One way to organize cross-cultural and multi-level governance cooperation The Norden Association Baltic Sea Future 7th March 2017 About MLG – multi-level governance Multi-level governance is an approach in; • Political Science • Public administration theory • Political and administrative praxis In this presentation and in my approach I will focus in the practical use of Multi-level governance About cross-cultural – take into account • • • • • • • • • Different language and understandings Ethics and moral Worldview and mankind Traditions and systems to handle design of organizations, norms and regulations Politics and political systems, and actors Business, economic and ecological ambitions and perspective Socioculturell ambitions, education, learning… Living standard and views on (welfare)-state mission International relations and ambition to co-operate About MLG – multi-level governance • Multi-level governance gives expression that there are many interacting authority structures at work, between the domestic and international layers and levels of authority, and stakeholders. It is part of participatory democray in MLG that citizens, the civil society, businesses, universities etc is invited and can participate in the MLGprocesses • One way to organize this is: 1. Strategic development processes can be organized as ”flagship” between regular policy-makers, administrations and agencies, and stakeholders 2. Beneath, part of the flagship, as smaller boats, you can organize more practical and operative actions: a) tematic co-operation and networks between regular policy-makers, administrations and agencies, and b) if necessary, organize special operative projects. • Think of is as an armada with the same mission, or the same target A practical organisation based on MLG • To design this kind of flagship and more practical co-operation my experience is that it is best to START FROM a case, a problem or a mission – and in the beginning look at them from different the aspects and perspectives among the participants. • With open minds. Curios of eachother. Focus on the case, problem or mission. • The learning process has already began! And this is also an important part of competence and capacity building. A practical organisation based on MLG - Gap-analyze ideal/present situation • How should it look like when the result and effect is as best? • How is the situation now? A practical organisation based on MLG - Actions and measures • Which impact goals, performance goals, performance targets are relevant? • What actions and measures are needed in achieving the objectives? • Which and how much resources are needed? A practical organisation based on MLG - Gap-analyze and choice • Describe the perfect access to resources and expertise? • Are these resources available? • Choice – what should we start with? A practical organisation based on MLG - POLCC • Plan • Organize • Leadership • Coordinate, co-operate • Control (monitoring, evaluation) A practical organisation based on MLG - The result • How can the work be a part of a ordinary process? • How should the result be communicated? • • • • As learning?
