Ellis County Purchasing Agent Receives Scholarship to Attend the National
Procurement Institute
Kim Gould, purchasing agent for Ellis County has been awarded a scholarship to attend the
National Procurement Institute in St. Charles, Missouri in October.
“Attending NPI’s 45th Annual Conference will provide me and the department valuable insight to
achieving procurement excellence, leading us to success in our endeavors in County Purchasing.
This scholarship will help me gain fresh perspectives as well as new ideas. I look forward to
taking advantage of this opportunity for continued education, professional growth, and
networking with colleagues”, she said, reflecting on the opportunity that was afforded by
receiving the scholarship.
Kim has served as the Purchasing Agent for Ellis County since November 2012, previously
serving as the Buyer/Project Manager for Smith County for 8 years. She earned her B.B.A. from
Texas College and currently holds a CPPB designation, and is currently working towards her
CPPO designation. When she is not procuring bids from local vendors, Kim teaches fellow
purchasing agents at Texas Public Purchasing Association Conferences, speaking on topics such
as “Common Specifications in an Uncommon World” and “Purchasing 101: Back to the Basics”.
Kim is slated to speak in November at another TXPPA Conference on “Purchasing 202: the Next
Level”.
