PURPOSE OF EXERCISE:
To evaluate the ship’s ability to detect, hail, query, conduct small boat ops, equip and brief VBSS team, and ability to board, search vessel,
interview Master of vessel and collect documentation in an asymmetrical environment.

Safety Precautions and Risk Management (ORM) Controls:






All Training Team members will take station when directed.
Props and Impositions made by Training Teams must be removed and affected systems and equipment restored after the drill.
Crew served weapons will not be trained.
At NO time will watchstanders/VBSS Team members/Training Team Role-players initiate unnecessary physical contact.
All weapons will be verified clear and safe by Training Team members prior to the start of the exercise.
VBSS TT will verify hard point climbing embarkation before Team climbs and embarks ship.

Safety/Training Time Outs. All training team members are responsible for the safe conduct of training. Take appropriate actions to
prevent personnel or equipment from being placed in a hazardous situation.
‫ ٭‬SAFETY TIME OUT. Anyone may call a SAFETY TIME OUT whenever an unsafe condition is observed. All safety time outs will
be reported via the individual training team leader to ECG. Only the ECG may resume training once the unsafe conditions has been
corrected.
‫ ٭‬TRAINING TIME OUT. A TRAINING TIME OUT may be requested by any training team member and granted only by the training
team leader once obtaining permission from ECG. Training time outs should only be used when a watch stander’s action or non-action
will impede the scenario or training of other watch standers.
2. Expected immediate and controlling actions:
 Requirements: All responses / actions will be IAW CE15 Exercise Guide Book.
 Actual real world response: In the event of a required real world response ensure the word “ACTUAL THREAT, ACTUAL
THREAT” is used in reporting to ECG, pass the word over all available communications, and the drill will be terminated
DISCLOSURE PROCEDURE: Training Team Imposition. In the event a watchstander takes an action or fails to take an action, which would
affect the planned outcome of drill the team leader may authorize adjusting the timeline to allow for the action as long as any necessary
information is disclosed at the same time.
ORM: Probability “C” (may occur in time) with severity II (may cause severe injury / damage) leads to RAC of 3 (moderate). The following

SCENARIO OVERVIEW:
A. GEOPOLITICAL SITUATION:
Daily Intelligence summary reports that third country vessels have been illegally fishing which has had a negative effect on the
country’s economy. Reports have also been circulating that vessels have used illegal fishing methods. Reports of suspect fishing
vessels (F/V) have been approaching territorial waters. A Foreign Vessel meeting suspect description spotted at XX' XX' location
with fishing equipment deployed. A local fisherman reported he spotted the vessel meeting the description using illegal methods. If
the F/V is positively identified, the boarding team is to immediately request permission to board the vessel and conduct a search for
illegal fishing equipment or fish. Additionally, the On Scene Commander (OSC) is tasking the boarding team to collect evidence and
biometrics on the Ship’s crew.

General information for the crew:
All crewmembers will interact with the boarding team.

F/V Elania is a Blue flagged vessel that is home ported in Port Blue in Country Blue. The vessel is capable of getting underway for 6 days
without resupply. F/V Elania is at sea approximately four times per month.

Role Portrayal:
Note: Role players shall be instructed to utilize their true first names. If a role player is uncomfortable with using their true name, it should be made
known prior to the start of the boarding operation and a fake name should be shared with fellow crewmembers to ensure success of the scenario.
Master: You are cooperative but do not admit to illegal fishing. You will state that the First Mate is responsible for navigation of the vessel. If it is
discovered that your story is conflicting with the First Mate, admit that you have fished illegally. State that you were concerned about the crew and
wanted to ensure that they are able to take care of their families.
First Mate: You are cooperative but do not admit to illegal fishing. Explain that the Master provides course direction and you ensure the instructions
are followed. You have areas in which you typically fish. If asked about the typical fishing areas, become nervous. Become very repetitive and
explain this is your normal area.
Engineer: You are cooperative and polite. Explain that you are on a routine fishing trip. You mainly stay in the engineering spaces. Explain that any
questions about fishing locations would have to be posed to the Master or First Mate. You know nothing else.
Crewmember #1: You are cooperative but annoyed by the presence of the boarding team. You will complain that the boarding team is keeping you
from earning money you need to survive. Maintain that you have done nothing wrong.
Crewmember #2: You are cooperative and maintain that you are fishing. You will repeatedly state that you have been fishing all your life and it is
your passion.
Suggested Props:
Fishing equipment
Props (if utilized) shall be placed in an area of the target vessel that facilitates proper searches, allowing the demonstration of skill sets necessary to
successful operations.
Desired end state:
Teams must effectively conduct the boarding and justify all actions and rationale during post-boarding discussions with evaluators.
