Leicestershire Youth Futsal Development League – Laws of the Game
These are as per the FIFA Futsal Laws of the Game with some exceptions. These exceptions have
been introduced to reflect the availability and usage of indoor facilities in England.

The pitch: as per Laws of the Game (Futsal)
The ball as per Laws of the Game (Futsal). Size 3 balls will be used for the U10
and U12 leagues, according with player development guidelines. Size 4 balls will
be used for U14 and U16 leagues.
Number of players: 5v 5, plus 5 substitutes.
Player’s equipment: as per Laws of the Game (Futsal)
The Referee: As per Laws of the Game (Futsal), plus acting as sole timekeeper
The use of a Second Referee for a Development League is
recommended. A third official which can be used as a Timekeeper is optional.
Time Outs: 1 Time Out (similar to basket ball) per team is allowed per half.
Duration is 1 minute.
Duration of matches: 11 minutes each way minimum with a running clock time
Start and restart: as per Laws of the Game (Futsal) when using a
Running Clock
Ball in and out of play: as per Laws of the Game (Futsal)
Method of scoring: as per Laws of the Game (Futsal)
Fouls and misconduct: as per Laws of the Game (Futsal)
Free kicks: as per Laws of the Game (Futsal)
Five accumulated fouls before ten meter penalties as per Laws of the Game

League - Rules:
Governance
1. The League, Leicestershire & Rutland Youth Futsal Development League, is
registered with Leicestershire & Rutland County FA.
2. Competing teams must affiliate with Leicestershire & Rutland County FA through their
main Affiliated Club to take part in the Leicestershire & Rutland Youth Futsal
Development League.
3. Players cannot be registered with more than one team competing in the
Leicestershire & Rutland Youth Futsal Development League.
4. Player de-registrations and transfers are permitted in accordance with the standard
procedures for 11-a-side. League organisers should be advised in writing of all
transfers.
5. Only one de-registration and transfer is permitted per player per League season.

6. An official Team Sheets must be completed prior to all games in the Leicestershire
& Rutland Youth Futsal Development League and passed to the organiser of the
competition

All League games to be completed by 20th April 2014. Winners of each league or
festival will take part in the Regional Youth Futsal Festival in Derbyshire and further
qualification into the National FA Youth Futsal Festival which will take place in
Birmingham Futsal Arena in June 2014. Only in the Girls Competitions at U12’s,
U14’s and U16’s, a play off for the entry to the Regional, will take place between the
school and the club.
8. Points and Scoring
Win = 3 points
Draw = 1point
9. We will try and maximise the capacity of 10 teams per age group. Each age group
will be split into 2 groups and play their group matches. The winner of one age group
will play the winner of the same group before a final takes place between the overall
winner of one age group (eg U9’s) against the overall winner of the other age group
(eg U10’s). This will allow teams to participate against the same age group before
the last Final. Teams play each other once. If points are level, best goal difference
applies; if still level, most goals scored; if still level; fewest goals conceded; if still level
the head-to-head record between the two teams, if still level a play-off match will be
held.
10. Leicestershire & Rutland Youth Futsal Development League will try to have a
minimum of 8 teams in one division. An alternative competition format will be
proposed to the teams if this is not possible. Futsal still needs to be recognised.
11. Discipline:
The Discipline process for minor offences is administered by the League Organisers
at Leicestershire & Rutland Youth Futsal Development League through the Match
Officials on each day of the league fixtures. These relate to: (as per 11 v 11 Football
in the Laws of the Game).

Serious Foul Play

Kicking or striking another player

Use of offensive or insulting or abusive language or gestures directed at
match officials

Spitting

Head butting

Assault

Refusing to leave the field of play when ordered

Causing a match to be abandoned

Any offences where the offender has also acted in a discriminatory manner
for reasons of ethnic origin, colour, race, religion, sex, sexual orientation,
disability
12. Red Card offences incurred by a player in the Leicestershire Youth Futsal
Development League resulting in a suspension shall apply to Leicestershire &
Rutland County FA.
Administration Rules:
Leicestershire & Rutland Youth Futsal Development League – Administration Rules
1.
Management of the competition
The Competition shall be called Leicestershire Youth Futsal Development League.
Organiser: Ms. Marion Hayton – Senior Football Development Manager (Youth)

The competition shall be governed in accordance with the Rules and Regulations of the
Football Association. The FIFA Laws of the Game for Futsal will be used as submitted.
Leicestershire & Rutland County FA will sanction the competition. The competition, all
teams and players, and other persons shall be subject to the Rules and Regulations of that
Association.
2.
Affiliation of participating teams
All teams will be affiliated to a County Association, through the Competition.
3.
Teams eligible to enter and entry fee - £30 to register and affiliate and £5 per day when
playing games.
The competition shall be open to affiliated juniors and youth teams (U10’s to U16’s) affiliated
to Leicestershire & Rutland County FA only.
The entry fee shall be £30 per team. Payment must be sent with the entry form to
Leicestershire & Rutland County FA.
4.
Committee and powers
A committee has been appointed to organise the Leicestershire & Rutland Youth Futsal
Development League.
The committee shall have the power to apply, act upon and enforce the Rules of the
Competition, and shall also have jurisdiction over all matters affecting the Competition,
including any not provided for by these rules.
The committee shall also adjudicate over all matters affecting the competition Rules.
The committee shall also adjudicate in all cases of dispute, protest and complaint.
Other members may be co-opted, if required.
5.
Copies of rules
A copy of the rules will be distributed to all participating clubs.
6.
Players’ qualifications
Junior to Youth Level – U10’s, U12’s, U14’s and U16’s.
7.
Team colours
Competing teams must register a first and second set of colours with the Competition. In the
event of a colour clash, the second-named team must change. Players should be dressed in
uniform shirts and shorts. Goalkeepers must wear kit that does not clash with the referees’ kit.
Goalkeepers may wear tracksuit bottoms. Teams must bring a set of bibs.
8.
Arrangement of the competition
As per the rules submitted. Matches to be played at Crown Hills Community College inside
the brand new Sports Hall situated on Gwendolen Road, Evington Leicester, LE5 5FT,
unless unforeseen circumstances dictate otherwise.

9.
Reporting Results
Referees will complete a match report and return it to Leicestershire & Rutland Youth
Futsal Development League at the end of each fixture.
10.
Referees
The Competition Committee shall appoint Futsal Referees. Futsal Referees will be paid a
minimum of £35 per day. There is no payment for travel.
11.
Protests and complaints
All questions of eligibility, qualification of players or interpretation of Rules shall be referred to
the Committee, but the committee thereon shall entertain no objection to the dimensions of
the playing area or appurtenances, unless a protest is lodged before the commencement of
the game.
12.
Appeals
Any appeal against a decision of the Committee must be made to Leicestershire & Rutland
County FA in accordance with its rules within 14 days of the posting of the decision of the
Committee and accompanied by an appeal fee of £15.
13.
Discipline and Misconduct
To be dealt with in association with Leicestershire & Rutland County FA procedures

15. Team Names
No team must enter the Leicestershire Youth Futsal Development League in the name of
another affiliated club without the full knowledge and authority of that club.
No Team may play in Leicestershire Youth Futsal Development League with a name that
is deemed to be offensive or potentially offensive as judged by the organisers.
16. Team Sheets
It is the responsibility of all Team Management to complete and sign a Team Sheet prior to
the start of a match and pass this to the relevant Match Officials.
17. Trophies and Qualification to the Leicestershire Youth Futsal Development League.
Trophies will be given to the 1st placed team.
The 1st placed Team will be nominated as the County FA representative for the FA Regional
Youth Futsal Finals or progress to a play – off if there is more than 1 Division of a specific age
