PURPOSE To provide a central point of contact for force in all inputting related matters relating to force and national systems. To manage policy, use & maintenance of Force PNC and inputting records and assist in development of policy resulting from changes in legislation or new systems. To supervise the Central Input Bureau staff including training and quality assurance. When necessary, to support the head of department by attending regional or national meetings. To maintain the dictation system and ensure that Central Input Bureau staff are appropriately trained to use it. 2. POSITION IN THE ORGANISATION Information Manager Supervisor x 2 (This Post) CIB Support Officers (x 21.5) Staff responsible to this post: Bureau Staff : To ensure that relevant police information is input accurately, adequately and timely onto the Force Wide and national systems in accordance with the principles of the Management of Police Information (MoPI) and compliant with the National Crime Recording Standards (NCRS) and the ACPO Compliance Strategy time guidelines. 08/16 3. MAIN RESPONSIBILITIES (INPUT) (OUTPUT) To ensure that the Central Input Bureau meets the ACPO Compliance Strategy time guidelines. Ensure that the Force is sighted in current performance trends, causes of poor performance, and compliance and is fully sighted in repercussions. To ensure Dorset Police policy, procedure and practice is lawful, has continuity in approach and complies with all necessary legislative standards designed to ensure accurate information owned on the forcewide and national systems. Information is such that civil litigation is avoided and crime prevention and detection opportunities are maximised To ensure that the Force is compliant with national guidelines, legislation and policies. To be fully conversant with Force computer systems including Criminal Justice System (CJS) Police National Computer (PNC) Custody systems (VCS) Domestic Violence system (DV) and Accident Records (ACU) Crime recording (CRI) Command and Control system and Reportable Offences system. To ensure that all staff within the bureau understand the MoPI principles of data quality in that information should be recorded for a policing purpose and be Adequate, Accurate, Relevant and Timely. As Supervisor of the bureau the role holder will be the tactical lead and will work closely with business leads to develop strategies for driving up data standards across the Force. Collaboration between business area experts to ensure that there is a co-ordinated approach to continuous improvement. To attend local, regional and national meetings as the tactical lead for the bureau for when required to attend on behalf of the Data Quality Manager, representing department. Ensuring that the department is represented at relevant national and Force meetings and that the departmental Supervisors align their work. To be the SPOC for the force in relation to the dictation system. Responsible for programming the system; the creation and amendment of templates for the recording of crime and public protection records. The post holder is responsible for continuous improvement of the system, eg designing functionality to improve data quality across the Force. The posts holder is the SPOC for the Force in the use of the dictation system and is therefore responsible for ensuring that the system is used to its full advantage; this involves ensuring that other departments are made aware of the potential benefits of its use. To liaise on behalf of the department between other departments, police forces and external agencies. Ensure that processes are in place to ensure the expedient transfer of information. SPECIAL CONDITIONS/ADDITIONAL INFORMATION Attendance at Regional and National Meetings will require travelling out of Force and on occasions staying overnight Supervision of staff who work a 24/7 shift pattern so may receive phone calls out of hours The Force Values together with the National Code of Ethics are a set of non-negotiable standards that all Dorset Police staff must abide by. TERMS OF APPOINTMENT Salary scale F: Starting at £25,401 rising by yearly increments to £29,880. Office hours are 08.40am to 17.00pm, Monday to Thursday and 08.40am to 15.40pm on Friday, with 40 minutes for lunch. A flexitime system is in operation within the Department. 08/16 9. PERSON SPECIFICATION Essential Criteria Criteria to be measured Competencies Required Criteria A In depth knowledge of all aspects of the PNC including the PNC Codes of Practice and the relevant performance and security standards Criteria B Excellent communication and interpersonal skills as the post holder will be required to present data and represent the force at a local and National level Criteria C Supervisory/managerial qualification and/or relevant experience Criteria D Must be conversant with relevant National legislation such as the Management of police Information Code of Practice and the Police National Computer Code of Practice. Criteria E IT literate with good keyboard skills, proven ability to master in-house and bespoke systems. This role will be responsible for researching, inputting and administration of I.T systems Criteria F Ability to research and produce well written reports as well as the ability to analyse and understand performance information Criteria G Able to review existing processes and quality assure outcomes, the post holder will need to implement and manage processes to ensure that data standards are met Desirable Criteria Criteria to be measured Competencies Required Criteria H Be able to demonstrate advanced working knowledge of Dorset Police information systems, in particular the Crime recording system, Domestic Violence system, Accident reporting system and Reportable offences system.
