BUSINESS AREA OVERVIEW
The Dispute Resolution Office, Justice Services Branch focuses mainly on enhancing access to justice through
justice transformation projects, including the development of user-focussed alternatives to traditional court
processes and the cutting of cost, complexity and delay. This will be achieved through a shift to userfocused dispute resolution models and an integrated approach. Current initiatives include the
implementation of the Civil Resolution Tribunal – Tribunal Transformation initiative, the streamlining of BC’s
human rights services, and the implementation of a Public Legal Education and Information program.
JOB OVERVIEW
To analyze, develop, refine, manage, maintain and implement delivery of highly specialized, client-focused
technology-based services. Develops data taxonomy and hierarchy to ensure ease of access to information for
users through a variety of methodologies and user-centric processes. Operates at the center of a
multidisciplinary justice service delivery infrastructure combining service redesign, technology, dispute
resolution, and client service. Creates and manages content delivered directly to the public through a multidisciplinary, multi-sensory, web-based expert system platform.
ACCOUNTABILITIES
Required:

Manages the design, development, testing and maintenance of a web-based justice service platform
(web-based expert system) for the ministry.

Conceptualizes and translates user requirements through designing information structures, including
navigation, work and dataflow, data categorization, labeling and searching best practices.

Analyzes user behaviour, preferences, objectives and working methods to determine how users
consume content.

Plans information architecture, including evaluating information representation, studying the site
concept and strategy.

Designs, develops, implements and maintains utilities and layered products designed to support
systems management, security reporting; queue management, operations.

Organizes and presents data to the user in a meaningful, clear and intuitive manner whether on web
sites or other systems such as mobile devices.

Ensures form and content of information complies with specific methodologies required for the justice
service platform.

Plans and implements interaction specifications, navigation rules, organization of information, and site
maps.

Develops and completes usability test plans, evaluates traffic patterns, studies user feedback to
validate information delivery.

Collaborates with key stakeholders to determine key features, best approaches and format for the
program, target user population and appropriate stakeholder engagement.

Defines standards for data integration and the creation of business object schemas or standard
formats to facilitate data exchange.

Designs innovative transaction interfaces for existing and new products and services.

Ensures data models and analytics are aligned with business intelligence needs and objectives.

Creates and publicizes an inventory of data stores and information components.

Tracks site metrics and user responsiveness, quantifies and measures feedback to report progress,
trending issues, risks and outcomes of the program to stakeholders.

Analyzes existing application designs, architecture and code to improve quality, mitigate issues, and
improve performance and functionality.

Evaluates business requirements to determine most appropriate technical architecture and design
patterns.

Conducts technical quality assurance audits and post-implementation reviews for both projects and
maintenance of custom applications, ensuring conformity with user client needs and compatibility with
ministry and corporate policies and standards.

Develops performance measures and evaluates the effectiveness of web services delivery and makes
recommendations for enhancements.

Plans and coordinates projects including providing direction to project teams, prepares project
initiation documents, and determines business feasibility, project plans, schedules, time frames and
availability of resources.

Provides support and direction to content specialists and subject matter experts within the justice
sector regarding the creation, refinement and input of content into the justice service platform.

Develop wireframes, site maps, schematics, process maps, user-task analysis and visual specifications
to describe the optimum user experience.

Provides direction, technical expertise and advice to systems staff supporting corporate web databases
and applications.

Provides direction, technical expertise and advice to staff supporting a variety of administrative
tribunals and other justice or dispute resolution programs.

Provides advice to executive on alternatives and solutions, risk assessment and cost benefit analysis of
existing and future information architecture.

JOB REQUIREMENTS


Degree in information architecture, user experience design, interaction design, computer science,
human computer interaction or a related area plus one (1) year related experience; or Diploma in a
related area plus two (2) years related experience. An equivalent combination of education, experience
and/or training may be considered. Preference may be given to applicants who possess a related
degree
Minimum one (1) year experience Managing content – synthesizing information of various volumes
and complexity and display in a way that is easily understood and follows a logical path
Minimum one (1) year User testing and service design experience

Strong conceptual, analytical and strategic thinking skills.


Minimum one (1) year experience in information architecture or user/interface design
Experience with the creation of decision trees / logic charts, workflow and information flow diagrams.

Good knowledge of user interface design processes and methodology, user- centered design principles
and practices.

Experience with mock-up and prototyping tools like Visio, OmniGraffle, Balsamiq, Adobe Creative Suite,
Axure, HTML, JavaScript, and Cascading Style Sheets

Experience in technical support, problem solving and troubleshooting

Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
screening checks as required by the ministry (Note: It is important that you read the job posting


