are added after the words “EEA Agreement”.
12. In Article 8(2) of the Decree on technical regulations for gaming machines, after the words
“explanatory data sheet”, the words “referred to in Article 2(12)” are replaced by the words “and of the
technical documentation referred to in Article 2(12)(12a) and (12b).”.

Article 2
Transitional and final standards
1. Authorisations pursuant to Article 38(4) and (5) of Law No 388 of 23 December 2000, issued
before the entry into force of this Decree:
a) if issued in 2004, shall expire 180 days from the date of entry into force of this Decree;
b) if issued in 2005, shall expire 270 days from the date of entry into force of this Decree;
c) if issued in 2006, shall expire 360 days from the date of entry into force of this Decree.
2. From the sixtieth day after the date of entry into force of this Decree, the AAMS shall not
issue further authorisations pursuant to Article 38(4) and (5) of the Law of 23 December 2000
for entertainment machines manufactured in conformity with the provisions of the Decree on
technical regulations for gaming machines, in the text in force prior to the amendments made
herein.

Annex A – Functional specifications and
coding requirements for communication
protocol software
9
1.
Logs – Article 2(10)
The logs present in every gaming machine shall be the following:
a) Identification of the gaming machine – consisting of the data relating to the distribution
authorisation, to be displayed inside the gaming machine by the manufacturer or importer,
listed below:
i.
identification code of the gaming machine – shall be defined as “CODEID” and shall
contain the identification code of the machine, represented in an alphanumeric field
of 11 bytes in accordance with ASCII encoding;
ii.
model code – shall be defined as “CODMOD” and contain the code, assigned by the
AAMS, which identifies the model of gaming machine, represented in an
alphanumeric field of 15 bytes;
b) Progressive counter of the volume of euros inserted, corresponding to the games played –
shall be defined as “CNTTOTIN” and contain the value, expressed in euro cents, of the total
collection of machine since its initial installation. This counter, which shall be progressive and
non-resettable, shall be represented in a numeric field with a range of between 0 and
9,999,999,999, and shall only have a value of zero when the game board is initially configured
by the board manufacturer;
c) Progressive counter of the volume of euros returned as winnings – shall be defined as
“CNTTOTOT” and contain the value, expressed in euro cents, of the total winnings paid out
by the gaming machine since its initial installation, irrespective of the game cycles completed.
This counter, which shall be progressive and non-resettable, shall be represented in a numeric
field with a range of between 0 and 9,999,999,999, and shall only have a value of zero when
the game board is initially configured by the board manufacturer;
d) Progressive counter of the number of complete game cycles executed - shall be defined as
"CNTCL" and contain the number of cycles completed by the gaming machine since the
initial configuration of the game board by the board manufacturer. This counter, which shall
be progressive and non-resettable, shall be represented in a numeric field with a range of
between 0 and 99,999 and shall only have a value of zero when the game board is initially
configured by the board manufacturer, up to the completion of the last game of the first
complete cycle. It shall then take the value of 1 when the first game of a new cycle is begun,
until the last game of this cycle is reached, increasing by a value equal to one unit at the start
of the first game of the next cycle and so on;
e) Progressive counter of the volume of euros inserted, corresponding to the games played in
the current cycle – shall be defined as “CNTIN” and contain the value, expressed in euro
cents, of the total takings of the gaming machine within the current cycle. This progressive
counter shall be zeroed by the system at the end of each cycle and shall be represented in a
numeric field with a range of between 0 and 99,999,999;

f) Progressive counter of the volume of euros paid out in winnings in the current cycle – shall
be defined as “CNTOT” and contain the value, expressed in euro cents, of the total winnings
paid out by the gaming machine within the current cycle. This progressive counter shall be
zeroed at the end of each cycle and shall be represented in a numeric field with a capacity of
between 0 and 99,999,999;
g) Counter of the number of games in the current cycle – shall be defined as “CNTNP” and
contain the value of the number of games played on the gaming machine within the current
cycle. This progressive counter shall be represented in a numerical field with a range of
between 0 and 999,999. This counter shall have a value of zero when the game board is
initially configured by the board manufacturer and a value of 1 at the start of the first game of
each cycle, increasing by one unit at the start of each successive game, up to the last cycle;
h) Data relating to events affecting the gaming machine – the following information shall be
stored in the gaming machine for every event, limited to the present date and the preceding
14 days, with a minimum of 15,000 events:
1) the date in the format “dd.mm.yy”;
2) the hour in the format “hh”;
3) the minute in the format “mm”;
4) description of the event as “EVNT”, in accordance with the following values:

a value of 99,999 to indicate the start of a new cycle.

j) Identification of the game board – shall consist of the data, to be indicated inside the gaming
machine by the game board manufacturer, listed below:
i.
game board manufacturer code – shall be defined as “IDPROD” and contain the
code assigned by the AAMS, represented in a numeric field of 16 bytes;
ii.
game software code – shall be defined as “CODSW” and contain the code, assigned
by the AAMS, which identifies the executable game software code, represented in an
alphanumeric field of 16 bytes;
iii.
game board identifier – shall be defined as “IDSK” and contain the unique serial
number assigned by the game board manufacturer to each individual board,
represented in a numeric field of 16 bytes;
k) Status of the gaming machine – shall be defined as “STATO” and contain the value specified
in the communication protocol, corresponding to one of the following situations:
i.
Gaming machine to be activated, to be indicated on initial configuration of the game
board;
ii.
Gaming machine in normal operating conditions;
iii.
Gaming machine in blocked operating conditions;
l) Maintenance – carried out in the current year and the preceding year, with a minimum of
1000 maintenance operations - the following information shall be stored in the gaming
machine:
1) the date in the format “dd.mm.yy”;
2) the hour in the format “hh”;
3) the minute in the format “mm”;
4) identification of the type of maintenance, defined as (IDM) in accordance with the
following values:

of 16 bytes;
m) Cost of a game – shall be defined as “COSTO” and contain the value set by the game board
manufacturer, expressed in euro cents and represented in a numeric field with a range of
between 0 and 999;
n) Cycle duration – shall be defined as “INTCL” and contain the number of games making up a
complete cycle, set by the game board manufacturer, represented in a numeric field with a
capacity of between 0 and 999,999;

o) Messages intended to promote responsible gambling – the following information shall be
stored in the gaming machine for each message, up to a maximum of 10 messages:
1) Message identifier issued by the AAMS, defined as “MID” and represented in an
alphanumeric field of 2 bytes, in ASCII encoding;
2) Start date of validity of the message, if applicable, defined as “MDI”, in the format
“dd.mm.yy”;
3) End date of validity of the message, if applicable, defined as “MDF”, in the format
“dd.mm.yy”;
4) Minimum length of time, expressed in seconds, the message is displayed, defined as
“MDS” and represented in a numeric field with a range of between 0 and 99;
5) Frequency of display of the message, expressed as the number of games played, defined
as “MPG” and represented in a numeric field with a range of between 0 and 99,999;
6) Text to be displayed, defined as “MIT” and represented in an alphanumeric field of 240
bytes, in ASCII encoding.

2.
Minimum contents of the explanatory data sheet – Article 2(12)
The following shall be indicated on the explanatory data sheet:
a) the commercial name of the model;
b) identification of the manufacturer or importer;
c) details of the certification of conformity of the specimen subjected to technical inspection,
with the requirements of suitability for lawful gaming;
d) description of the technical characteristics of the gaming machine, of the relevant modes of
operation and distribution of winnings, including the cost of a game and the number of
games that make up a complete cycle;
e) Technical description of the anti-modification and security devices and mechanisms,
including those that activate in the event operation is blocked;
f) description of the rules governing each game that can be activated on the gaming machine by
the player;
g) the external characteristics of the machine, including a colour photo no less than 13x18 cm in
size;
h) the wiring diagram of the machine, including the anti-modification and security devices and
mechanisms;
i) the required safety certificates (CE marking);
j) the commercial name of the game board, assigned by the game board manufacturer;
k) identification of the game board manufacturer, assigned by the AAMS;
l) description of the solutions adopted to promote responsible gambling, to warn players with
regard to exceeding the limits of the amount gambled and the times set by players
themselves;

3. Minimum contents of the technical documentation – Article 2(12a)
The following information shall be indicated in the technical documentation:
a) the external characteristics of the game board and its container, including the respective
colour photographs in a format no smaller than 13 x 18 cm;
b) a technical description of the mechanisms used by the game board manufacturer to control
access to the board;
c) a description of the procedures adopted by the game board manufacturer to load the
executable game software code on to the board;
d) a technical description of any solutions adopted by the game board manufacturer to access
the board by means of the serial interface referred to in Article 2(2), indicating the details of
commands, related functions and any type of operation performed;
e) a technical hardware and software description of each component of the gaming machine and
of the related modes of operation;
f) a technical description of the mechanisms used to control access to the various hardware and
software components of the gaming machine and of the policies on assigning and updating
passwords.

4. Minimum requirements for coding communication protocol software - Article 3(3)
The communication protocol shall enable use of the systems for encrypting information on the
game board, which shall be sent:
a) from the game board to the AAMS control device;
b) from the AAMS control devices to the game board;
c) from the game board to the AAMS telematic network;
d) from the AAMS telematic network to the game board.
The party from which the message originates shall:
 calculate a string to uniquely represent the content of the message, known as a “hash”;
 encrypt the message including the “hash”.
The recipient of the message shall:
 decrypt the message;
 verify the “hash”.
To calculate the “hash”, the algorithm known as the “Secure Hash Algorithm – SHA-1” shall be
applied to the message content. To encrypt the message, the advanced cryptographic algorithm
known as the “Triple Data Encryption Standard – 3DES” shall be used.
