MEMORANDUM From: Strategic Director, Children and Young People To: Strategic Directors, Chief Officers and Heads of Service CC: WCBC Chief Executive, Leader, Lead/Deputy Lead Members and Scrutiny CoChairs, Our Ref: TDG/JHJ Date: 22 October 2007 Your Ref: SUBJECT: Shared Planning for Better Outcomes (Circular 31/2007) Children and Young People’s Plan (CYPP) As you may be aware, there is a requirement for all authorities to publish a Children and Young People’s Plan (CYPP) by September 2008. The intention is that the CYPP will be a high level, strategic plan which brings together ALL high level priorities for services encompassing children, young people (CYP) and their families, and which provides clear signposting to ALL service and operational plans and the detailed delivery information they contain. A CYP Workforce Development Strategy is also required. The intention, therefore, is NOT that we write a brand new plan but that the CYPP enables us to set out in one place our entire Wrexham programme for CYP and their families for the next three years. We must also satisfy ourselves that our priorities are complementary and rooted in evidence, and that we identify and address any gaps in provision or unmet need. The CYPP does not have to be published until September 2008 but the requirement to carry out a 12-week consultation, and the potential complexity of the work involved, mean that timescales are tight; we have already been pushed off course somewhat due to so many weeks’ of Estyn inspection to prepare for. The body of the CYPP is linked to WAG’s seven Core Aims and these in turn reflect the UN Convention on the Rights of the Child. I am attaching an overview of the contents of the CYPP as set out in regulation and Guidance by WAG. As you will see, CYPP requirements extend far beyond the Children and Young People Service alone; the help and support of colleagues across Council departments and of external partners will be vital in achieving this task. The staff leading on the different areas of the CYPP have also been identified; they will be contacting colleagues in a range of departments and organisations for help with this task. Initially, we will be asking for signposting to your main recent pieces of research/data/ needs assessment and the key messages which you have drawn from these which have, in turn, fed into your current priorities and plans (we are trying very hard not to re-invent any wheels!) Would you please share this information with your teams and ensure that requests for help and support with CYPP development receive a positive response.
