No alcohol is to be brought to any of the venues. Alcohol will be available at QBE North Harbour Stadium but will not be available for purchase at Westlake Girls and Westlake Boys High Schools as alcohol is not permitted on school grounds. Change rooms are made available at each competition venue along with physio services. (Showers are not available at Westlake Girls). Water stations will be available at all Football venues for the refill of water bottles. 2.2 Medical Services Medical services will be provided at all WMG2017 competition venues at a level appropriate to the sport being conducted. Competition Format 3.1 Competition Format Competitions will be formatted based on the number of team entries received as listed below. Women – B Grade Competitive 50+ 3.2 Duration of play Each match shall last 60 minutes, comprising two periods of 30 minutes, with a maximum interval of 5 minutes whistle to whistle in between. In the Finals series, should the result be a draw at the end of normal time, no extra time will be played. The winner will be determined by kicks from the penalty spot in accordance with the FIFA Laws of the Game. 3.3 Age categories Sport Division A – Premier Football 11 a-side B – Competitive Open Age Categories Men’s: 30+, 35+, 40+, 45+, 50+ Women’s: 30+, 35+, 40+, 45+, 50+ Men’s: 30+, 40+, 50+ Women’s: 30+, 40+, 50+ Men’s and Women’s: 55+, 60+ WMG2017 Football Sports Information Guide, Competition Version 2, April 2017Plain 3 of 10 3.4 Hours of Competition The first scheduled match at all venues is no earlier than 9.00am, with the last scheduled match to kick-off at 8.30pm on fields with floodlights. The Westlake Boys venue is without floodlights with the last kick-off at 3.15pm. 3.5 Registrations and Medals Where there are insufficient entries in an age category or grade, the categories will be combined in order to conduct a viable competition. The awarding of medals will not be affected, that is, teams will still be awarded medals for gold, silver and bronze placings in the age category in which they originally entered. Competition Standards and Rules The WMG2017 Football event will be conducted in line with the competition rules of the International Football Federation (FIFA), New Zealand Football, or as otherwise specified in this document and the Competition Regulations. A full copy of the Competition Regulations are provided on the Football specific page of the WMG website. 4.1 Player Eligibility and Qualifications Teams must consist of at least 14 Players to register for the Competition. Teams are permitted to have up to 18 Players in a team on match day with an unlimited number in the squad. 4.2 4.2.1 4.2.2 Subsitution Rules There will be unlimited substitutions (players can return to the field once they have been removed) by either Team at any stoppage of play at the referee's discretion. Players are to enter the field of play at the half way line. 4.2.3 The referee may refuse any request for a substitution if he or she believes that permitting the substitution at that time will give an unfair advantage or if a series of substitutions is unduly delaying or interrupting the flow of the game or there is insufficient time remaining. 4.2.4 Substitutes may warm-up during the game subject to the dimensions of the ground but may not use a ball. A goalkeeper is permitted to use a ball to warm-up. WMG2017 Football Sports Information Guide, Competition Version 2, April 2017Plain 4 of 10 4.3 Kick Off Teams must arrive and be ready to play no less than ten minutes before the scheduled kick-off at their allocated field. 4.4 Player Qualifications 4.4.1 Players are considered eligible to play in a team if they have registered in accordance to the WMG2017 Registration guidelines. 4.4.2 Any player under suspension but the Football Organising Committee or the recognised football association, in which the player is registered, will be deemed ineligible to play until that suspension is served. 4.5 Referees/Linespeople (Assistant Referee) 4.5.1 The teams appointed Linesperson will officiate their own match. Each team is to provide a person to be a Linesperson for all Group Play matches and any required Finals series matches (either one person for the entire match or two people, one for each half of the match). 4.5.2 Any team that does not provide a person to be a Linesperson for any of their required matches may forfeit one competition point or default their Finals series match to the opposing team with a score of 2-0, subject to the discretion of the Competition Manager. 4.5.3 The Home Team’s assistant referee will be appointed to the far side of the field opposite their Technical Area. The Away Team’s assistant referee will be appointed to the near side of the field in front of their Technical Area. 4.5.4 The Linesperson from the "away" team will always be on the sideline nearest to the technical area. 4.5.5 The person(s) filling this role for a team can be a team supporter, a substitute or team official who has a knowledge of the game and the FIFA Laws of the Game. (There is no requirement for the person(s) to be a qualified referee). 4.5.6 The person(s) must also adhere to the Artificial Turf rules wearing the correct footwear will being the Linesperson. WMG2017 Football Sports Information Guide, Competition Version 2, April 2017Plain 5 of 10 4.5.7 The Linesperson is to: 1. Indicate when the ball has gone out of play and which direction they believe the restart should be. 2. Indicate when they believe an attacker is in an offside position and is interfering with play. The referee will have the final say on all decisions as per The FIFA Laws of the Game. This potentially includes calling offside even if not indicated by the Linesperson, or, not calling offside even if indicated by the Linesperson. The referee will provide each Linesperson with a flag before kickoff which must be returned [to the referee] after the match. 4.6 Disciplinary Procedures Disciplinary incidents will be dealt with in accordance with the NZF Disciplinary Code and the FIFA Disciplinary Code. To the extent that there is any conflict between the NZF Disciplinary Code and these Regulations, then these Regulations shall apply. 4.7 Technical Delegate The International Football Federation (FIFA) has endorsed the appointment of Daniel Farrow (NZL) to act in the role of Technical Delegate for the WMG2017 Football competition. The Technical Delegate will oversee the implementation of all sport specific rules and requirements at the Games. 4.8 Other Information Teams are scheduled for one game in a day with a minimum of five matches for the duration of the Competition. Equipment and Uniforms 5.1 Equipment and Uniform regulations Each Team shall advise their playing strips with two different and contrasting colours for its First Choice and Alternate strips (shirts and socks). In addition, each Team shall select two contrasting colours for goalkeepers. These goalkeeper strips must be distinctly different and contrasting from each other as well as different and contrasting from the First Choice and Alternate strips. A goalkeeper may, at the discretion of the referee, wear tracksuit trousers provided the colour of such tracksuit does not conflict with the provisions of this article. WMG2017 Football Sports Information Guide, Competition Version 2, April 2017Plain 6 of 10 5.2 Footballs and Bibs Nike match balls will be supplied and used in all Competition matches. Three match balls need to be collected from the Information Desk at least 20 minutes prior to the team’s scheduled match. Seven bibs for substitutes to wear in the Technical area will also be collected at this time. A team official will sign and take responsibility for the return of all of these items at the conclusion of the match. These must be returned on the same day of play as there are insufficient quantities available for sets to be held by teams until their next match. Teams are advised to bring their own water bottles, strapping tape and footballs for training. Individuals are responsible for the safekeeping and storage of their own equipment. Training and Practice Facilities 6.1 Training Days and Venues There is no option for training at any of the WMG2017 venues as these are at capacity with the Competition schedule. A list of local venues is being compiled and will be advised shortly to teams to book directly with that provider. 6.2 Competition Day Warm Up Teams can gain access to the field they are scheduled to play on no earlier than 10 minutes prior to kick-off. Teams are not to warm up on unused fields at any time. Any teams found to be in breach of this notification may be sanctioned due to the damage that could be caused to the playing fields and its impact on the Competition. Fit4Football (New Zealand Football’s Injury Prevention Programme), warm-up zones will be available at each venue for teams to warm-up. In addition, there will be Fit4Football recovery activations at each venue for teams, including hot and cold baths, preventing injuries. In accordance with the Participation Terms and Conditions, all Participants are subject to the IMGA Anti-Doping Rules. Participants should also be familiar with sport-specific anti-doping rules. Registration / Check-in 9.1 Team manager packs are to be collected by a team representative on the first day of play for their team at the venue in which the team’s first match is scheduled from the Information Desk. 9.2 Teams must arrive and be ready to play no less than ten minutes before the scheduled kick-off at their allocated field. Insurance It is the athlete’s responsibility to secure private travel and medical insurance to cover any liabilities associated with their travel and accommodation in relation to attending or participating in their sport/event.
