Soft Market Assessment Together for Families VCSE grants scheme - umbrella organisation Version v1.0 Date of publication: 25th August 2016 Contract Title Directorate Together for Families – Voluntary Community Social Enterprise Grants Scheme– Umbrella organisation Education, Health and Social Care Service Area Learning and Achievement Introduction Cornwall Council is conducting a soft market assessment to gain an understanding of the potential level of interest across the Voluntary, NHS, Independent and private sector for the provision of a VCSE grants scheme via an umbrella organisation. It is intended that the responses supplied will enable the Council to develop a business proposal. Any such proposal would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment. This is not a formal tender document. Participation of this soft market assessment will not prejudice suppliers participating in any future procurement. If you are interested in this area of service provision and also helping with our assessment of the market, please complete the “Information Required” section at the end of this notice along with any additional information you consider to be relevant and return this via Due North by 15th September 2016. Background Launched in March 2012, the Troubled Families programme aims to offer support to families with multiple and complex needs to enable them to achieve positive outcomes by: Getting adults into work or progressing onto a work programme Increasing school attendance and reducing exclusion rates Reducing crime and anti-social behaviour Reducing costs to the public purse over time. The national Troubled Families Programme, known locally in Cornwall as the Together for Families Programme, is transitioning into Phase Two of delivery where Cornwall is expected to identify, engage and achieve positive outcomes for 4,010 families between April 2015 and March 2020. The expanded programme increases the number of eligibility criteria by which to identify and engage additional families and puts greater emphasis on local areas to use the successes and learning of Phase One delivery to drive service transformation and integrate the programme further with existing services. The expanded programme essentials are described by DCLG as: Together for Families – Soft Market Request v1.0 2 Prioritise the families with multiple problems who are of most concern and highest reactive cost Appoint a keyworker/lead worker for each family who manages the family and their problems Work towards agreed goals for each family for each of the problems which are shared and jointly owned across local partners Are transparent about outcomes, benefits and costs Engage in ongoing service reform according to evidence of effectiveness and savings More information on the Together for Families programme is available online: http://www.cornwall.gov.uk/togetherforfamilies For Phase Two, families need to meet a minimum of 2 of the criteria for the programme which are: - Families affected by crime and anti-social behaviour - Children not attending school regularly - Children who need help - Families affected by domestic abuse and violence - Parents and children with a range of health problems - Adults out of work/financial exclusion/young people at risk of worklessness The broad aim of the VCSE grants scheme via an umbrella organisation is to ensure the effective engagement of the VCSE in the delivery of the Together for Families Programme, recognizing the unique contribution the sector can make to supporting the hardest to reach families through direct delivery of services within communities . The purpose of this area of investment is to: Manage and coordinate a grants scheme aimed at organisations within the VCSE who deliver existing services to families. Ensure that service delivery is enhanced through the development of a whole family approach to assessment and access to an increased range of services which meet needs across the family. Develop partnerships between key services within the partnership/ network. Foster innovative approaches from their partners. Improve engagement and monitoring of VCSE contributions to the programme. Increase learning from the VCSE and its contribution towards the evidence base for this programme. Support the growth of the VCSE sector in line with key transformational programmes such as the Transformation Challenge Award.
