ROLE CONTEXT
Role Summary
The Senior Parliamentary and Policy Coordinator is a role within Business Affairs and is
accountable to the Manager, Strategy and Governance for:
 providing high level strategic policy advice and project management to support the
achievement of the objectives of the Department for Communities and Social Inclusion (DCSI)
Strategic Plan and relevant objectives of South Australia’s Strategic Plan (SAPS).
 assisting with the development of strategic advice on Ministerial and intergovernmental matters
for the Minister(s) and the Chief Executive at departmental, portfolio, whole of government and
intergovernmental levels.
 efficient and effective preparation, central coordination and communication of information
across the department to support Parliamentary processes, including the State Budget
Estimates committees’ processes.

Special Conditions
 Successful applicant will be required to satisfactorily complete a Background Screening and
National Criminal History Record Check (NCHRC) prior to being employed and every three
years.
 Intrastate travel to regional and remote locations and interstate travel may be required.

RELATED TASKS
Policy Advice

Plan and organise work associated with the Parliamentary process across the department,
including Parliamentary Briefing Notes, Questions and circulation of Hansard.

Prepare accurate and reliable briefing notes, policy documents, agenda papers,
correspondence and speech notes on policy matters and freedom of information (FOI) for a
range of clients including the Minister and Chief Executive.

Plan and organise work associated with the preparation of State Budget Estimates briefs,
including the development of effective processes to meet the requirements of the Chief
Executive and Ministers.

Plan and organise work associated with department advice, Cabinet Family Impact
Statements, Community Cabinet, coordination of advice for national ministerial and inter
ministerial committees, and submissions on matters within the Unit’s responsibility.

Support the policy advice role of the Branch.

Develop, implement and review of policies and procedures.

Manage the Chief Executive’s Discretionary Fund.

Provide timely and accurate advice and liaison with the Department of the Premier and
Cabinet to maintain the Boards and Committees Information System (BCIS) are accurate.

Respond to tight deadlines and matters of a critical or complex nature under limited direction.

Measure and report on progress against the Division’s business plan, risk management plan
and business continuity plan.

Operate autonomously under minimal direction at crucial times of tight deadlines.

Provide a quality assurance function for briefing notes, policy documents, correspondence and
speech notes for the Minister and Chief Executive.

Coordinate and manage significant DCSI strategic projects at a state-wide level and interGovernment level.

Provide executive support to senior Departmental and cross Government committees.

Maintain liaison and productive links with government agencies (state, commonwealth and
local government), non-government organisations and other bodies.

Maintain up to date understanding of relevant government activities and processes.

Represent DCSI on appropriate departmental and across government working groups.

Develop and maintain productive working relationships with relevant stakeholders.

Understand and follow workplace safety initiatives, identify hazards and contribute to a safe
working environment, as well as follow procedures to manage and minimise risks within the
DCSI.

Follow the principles of a sustainable working environment by following departmental greening
initiatives.


ROLE SPECIFIC CAPABILITIES

Government Writing Experience - utilise experience in providing departmental advice, high quality briefings, including budget
estimate briefings and reports.

Planning and Coordination Experience - utilise experience in planning and coordination of a departmental process across
multiple portfolios, such as national Ministerial and advisory councils, Estimates and Parliamentary processes using political
acumen.

Political System Knowledge Base - demonstrate knowledge and understanding of the machinery of government at the
Departmental, Ministerial and Parliamentary levels; monitor the trends with the political environment.

Communication Experience - utilise experience to develop effective working relationships, and provide advice and
communicate effectively with management, staff at all levels and with a diverse group of individuals.

Relationships and Networking - develop and maintain constructive and credible relationships with a wide cross section of
