SECTION I: INVITATION FOR BIDS (IFB)
Subject : Tender for Disposal of e-Waste as per attached Annexure-A.
(A) Scope of Work
: Tender for Disposal of e-Waste as per attached Annexure-A.
(B) Eligibility Criteria:
The pre-qualifications of the bidders are as under:
i.
A recycler/dismantler must be authorized/registered from SPCBs/PCCs under E Waste
(Management) Rules, 2016, provided that any person authorised/registered under the
provisions of the Hazardous Wastes (Management, Handling and Trans boundary
Movements) Rules, 2008, and the E-waste (Management & Handling) Rules, 2011 prior to
the date of coming into force of these rules shall not be required fresh authorisation till the
period of expiry of such authorisation/registration.
ii.
A recycler/dismantler should be part of producer’s channelization system.
Before submission of the bid, the bidders must verify the eligibility criteria and ensure
fulfilment of all the terms and conditions. In the absence of proof of supporting copies of
documents / certificates under eligibility criteria above, the bid is liable to be rejected.

(C) Bid Submission:
Please submit your offer as per attached annexure-A strictly as per the following terms and
conditions in sealed envelope super scribing “Disposal of e-Waste” latest by 3:00 PM on
20.7.2017 to Director, Centre for Development of Advanced Computing (C-DAC), E-25 (I & II
Floor), Hauzkhas Market, New Delhi-110016. The bid will be opened at 20.7.2017
(D) Bids complete in all respect should be submitted at the given address above by the due date
and time of bid.

SECTION II: INSTRUCTION TO BIDDER (ITB)
(A) Inspection Meeting: The interested bidder can inspect the material on 3-4 July 2017 (1100
hrs to 1600 hrs) at C-DAC New Delhi office to inspect the material.
(B) Offer Validity: Offers should be valid for minimum Ninety (90) Days from the date of
opening the Bid. A bid, valid for a shorter period, is liable to be rejected. C-DAC, Delhi may ask
the bidders to extend the period of validity, if required.
(C) In case of any discrepancy between rates mentioned in figures and words, the higherr shall
prevail. If there is a discrepancy between the unit price and the total price that is obtained by
multiplying the unit price and quantity, the unit price shall prevail and the total price shall be
corrected.
(D) Earnest Money is liable to be forfeited and bid is liable to be rejected, if the bidder withdraw or
amends, impairs or derogates from the tender in any respect within the validity period of the
tender.
(E) The Earnest Money of all unsuccessful bidders shall be returned as early as possible within the
Bid Validity period but not before 30 days from the date of LOA. No interest will be payable by
C-DAC on the Earnest Money Deposit. The Earnest Money of successful bidder shall be
returned after successful completion of entire work.
(F) The rates should be quoted in Indian Rupees, for the entire work to be done at site, BOTH
IN FIGURES & WORDS. All the quoted prices shall be fixed and shall not be subject to change
of any description during the bid validity period.
(G) C-DAC, Delhi reserves the right to accept / reject the offers or cancel the whole tender
proceedings without assigning any reason whatsoever. Offers through Email / Fax, etc and
open offers shall not be accepted. Late / Delayed offers shall not be accepted under any
circumstances. Incomplete offers will be rejected. In case the specified date for the submission
of offers being a holiday or declared holiday for C-DAC, the bid-closing deadline shall stand
extended to the next working day up to the same time.
(H) Any attempt of direct or indirect negotiations on the part of the bidder with the authority to
whom he has submitted the tender or authority who is competent to finally accept / reject the
same after he has submitted his tender or any endeavour to secure any interest for an actual or
prospective bidder or to influence by any means the acceptance of a particular tender will
render the tender liable to be rejected.
(I) CDAC shall not be responsible for delayed submission or non-submission of bid due to any
reason whatsoever. The bidders are requested to submit the bid much before date & time of
submission, failing which CDAC shall not be responsible for any such problem.
(J) Disclaimer: This Tender / Request for Proposal (RFP) is not an offer by C-DAC, Delhi, but
an invitation for bidder’s response. No contractual obligation whatsoever shall arise from the
RFP process.

SECTION III: SPECIAL CONDITIONS OF CONTRACT (SCC)
(A) Price Basis: Purchase price will be inclusive of all related expense like Loading, Un-loading,
Packing, Transportation etc.
(B) Award of Contract: The ranking shall be done on H1 (highest) basis. The decision of C-DAC
will be final and binding in this regard.
(C) Payment: The successful bidder will have to make full payment by Bank Draft in favour of
Centre for Development of Advanced Computing ,within 10 days from the date of LOA
(Letter of Award), failing to which EMD will be forfeited.
(D) The successful bidder, after making full payment shall take delivery of the items in one lot.
Necessary documents will be provided at the time of delivery of the items.
(E) Competitive sealed tenders are invited from authorized dismantler/recycler from SPCBs/PCCs
under E Waste (Management) Rules, 2016 for disposal of e-Waste on "as is where is basis"
without guarantee, measurement, weight and number.
(F) The items are listed in Annexure-A with this document.
(G) The purchase price is to be offered for all the items in one lot irrespective of number in the
enclosed pro-forma of “FINANCIAL BID” at Annexure-A. Cost offered in part wills not be
accepted. The highest price criteria shall be applied on the total composite amount
of all items taken together.
(H) The successful bidder shall take away the items on his own risk & responsibilities.
(I) If the successful bidder does not lift the items within the stipulated time and in any way
refuses to honour the offer, the EMD deposited shall be forfeited. Other suitable actions
against the bidder may also be initiated.
(J) The C-DAC reserves the right to accept or reject any or all the offers of tenders without
assigning reasons thereof.
(K) In case of any dispute, the decision of the Director, C-DAC, Delhi shall be final and binding on
all parties.
