Request for Expression of Interest (EoI) Furniture Making and Construction Training for Youths under GoI PTA-Project for HRD Master plan (Critical skills) – Pre-Service A. Background With directives from Hon’ble Minister, Ministry of Labour and Human Resources and with reference to the Annual Performance Agreement of financial year 2016-2017, the Department of Human Resources is mandated to train 300 youths in furniture making and 300 youths in Construction sector. For this the Human Resource Development Division (HRDD), Department of Human Resources is implementing Furniture Making Training for 300 Youths and construction training for 300 youths. The two training programs are designed with the objective of providing skills to the youths in the most important TVET sector. B. The objective of the program is to: 1. Provide skills required to foster meaningful and gainful employment of job seekers in furniture making and construction sector and 2. Fill up the skills shortage in the furniture and construction firms, currently filled up by the foreign workers. The furniture making and construction training for youths will be imparted through registered local training providers (The local training providers can collaborate with recognized Indian training providers). The recognition and affiliation evidence documents (Valid) signed with the Indian training providers should be submitted during the EoI. C. Identified training areas: Table 1 SN Training Areas A. The Services include: Regarding the full details of the assignment kindly refer to the Terms of Reference (TOR) which can be obtained from the Procurement Officer, AFD, MoLHR or at www.molhr.gov.bt or from Program officer, HRDD, DHR, MoLHR during working hours. E. The duration of training program and Venue: The training program duration can be from 1 month to 4 months based on the course requirements. Further, course duration should be justified and supported with the documents. The program duration will start from January 2017 or as specified in the TOR. TOR can be obtained with the EOI at www.molhr.gov.bt F. The Department of Human Resources, Ministry of Labour and Human Resources now invites eligible registered training providers to indicate their interest in providing the one or all training programs in both Furniture making and construction training. Further, the training providers must submit EoI and detail course contains separately for individual/each training program. Further, interested training providers must provide information indicating that they are qualified to perform the Services with the following documents/information: ● Local training provider must be registered under the Registration Regulation of DOS; ● Provide detailed Institute Profile (milestones, vision, mission & objectives - VMO, organizational structure, location, address, relevant training details in past and others) of the local training providers; ● Provide detail profile of recognized partnering institutes (India) (VMO, organizational structure, location, address, relevant training details in past and others, any form of international recognition or affiliation) ● Provide proposed Curriculum and Course Design as per courses identified in table 1 of this EoI (training content/modules and training structure/ Methodology); ● CV of Lead Trainer with proof document ● CV of Program Coordinator with proof document ● Provide valid MoU or agreement signed between the local and partnering training providers on their collaboration. ● Provide assurance and evidence to provide practical skills and sessions at least 60% of the training duration with the relevant industries both in India and Bhutan (Submit valid agreement signed between institute and relevant Industries). G. Training firms/ institutes will be selected based on QCBS (Quality and Cost-based Selection) in accordance with the procedures set out in the Royal Government of Bhutan Procurement Rules and Regulation (Consultancy Procurement).
