1.0Introduction
TheIndigenousSport,PhysicalActivity&RecreationCouncil(I·SPARC)isresponsibleformanagingthe
TeamBCProgramfortheNorthAmericanIndigenousGames(NAIG).Throughthesupportandoversight
ofitsTeamBCWorkGroupandProvincialSportCommittees,I·SPARChasestablishedacoordinated
TeamBCprogramthatincludesthedevelopmentofacomprehensiveprovincialprocesstoselectthe
500AboriginalathletesandcoachestorepresentBritishColumbiain13sportsatNAIG.Asamemberof
TeamBCyourepresentyourfamily,community,NationandtheprovinceofBritishColumbia.Youare
expectedtoconductyourselfinthespiritoffairplayandinaresponsible,respectfulmanneratalltimes.
ItisexpectedthatallTeamBCmemberswillfulfilltheirrolesandresponsibilitiesandrepresentBritish
Columbiawithintegrityandhonour.TheTeamBCCodeofConductisabasicoutlineofexpected
behavior.Thosewhodemonstrateaninabilitytoconductthemselvesinanappropriate,socially
acceptablemannerwillbesubjecttoI·SPARCandTeamBCDisciplinaryProcess.AmemberofTeamBCis
definedasanyonewhoisenrolledintheTeamBCProgramincludingathletes,coachingstaff,
chaperonesandmissionstaff.
1.1Behaviour
TeamBCmembersareexpectedtoactinamannerthatreflectsresponsibilityandcontrol.AllTeamBC
membersshallremainpoliteandfollowallrulesandregulationsassetbyTeamBC,I·SPARC,NAIGHost
Societyandtheaccommodationvenue.TheTeamBCprogramfallsunderI·SPARC’spillarofExcellence.
EachmemberofTeamBCwasselectedbecauseoftheirexcellenceinsport.Itisexpectedthatall
memberscarrythemselvesinsuchawaytoreflectthat.BringingshametothenameofTeamBCin
anywaywillnotbetolerated.Enjoythislifechangingexperiencetoitsfullest,competehardandhave
fun.ItisyourresponsibilitytoreporttotheOfficialsofTeamBCortheHostSocietyanythingthat
appearsoutoftheordinary,unsafeorinappropriate.AllmembersofTeamBCarealsoexpectedto:
• Actasambassadorsfortheirnation/communityandtheprovinceofBritishColumbia;
• ParticipateinGamesinthespiritoffairplay,co-operationandrespectforothersatalltimes;

1.2CodeofConductBreach
AnyTeamBCmemberallegedtohavebreachedtheCodeofConductwillbetreatedwithrespect,which
includestherighttoafairhearing.Allallegationsofmisbehaviourand/orabreachoftheCodeof
ConductwillbehandledinafairandconsistentmanneraslaidoutintheTeamBCDisciplinaryProcess.
AnyTeamBCmemberwhobreachesthisCodeofConducthastherighttorequestathirdpartybe
presentatalltimesduringtheTeamBCDisciplinaryProcesstoactasanadvisorandtowitnessthe
proceedings.

2.1Jurisdiction
MinorinfractionsshallbereportedimmediatelytotheHeadCoach/CoachingStaffresponsibleforthe
well-beingofthepersondeemedtobeviolatingtheTeamBCCodeofConduct.ItistheCoachingStaff
responsibilitytodeterminetheappropriatesanctionsinaccordancetotheTeamBCCodeofConduct.
MajorinfractionsandrepeatedoffencesshallbereportedimmediatelytoaTeamBCOfficial.Atthat
timetheTeamBCDisciplinaryProcesswillbegin.Allinfractionswillbehandledinafairandrespectful
mannerandtheindividualaccusedofbreachingtheCodeofConductwillbegivenanopportunitytoa
defenceoftheallegationsbroughtagainstthem.Allinfractionsshallbereportedusingallappropriate
proceduresandbycompletinganincidentreporttoensuretheeventhasbeendocumentedtomaintain
theintegrityoftheTeamBCDisciplinaryProcess.Allcommunicationofdisciplinarymatterstooutside
partiesshallbehandledbytheTeamBCOfficialresponsibleforoverseeingthedisciplinaryprocess.All
documentationandinformationregardingthedisciplinaryprocessshallremainstrictlyconfidential.All
membersoftheTeamBCDisciplinaryProcessshallrefrainfromdisclosingthedetailsofthematterto
outsideparties.

3.0StandardsofConduct
TeamBCiscommittedtoprovidinganenvironmentwhereallindividualsaretreatedinafairand
respectfulmanner.TeamBCsupportsequalopportunitiesandprohibitsdiscriminatorypractices.All
membersofTeamBCwillrefrainfromcommentsorbehaviours,whicharedisrespectful,offensive,
abusive,racist,sexistorhomophobic.BeingamemberofTeamBCisanhonour,andallTeamBC
membersshallmaintainitsintegrity.
3.1RespectforYourselfandOthers
AllmembersofTeamBCareexpectedtomaintainthehighestlevelofrespectinallaspectsoftheTeam
BCprogram.Teammemberswillrespectthefundamentalrights,dignityandworthofathletesandtheir
familymembers,othercoaches,officials,volunteers,administratorsandspectators.Allmembersof
TeamBCwillnotuseprofanity,obscenelanguage,oroffensivegesturesduringorafterasportingevent.
3.2Harassment
TeamBCmembersshouldnottolerateharassment.Harassmentcanbeexhibitedinmanydifferent
ways.I·SPARChasapolicywhichisdesignedtoaddressharassmentissuesinanefficientandeffective
manner.AllmembersofTeamBCareboundbythisHarassmentPolicy.Harassmentincludesanyformof
hazing,initiations,orbehaviourthatmightbeconsideredbullying,intimidation,abusive.Ifyou,or
someoneelse,areinanuncomfortablesituationandareunsureaboutwhattodo,contactaTeamBC
Official.Creatingasafeandcaringenvironmentisacollectiveeffortandrequiresahighlevelof
awarenessbyallmembersofTeamBC.
3.3UnbecomingConduct
AllmembersofTeamBCshallconductthemselvesinapositive,sociallyacceptablemanneratalltimes.
TeamBCmembersshouldnotexhibitbehaviourthatisunbecoming,orreflectnegativelyontheteam.
Thisincludesbutisnotlimitedtocheating,bullying,hazing,swearing,littering,anddisrespect.AllTeam
BCmembersshallrepresenttheirfamilies,communities,Nationsandprovincewiththeutmostpride.
3.4DressCode
AllTeamBCmemberswillreceiveanofficialTeamBCclothingkit.Thiskitwillincludeitemstobeworn
duringtheOpeningandClosingCeremonies,aswellasacompetitionuniform.Allmembersare
expectedtowearofficialclothingateventshostedbyTeamBCand/ortheHostSociety.TeamBC
clothingkitsarenottobealteredinanyway.TheTeamBCclothingkitshallbetreatedwithrespectand
shallbeworninaneatandtidymanner.EachmemberofTeamBCisresponsiblefortheirclothingkit
andensuringtheyparticipateintheappropriatedress.
3.5Curfew
Unlessotherwisestated,theTeamBCcurfewis10:00pm(localtime)forallTeamBCathletes(Athletes
mustbecheckedintoaccommodationsandintheirownroomsby10:00pm.AnyTeamBCmemberthat
hasnotcheckedintotheiraccommodations,orfailstocheckintotheiraccommodationatall,is
consideredtohavebrokencurfew.Exceptionstothecurfewwillbemadeifcompetitionandwork
schedulesrequirethecurfewtobeextendedorifanathleteisatamedicalfacility.Itistheresponsibility
oftheTeamBCmembertoinformTeamOfficialsofthesituation.“Quiettime”atthehotelbeginsat
9:30pmthroughto7:00am.“Lightsout”by11:00pm.
3.6PolicyonAlcohol,IllegalSubstancesandTobacco
TheNAIGaredeclaredanalcoholanddrugfreeeventandTeamBChonoursthisinprovidingan
environmentfreeofdrugs,alcoholandtobacco.
TeamBChasazerotoleranceformembersfoundtobeundertheinfluenceof,orinthepossessionof
drugsand/oralcohol.MembersofTeamBCshallnotconsumealcoholatanytimeduringtheGamesor
traveltoorfromtheGames.Anyteammemberfoundpossessinganyalcoholorwhoisobviously
intoxicated,hasalcoholontheirbreath,and/orisseenconsumingalcoholwillbesubjectedto
disciplinaryprocedure,includingbeingsenthomeattheirown/theirparents’expense.
MembersofTeamBCshallrefrainfromtheuseoftobacco(i.e.cigarettes,snufforothertobacco
products),exceptforceremoniesandtraditionalpractices.Athletesshallnotuseanytobaccoproducts,
includingsnuff,atanytimeduringtheGamesorduringtraveltoorfromtheGames.Adultswhoare
tobaccousersshallrefrainfromsmokingorusingtobaccointheAthletes’Village,atallofficialTeamBC
activitiesorfunctions,andatcompetitionsitesandshallexercisediscretionsoastonotadverselyaffect
theathletes(e.g.waituntildesignatedbreakawayfromtheathletes).
3.7SocialMedia
TeamBCencouragesthepromotionofathlete/teamaccomplishmentsthroughsocialmedia.Itisaway
ofstayingconnectedwithfamilyandfriends.However,TeamBCwillnottolerateanynegativeexposure
fromanyteammember.3.7.1SocialMediaAppendix-Seetheappendixforfurtherclarificationof
TeamBC’sSocialMediapolicies.
4.0TeamBCDisciplinaryProcess
MembersofTeamBCdeemedtohavebreachedtheCodeofConductwillbeadvisedoftheprocedures
inthispolicy,andoftherighttoconsultanAdvocate.Inthecaseofamajorinfraction,TeamBCOfficials
shallconveneacommitteeandholdahearingwithintwelvehoursofthereceiptofanincidentreport.
Thehearingshallbegovernedbysuchproceduresasthecommitteeseesfit,providedthatthefollowing
principlesareobserved;
• Theindividualinquestionshallbegivenatleasttwohoursnoticeofthehearing
• Theindividualinquestionshallhaveanopportunitytoaddressthecommittee
• Theindividualinquestionmaybeaccompaniedbyanadvocate
• Thehearingshallbeheldinprivate
• Thecommitteemayrequestwitnessestotheincidentbepresentatthehearingtoprovide
evidence
• Therightsoftheindividualinquestionshallbeprotectedatalltimes
• Timesensitiveissueswillberespected
• WrittendecisionwillbegiventotheindividualwithacopytoTeamBCOfficials(electronicor
hardcopy)
• Allinformationregardingthedisciplinaryprocessshallremainstrictlyconfidential
4.1DisciplinaryCommittee
TheDisciplineCommitteeshalldetermineappropriatesanctionsinaccordancewiththeguidelines
outlinedinthispolicy.TheDisciplineCommitteeisresponsibleforallmajorinfractions.TheDiscipline
CommitteeshallbecomprisedofamemberoftheCoachingStaffdirectlyresponsiblefortheindividual
inquestionandthreemembersofTeamBC’sMissionstaff(whichwillincludeeithertheChefdeMission
orAssistantChefdeMission,andtheTeamBCElder).IftheindividualispartoftheCoachingStaffora
TeamBCOfficialthenI·SPARCstaffwillappointasuitableindividualtoserveontheDiscipline
Committee.Thecommittee’sdecisionshallbecommunicatedtotheindividualinwriting,withafull
explanationoftheirrendering.AcopyoftheCommittee’sdecisionshallalsobeprovidedtoTeamBC
Officials.
4.2DisciplinaryAction
CodeofConductbreachescanoccuratvaryinglevelsandthereforevaryinglevelsofdisciplineare
necessary.ItistheresponsibilityoftheCoachingStaffandtheorganizersoverseeingtheevent,toassess
andtakepossibledisciplinaryactionforminorinfractions.Allmajorinfractionsmustbeprocessedbya
TeamBCDisciplineCommittee.InadditiontotheprovisionsofthisPolicy,officialsofTeamBCmay
contactlocalpoliceconcerningthebehaviourofanyTeamBCmember,ifappropriatetodoso.Itshould
alsobenotedmembersmayalsobesubjecttofurtherdisciplinaryproceduresbytheProvincialSport
Organization(PSO).I·SPARCmayalsotakefurtherdisciplinaryactionaftertheconclusionoftheGames.
4.3IncidentReportForm
AlldisciplinaryactiontakenagainstamemberofTeamBCmustbesupportedwithawrittenreportto
ensuretheprocessiswelldocumentedandtransparent.Alldisciplinaryactionshallbereportedinan
IncidentReportForm.AllIncidentReportFormsshallbeconfidentialandkeptinasafe,securelocation.
4.4Appeals
IndividualssubjecttotheTeamBCDisciplinaryProcesswillbegiventheopportunitytoappealany
decision,beforeanAppealsCommittee.Anappealmaybegiveniftherewasanerrorintheinitial
process,unfairpracticesfollowedorthereisnewevidenceand/orfactsthatprovetheinitialdecision
unjust.

4.5AppealsCommittee
Theindividualinquestionhastwohoursfromthetimeofreceivingadisciplinarydecisiontolaunchan
appeal.Likewise,ifTeamBCOfficialsconsiderthedisciplinaryactiontakentobeunreasonable,harshor
lenienttheyshallhavetwohoursfromthereceiptofthedecisiontolaunchanappeal.Insome
circumstances,includingwhenamemberofTeamBChasbeenremovedfromcompetitionaftertesting
positiveforillicitdrugs/narcoticsorperformanceenhancingdrugsormethods,appealsmayoccurata
latertime.TheAppealsCommitteewillconsistofaTeamBCOfficial,amemberoftheTeamBCCoaching
staffandathirdpartyselectedbyaTeamBCOfficialfromamongtheAppellantspeers,butnotonthe
sameteam.TeamBCOfficialsshallcollectalistofTeamBCmemberswillingtoserveonanAppeals
CommitteeandselectthemembersofAppealsCommitteesfromthislist.TeamBCOfficialsmayalso
requestrepresentativesfromtheHostSocietyandmembersofotherdelegations.Appealsmustbe
statedinwritingandmustbedeliveredtoaTeamBCOfficial,whowilladvisethepersonoverseeingthe
initialdisciplinaryprocess.TeamBCOfficialsshallconveneanewcommitteeandholdahearingwithin
twelvehoursofthereceiptofanappeal.Thehearingshallbegovernedbysuchproceduresasthe
committeeseesfit,providedthatthefollowingprinciplesareobserved:

4.6AppealsDecisions

shallbecommunicatedtotheappellantinwriting(electronicorhardcopy),withreasonsandshalltake
effectimmediately.Allappealsdecisionsarefinal.
4.7Advocate
AllmembersofTeamBCinvolvedinadisciplinarysituationshallhavetherighttoseektheadviceand
assistanceofanAthleteAdvocate.TeamBChasaYouthLiaisonrepresentativeontheMissionStaffwho
isatrainedyouthadvocate.TheathletemaychooseanotheradvocatethatisamemberofTeamBCor
anotherindividualwhoiswillingandabletoserveasanadvocate.Advocatesmustbeatleasttheageof
majority.
5.0DisciplinaryRecommendations(Sanctions)
Outlinedinthefollowingsectionarethevariouslevelsofacceptabledisciplinarysanctions.Other
sanctionsmaybeapplieddependingonthecircumstances.Alldisciplinarydecisionsshallbemadeby
theDisciplinaryCommitteeandshallfollowtheguidelineslaidoutintheTeamBCCodeofConduct.

6.0ExamplesofInfractions
Listedbelowareexamplesofminorandmajorinfractions.Thisisnotaninclusiveorexhaustivelistbutis
basedonthestandardofbehaviorexpectedbyTeamBCmembers.Forbothminorandmajorinfractions,
the individual being disciplined will have an opportunity to respond to the allegations. The Chef de
Mission or Assistant Chef de Mission has the authority to determine if an infraction not listed in this
handbook is a minor or major one. Procedures and disciplinary range of action for dealing with the
infractionwillbebasedonthesameguidelinesasoutlinedinthishandbook.
6.1ExamplesofMinorInfractions
AllminorinfractionsshallbereportedtotheHeadCoachorAssistantChefdeMission.TheHeadCoach
orAssistantChefshalldetermineappropriatedisciplinarysanctionsinaccordancewiththeguidelines
outlinedinthispolicy.Minorinfractionsmayincludebutarenotlimitedto:
• Singleinstancesofdisrespectfulorunsportingbehaviour(e.gspitting,swearing,verbalabuse,
threats,racist/sexist/homophobicslurs,etc.);
• Beinglate,orabsentfrom,TeamBCactivitiesorfunctions(withoutpermissionfromHeadCoach
andChef/Asst.Chef);
• Failingtofollowthedresscode;
• Useoftobaccoproductsbyminors(under19yearsofage);
• UseoftobaccoproductsbyadultswithintheAthletes’Village,atofficialTeamBCactivitiesor
functions,oratpractice/competition;
• AminordisturbanceordisruptionafterquiettimeintheAthletes’Village;
• Othersimilarinfractionsofminorseverity.
6.2ExamplesofMajorInfractions
AllmajorinfractionsshallbereportedtotheHeadCoachandAssistantChefdeMission.ADiscipline
Committeeshalldeterminetheappropriatedisciplinaryactioninaccordancewiththeguidelines
outlinedinthispolicy.Majorinfractionsmayincludebutarenotlimitedto:
• Repeatedminorinfractions;
• Unsportsmanlikeconductsuchasfighting;
• Majordisruptionsafterquiettimeandcurfew;
• Vandalism,damage,destructiontoaccommodations,facilities,equipment
• Possessionoforconsumptionofalcoholatanytime;Intoxicationatanytime;
• Pranks,jokes,orotheractivitieswhichendangerthesafetyofothers;
• Possessionoruseofillegal/recreationaldrugs;
• Ananti-dopingruleviolationundertheCanadianAnti-DopingProgram;
• Failureofcoachestoenforcedisciplineforminorinfractions;
• Othersimilarinfractionsofmajorseverity.
7.0Agreement
AllmembersofTeamBC,bywayoftheirparticipationintheTeamBCprogramandtheirsignedconsent
toparticipateintheNorthAmericanIndigenousGames,acceptandagree:

TeamBC,HostSociety,Accommodations/Facilitiesvenues;andtoacceptactionstakenfor
failuretoabidebytheseguidelinesandrules;
Toconductthemselvesinamannerrespectingthefacilities,otherplayers,referees,and
coachingandadministrativestaffofTeamBCwhileamemberofTeamBCandparticipantinthe
Toronto2017NorthAmericanIndigenousGames;
ThatiffoundtobeusingorinthepossessionofdrugsoralcoholorinviolationofTeamBC
and/ortheHostSociety’srulesandregulationsthatthisshallresultinimmediateejectionfrom
theTeamBCprogram;
Thatifdismissedfromtheprogram,he/shemaybesenthomeimmediatelyathis/her
parents’/guardians’expensebywhatevermeansismostconvenientfortheprogram
administrator.Further,ifdismissedfromtheprogramoreventregardlessofdate/time,the
TeamBCfeewillnotbereimbursed.
3.7.1-SocialMediaAppendix
Introduction
I·SPARCandTeamBCrecognizesitsathletes,coachesandmissionstaffarelikelytotakepartinsocial
mediainteractionspriorto,duringandaftertheNAIGandhasidentifiedtheneedtoestablishguidelines
withregardtosocialmediausage.TeamBCmembersarethebestambassadorsandpromotersofthe
NAIGandareencouragedtosharetheirexperiencesthroughsocialmedia,however,membersofTeam
BCneedtobeawarewhenusingsocialmediaduringthe2017NAIG,theyneedtorespectthefollowing
guidelines.
PolicyStatementandScope
Thispolicydefinestherightfulusesofsocialmediawithinthe2017NAIGandprovidesguidelinesfor

RolesandResponsibilities
OnlytheselectedmembersofthecommunicationsteamarepermittedtospeakonbehalfofI·SPARCor
TeamBCusingofficialTeamBCsocialmediaaccounts.TeamBCManagement,inparticular,theTeamBC
CommunicationsManager,willdesignatewhohastheauthoritytospeakonbehalfofTeamBC.

Socialmediareferstoanyonlinepublicationandcommentary,includingbutnotlimitedtoFacebook,
Twitter,YouTube,InstagramandTumblr.TheseguidelinesprovidedirectionforallTeamBCmembers
whochoosetoidentifytheirrelationshipwithTeamBCand/orthe2017NAIGthroughpersonalsocial
mediaaccounts.

• Writeinthefirstpersonandbeclearthatyouarespeakingforyourselfandnotonbehalfof
TeamBC.
Berespectfulandbeateamplayer
• Nospam,untruthful,defamatoryordiscriminatorycommentsandexpletives.Remainpoliteand
appropriateatalltimes.Socialmediaisaboutbuildingrelationshipsandprovidingworthwhile
informationandperspective.
• Ateamstickstogetherbothonlineandoffline.Neverspeakillofteammates,coaches,
chaperonesormissionstaff.
Beresponsibleandexercisegoodjudgement
• Socialmediaisnotprivate.Everythingonlineisvisibletotheentireworldandisdiscoverable,no
matterhowhighareyourprivacysettings.
• Respecttheprivacyandopinionsofothersanddon’trevealconfidentialinformation.
• EverymemberofTeamBCisarepresentativeoftheircommunity,Nation,sportandprovince.
Theyareresponsibleforthecontenttheypublishandhowtheyparticipateinsocialmedia.
Video/Audio/Photos
• Photosandvideosmustberespectful.PersonalphotographsandvideotakeninTeamBC/NAIG
capacitymaybepostedtopersonaluseonlyandnotforcommercialsalesordistribution.Be
mindfulofwhoyouareincludinginyourvideo/photoandaskthemfortheirpermissionbefore
youpostorshare.Contentsharedviasocialmediathatareinappropriateand/orinvadeone’s
privacywillbeconsideredaviolationofthesocialmediapolicyandthusly,theTeamBCcodeof
conduct.
Enforcement
Inappropriatecontent,advertisingandspammayberemovedatthediscretionofI·SPARC.Ifacomment
leadstoongoingdialogue/debatethatisbeyondthescopeofourmandateandinteresttoouraudience,
theconversationwillbemovedtoemail,directmessageorothermoreappropriateforum.Violationof
theseguidelinesbyamemberofTeamBCmaybesubjecttodisciplinaryactionaswritteninTeamBC’s
CodeofConduct,whichcanincludesuchactionaswithdrawalofaccreditationandremovalfromthe
TeamBCprogram.
