Notice of Property for Sale by the City of New Baltimore
In accordance with the New Baltimore City Charter, Chapter 11, Section 11.3, the City of New Baltimore
is soliciting sealed bids for the purchase and redevelopment of city owned property located at 51037
and 51025 Washington Street. The building located on the property has been condemned and must be
demolished within 90 days of the closing of the sale.
This property is in the Historic District and is zoned Central Business. All construction must be reviewed
and approved by both the Planning Commission and the Historic District Commission. All property
located within the City must be developed and used in accordance with all applicable laws and
regulations, including zoning regulations, redevelopment laws, the City Code and the State Uniform
Construction Code.
In addition to the bid price, all bids should include a description of the proposed use and a proposed
timeline for construction. Bids will be evaluated not only on the offering price for the building and
property, but the proposed use and capacity of the developer to complete the project in a timely
fashion. The City is not required to accept the highest bid and may reject any and all bids.
The successful bidder will be required to enter into a development agreement with the City which will
outline an agreed upon timeline for rehabilitation. Successful bidder will also be required to show proof
of financial capacity to complete the sale and rehabilitation.
Sealed bid must be turned into Marcia Shinska, City Clerk, no later than 2:00pm, Monday, December 5,
2016. All bids will be publicly opened in the City Hall Council Chambers at that time and reviewed by
Administration and City Council at a later date to be determined.

Sec. 60-123. - Central business district, CB.
(a)General intent. The central business district is proposed in the city's master plan as being the
core center for retail purchases in New Baltimore. The development of the downtown area
should be promoted as a retail center which establishes an identity for the city, and that can
attract people to the community. The downtown area, with its renovation of older buildings, can
provide for typical retail services, in addition to gifts, craft shops, restaurants, cafes, and similar
businesses which will encourage residents, as well as tourists, to use the downtown area.
(b)Permitted uses.
(1)Retail sales such as specialized food stores, bakeries, department stores, general
merchandise stores, pet shops, apparel and accessory stores, drug stores, video rental,
and bookstores.
(2)Personal service establishments which perform services on the premises, such as, but
not limited to, repair shops (watches, television, shoe, jewelry and the like), tailor shops,
beauty parlors, barber shops, and self-service laundries.
(3)Artist's studios and galleries.
(4)Common open space, including pedestrian plazas and courts.
(5)Eating and drinking establishments, provided that a restaurant shall not include a drivethru or in-the-vehicle services.
(6)Hotels including swimming pools and other outdoor recreation for occupants; indoor
news, candy, and souvenir shops; personal service shops.
(7)Libraries or museums.
(8)Physical fitness facilities such as health clubs.
(9)Professional, government or business offices located on the second floor or higher.
(10)Banks.
(11)Theaters, auditoriums, concert halls and similar places of assembly.
(12)Residential uses on second floor or higher meeting the following requirements:
a. Each dwelling unit must contain the minimum number of square feet set forth below
based on the number of bedrooms in the unit:
1.One bedroom: 700 square feet.
2.Two bedrooms: 900 square feet.
3.Three bedrooms: 1,100 square feet.
4.More than 3 bedrooms: 1,100 square feet plus an additional 200 square feet
for each bedroom over three.
b. Each dwelling unit must contain its own separate bath and kitchen facilities. No
shared facilities are permitted.
c. Detached single-family housing and two-family housing shall not be permitted in the
CB district.
d. Dwelling units cannot be located above any establishment engaged in food
preparation of any kind involving heating, baking and/or cooking on the premises
unless both of the following fire safety measures are in place:
1. The establishment which prepared food using heat is protected by a sprinkler
fire suppression system; and
2. The dwelling units and all common aisles, corridors, etc. adjacent to the
dwelling units are equipped with hard wired smoke alarms. Battery operated
alarms are not permitted.
e. Applicable restrictions under the city fire code and/or fire prevention code shall not
be subject to waiver or variance of any kind.
