TSPLOST Passes in Fulton County – Chattahoochee Hills’ Residents Prepare to Benefit
Chattahoochee Hills, GA – November 10, 2016 – On November 8th, the voters in Fulton County
voted yes to allocate an additional .75 percent sales tax be collected in that part of Fulton
County, Georgia, outside of the City of Atlanta, for five years for the purpose of transportation
improvements and congestion reduction.

This Transportation SPLOST (TSPLOST) will provide funding for Fulton County and all
municipalities within the County for transportation improvements and projects based on each
jurisdiction’s previously agreed upon needs. The Mayor and Council of the City of
Chattahoochee Hills supported this effort from the beginning with all Mayors of all cities in the
County unanimously endorsing the TSPLOST. Chattahoochee Hills will be using its funding
from the TSPLOST for the maintenance and safety enhancements of its paved and non-paved
roads. Although a list has been drafted, the roadways that benefit and the priorities for these
improvements will be based on public input.
With the votes cast and results tallied, it is now time to get to work. And Chattahoochee Hills is
wasting no time. We will be scheduling public meetings to prioritize the list of streets and
roadways needing maintenance and repairs so we can initiate the public bid process and secure a
vendor for this work.
Collections will actually begin on the first day of the calendar quarter following an 80 day
period after the vote. Collections will begin in April 2017 with an expected distribution of these
funds within 60 days of collections. This means that the City will not have an immediate surplus
of funds for roadways improvements because they accumulate monthly and will not begin until
next spring. However, the City Council may elect to initiate the bid process and even fund
projects using the General Fund operational balance with the anticipation of these TSPLOST
dollars.
The City Manager will request sealed bids and Request for Proposals (RFP) on goods and
services requisitioned that exceed $15,000. Sealed bids/RFPs will be publicly advertised for a
minimum of two (2) consecutive weeks in the City’s legal organ. Bids/RFPS will also be sent
directly to recommended vendors. Public Works Projects over $100,000 are required by
Georgia State Law (HB 1079) to have Payment Bonds and Performance Bonds for 100% of the
contract amount. The City will also require that a 5% Bid Bond be submitted with the bid.
These projects will be advertised in the legal organ for the City.
