SAPCC Minutes BOARD meeting 6/12/14 Present: Mimi Jennings, Michael Russelle, John Seppanen, Brad Engelmann, Seth Levin, Ray Bryan, JoAnne Makela, Suyapa Miranda Guest: Agenda/minutes approved with discussion: Discussion on minutes of land use committee. Michael Russelle requested corrections to motions made in Land Use. Particularly on contentious items. Suggested quality check for future. Minutes should go out within a few days after meeting to ask for corrections before submitting to full board. Land Use – ADU task force [Seth Levin] Staff posted set of questions for those interested in being on taskforce on website and in Bugle. Applications up until July 25. LU members will receive anonymous copies of applications to rate before August 7 meeting, where results will be reviewed and will chose up to 10 members. CEZ next steps – [JoAnne Makela] [minutes taken by Mimi Jennings] Need to be very clear about CEZ budget restricted: what’s the council, what CEZ? Specifically for the launch – will need monthly budget until clear. Much time currently devoted to big checks, big expenditures, receipts, accounting – no staff help for this. Executive Committee has agreed there is a benefit to the council’s relationship with CEZ. MR: We should write the checks, since we own it. Amy should bill us. JM: She might be an independent contractor hired by us for this program - sporadic activities. CEZ is focused on the launch. They would need a different structure. CEZ was originally time restricted. Startup money contingent /attached to light rail. Amy not yet contracted formally. Would CEZ convert from being a program to be a committee? Replacing Lauren – [Suyapa] Lauren leaves July 1 to work entirely for Hamline Midway on transportation projects. She will continue to staff Friendly Streets and Raymond Ave. Hamline Midway pays both Lauren and Kyle, they bill us. Both are paid the same, can get more benefits. In filling the vacated position we need to have more control. Need a new job description. We should ask Lauren for an account of her job/her view/recommendations. Lauren’s goodbye at Foxy Tue 6/24 5:30-7. Suyapa will create wants and needs document for community developer position. Should we hire a temp? too complex for someone to come in and pick up on short notice. Let’s take time to really look at our structure to thoughtfully create a new job description. Do email round-robin. Board members submit ideas and develop them before retreat. Environmental scan and board retreat – [Suyapa] The purpose of the environmental scan is to ask: What is temperature of the board? Are we supported, what do we want to do? Work in diversity and equity? Facilitated planning retreat in August. Questions will be sent out ahead of time to talk about at retreat. Critical junction right now. Let’s take time to reinvent ourselves and think about what we could become. CEZ has blossomed on its own and the council has not blossomed with it. We have great quality of people on our committees. Impressive the work they do and ideas that come up. JS: there’s a real pause in the council, a retreat would be good. Good work being done in committees. Time? Sat in August. Place? Urban Growler? Come with a wish list? Purpose: a vision/change. RB: Watch out for inertia. Send doodle to plan date for retreat. Mid August. 5 Saturdays. Look at first 3 Saturdays in August [2, 9, 16] go with majority. Possible locations: Urban Growler, Luther, other Look at board structure, consider new neighborhood plan due end of 2015. Need an impartial facilitator. Do we need more than one event? Set objectives. What do we hope to accomplish in one [or two] days. Build follow-up in to subsequent board meetings. Ask BOR to do homework, create wish lists, come with top 3 issues. Blind environmental scan beforehand. Facilitator can use data to inform process for retreat. Funds available from SAP foundation for BOR development. We should identify a facilitator soon to help set up retreat and allocate funds. MOTION: move to plan a board retreat, create doodle scheduler and send to board, look for facilitator, find location, and allocate funds up to $3,000 for administrative costs including facilitator Discussion added amount of funds m/s/a Budget- [JoAnne] Some numbers not adding up. Need corrections from Tim and Amy to explain what restricted funds are still active. Motion to review budget/expense sheet monthly until further notice. m/s/a SP public schools- [Suyapa] SPPS Looking for collaborators. Could use solar panel project on top of school. Or on top of district bldg. Como east of Fifield. 1930 Como. Facilities master plan. Potential apple orchard and more community garden space at Murray. Science teachers interested. Forestry school with DNR. Mimi is school liaison from ERG. Getting schools involved in transition town activities. SPPS looking for input from the neighborhoods. Still in the planning stages. want a representative from the council. Suyapa should attend first meeting to gather more information. th Mimi volunteered to go to the meeting on the 16 . Determine whether and environment committee or full board concern. OTHER Metro Transit passing information about possibility of more crime around the LRT Bush Fund leadership. Suyapa wants to apply for leadership grants. Building inclusiveness and equity. Ray: At Green Line Launch, we will have a table handing out word finder sheet for kids and family. We are setting up loom for activity for transition town banner. Going green booklets. Posters for kiosks. Board needs to be more responsive to social media. Like the posts. Retweet.
