Mail check payable to: Santa Clara P.A.L. 601 El Camino Real, Santa Clara, CA 95050. Cancellation fees: All fees must be paid by May 16th. NO REFUNDS after May 21st. All managers must check in 60 minutes prior to their team’s first scheduled game. General Admission $2 – Children under 12 are free 3 Coaches pass and 3 parking pass for the tournament - to be provided Team coolers are allowed – water, sport drinks, and fruit (no outside food allowed). Players and Coaches Eligibility Requirements and Conditions: All divisions are Amateur Softball Association Sanctioned Junior Olympic Softball ‘B’ Division Tournaments. All teams in these divisions must be registered with ASA and be Class ‘B” Teams as defined by the Pacific Coast Region Junior Olympic program. League President and ASA Commissioner must sign rosters. 12U Division - 12 years and under as of December 31, 2013 10U Division - 10 years and under as of December 31, 2013 8U Division – 8 years and under as of December 31, 2013 Proof of age is required. The burden of proof is with the manager if challenged by an official. Managers are required to carry proof of age of all players – birth certificate or ASA player card, as well as proof of insurance form. Managers must submit their rosters to their respective League President and ASA J. O. Commissioner who will verify that the team’s roster meets the tournament rules and verify that teams are ‘B’ Classification. Once the League President and ASA J. O. Commissioner verify these rosters, the Tournament Committee will accept them as official. Roster changes are acceptable until May 16, 2014. The new player(s) must have a letter from the League President and ASA J. O. Commissioner verifying that she meets the Santa Clara P.A.L. Tournament Rules. Team rosters are limited to 15 players. A team consists of 9 players. A team may not start with less than 9 players. 2 Tournament Format: 8U, 10U, 12U Divisions Tournament begins with 2 pools consisting of 4 teams each Championship will be determined by the winner of a single elimination format. After pool play, teams will be seeded 1 through 4 and then placed in the Championship bracket. If teams have identical tie records after pool play is complete – tie breakers will be determined as follows: a) Head to head b) Fewest runs allowed c) Most runs scored d) Coin toss 3rd and 4th place will be determined by a) Fewest runs allowed b) Most runs scored c) Coin Toss *(Tiebreakers will apply to pool play only) 3 General Rules: The rules of play will be those in the 2014 ASA Guide and Playing Rules book for fast pitch softball except when superseded by the Santa Clara PAL Tournament Rules. All ground rules will be explained to the captains and managers by the umpire prior to each game. In all disputes the manager/coach will be the only one allowed to talk to the umpire. No protests will be allowed. The umpire or Umpire-in-Chief’s decisions are final. Each team is responsible for knowing when and where their games are and to be on time according to the schedule. Teams not present at game time will forfeit the game. There is no infield practice. Teams listed first or on the top of bracket play will occupy the third base dugout. Except when a team is playing back-to-back games. If a team is playing back-toback games, the team playing the next game will remain in the dugout they are occupying. Teams will exchange lineup cards at the official meeting at home plate when covering the ground rules. Home team will be determined by coin toss. Home team is the official book. Both Managers should report score to the tournament official. Anyone (Coaches, players, umpires, and spectators) who conducts themselves in an unsportsmanlike manner on or off the playing field or causes any incident or action unfavorable to the Tournament may be removed by the Tournament Director, or designated official and asked to leave the grounds. a) Warning for the first offense maybe issued at the umpire discretion. b) A 2nd offense will result in the ejection of the individual(s) from the game c) Any subsequent offenses will result in the ejection of the manager or coach 4 Tournament Rules for 8U: General Rules: 1. All sanctioned 8U tournaments will be classified as “OPEN”. 2. All 8U teams are classified as “OPEN”. 3. 11” low compression softball. 4. These are the official rules for Nor Cal ASA sanctioned tournament. These rules cannot be modified. Exception: Tournament Directors can remove the bunting rule at their discretion. Time Limit: No new inning after 1 hour 15 minutes or 6 full innings. Format: Pool Play to single elimination, Double Elimination or Round Robin. Game Break: Each team should receive at least a 30 minute break between games, whenever possible. Base Running: 1. Bases: 60 Feet maximum. 2. For the first 2 innings there will be a 4 runs per inning per team maximum. Starting with the 3rd inning you will be able to increase your lead by 4 runs per inning (if you are already tied or ahead) or go up by 4 if you are trailing. 3. No Stealing. 4. Lead off permitted on release. 5. Overthrows: a. On a throw to first base the following occurs. No batter can advance to second base as a result of an errant throw to first base. All other Runners may only advance one base past the base they are going to on an errant throw to first base with liability of being put out if the ball stays in live ball territory. b. On a throw to any other base or position. If on a throw to any other base an errant throw occurs, all runners and batter/runner may advance one base past the base they are going to with liability of being put out. c. The umpire will only award a base to the runners if the ball has been thrown out of play. No bases will be awarded on errant throws when the ball stays in play. d. Runner and batter/runner may be put out if they advance beyond the base they are entitled to on the errant throw. At the end of play the umpire will return all runners to the base they are entitled to if they have not been put out. Fielding: 1. 10 players may be allowed on defense in the field at any one time, four of which are outfielders. Outfielders must position themselves at least 10 feet behind the baseline. 2. No Infield Fly Rule. 3. Play stops when ball hit to outfield gets in the control of the pitcher. Batting: 1. Everyone bats and free defensive substitutions. 2. No dropped 3rd strike. 3. Bunting is allowed. Exception: No bunting off coach/pitch. Pitching: 1. Pitching distance: Player and Coach 30 feet. 2. Players will pitch to opposing team. 2 inning limit for pitchers, plus 1 additional if the game goes more than 4 innings. 3. No walks. a. A coach/pitcher will enter the circle when 4 balls have been called by the umpire. Coach must pitch “legal” pitches from pitching rubber. b. The coach/pitcher will resume the player/pitcher strike count and will throw no more than three (3) pitches with the umpire calling balls/ strikes. c. If the pitch is not put into play by the last pitch, the batter is out. Exception: If the last pitch is a foul ball, pitching continues until the ball is hit and put in play or the batter is called out. d. Batter will NOT be awarded a base on a Hit by Pitch from the coach/pitcher, but will by a player/pitcher. 4. If a batted ball hits the coach/pitcher the ball is dead and the batter is out. At no time shall the coach/pitcher obstruct play. 5. Player/Pitcher must have one foot in the circle at the time of coach/pitcher is pitching. 6. Coach/Pitcher must stay in the circle during play and MAY NOT provide Coaching assistance. 5 (Revised 3‐10‐14 per NorCal ASA) Tournament Rules for 10U thru 12U: The rules of play will be those in the 2014 ASA Guide and Playing Rules book for fast pitch softball. There will be no time limit for the final Championship game. Mercy rule will be 12 run lead after 3 inning of play, 10 run lead after 4th, or 8 run lead after 5 inning of play. Tie games: a) Pool games may end in a tie. b) Championship game – tie games after 7 innings will proceed to International Tie Breaker. 6 Santa Clara City Park Rules and Regulations: Parking Fee: Mission College will be charging a fee of $3 per parking pass/ per day - obtain parking stub from parking machines located in the parking lots. Failure to do so may result in a parking ticket. No alcoholic beverages are allowed on park premises or adjacent parking areas. Violators are subject to a $500 fine. The use of any tobacco products is prohibited. O. Commissioner’s ‘B/C’ Position statement and sign Manager’s Affidavit. PACIFIC COAST REGION JUNIOR OLYMPIC “B/C” PROGRAM I. PURPOSE The purpose of the Pacific Coast’s Junior Olympic “B/C” program is to provide a recreational program and championship tournaments for recreational teams registered with the A.S.A. It is not necessarily the intent of the “B/C” program to establish a classification system for teams that do not feel they can compete with the Region’s best teams. II. DEFINITION: A recreational league is defined as an organized league with defined and approved boundaries which associates the league with a recognized neighborhood or community; where participation is open to any interested youth; where tryouts or demonstration of skills is not required for participation; and where some type of draft, draw or other acceptable method is utilized to ensure distribution of talent among the league teams. III. ELIGIBILITY: A. Teams. A team must meet one of the following criteria to be eligible to participate in the Region’s “B/C” program: 1. The team must represent a recreational league as defined above in II or, 2. All players on the team must be residents of a single community that is located a minimum of (50) miles from the nearest A.S.A. recreational league in which they are eligible to participate or, 3. A 12 & Under team formed in a metropolitan area where no recreational league is offered in their respective age classifications, must be comprised of players who all attend the same high school or who all live within the same single high school attendance area. Note: “High school attendance area” shall not be interpreted as “high school district boundaries”. B. Players. Players rostered on a ”B/C” team must meet the following criteria: 1. If the team represents a recreational league in II.A.1 (above), all players participating on the “B/C” team must have been registered participants from one single recreational league approved by the local Junior Olympic Commissioner. Said players must be active participants in the recreational league’s current regular season scheduled league games. 2. Individual players who *participate on an “A” team after May 1 of the current season are not eligible to participate in “B/C” tournaments during the current calendar year. *Note: “Participate in this sentence shall be defined as uniformed and rostered attendance at an umpired game. 3. Players who participate on a varsity softball team at a four-year college or university are not eligible to participate in the Junior Olympic “B” Tournaments. IV. REGIONAL POLICIES: A. B. C. D. E. “B/C” teams that participate in National Qualifying evens are not eligible to participate in “B” Championship events in the same season. “B/C” teams may participate in an “A” tournament (except Championship events) with the approval of the local Junior Olympic Commissioner. “B/C” teams may be reclassified to “A” by the local Junior Olympic Commissioner based upon their performance in an “A” tournament. “B/C” teams may appeal their reclassification to the Junior Olympic classification committee. Teams Participating in “B/C” Championship Play must fulfill those sections of the A.S.A. Code pertaining to Championship play to the same extent as teams participating in “A:” Championship events.
