Why do another MOU?
•
Allow the region to start moving forward
in terms of groundwater management
•
This would be an interim measure with
designated purposes
•
Next year either special act legislation or
a JPA would need to be put in place,
effective January 2017, for long-term
certainty to develop and implement the
GSP

This MOU would do the following
 Set a timeline to initiate the GSA (Notice of
Intent would be filed in March 2016)
 Set forth initial administrative funding
 Set forth the governance structure for the
GSA
 Begin testing the process of regional
colaboration

Initial Administrative Funding
would do the following?
 Pay for a legal opinion on how to
implement Proposition 26 (Funding for
GSP)
 Evaluate a GSP Budget
 Other Administrative Costs

Requirements to initiate the GSA
 Execute the MOU
 Funding parties to pay $3,000
 Submit a Notice of Intent
 There is a 90 day review period by DWR

Who are the designated funding
agency-categories for the initial
administrative costs stated in the MOU
 Alta ID
 County of Tulare
 County of Fresno
 Cities (Reedley, Dinuba and Orange Cove)
 Irrigation Districts (Orange Cove ID, Hills
Valley ID and Tri-Valley WD)

Initial Authority Granted by MOU
 Alta ID shall be the fiscal agent for the
initial administrative costs
 Alta ID shall determine and pay such
initial administrative costs

Governance of MOU
 Follows AB 1135
 Seven person board (assuming all
designated agencies sign)
 Other parties could sign as interested
parties

Termination of MOU
 Thirty day notice
 Initiation of special act district or JPA
 July 1, 2017, if GSA is not formalized for
the stated region
