Representative Players / Teams 11. Representative Coaches/Managers Responsibility 1. AFFILIATED CLUB RESPONSIBILITES: Notify any changes to Club Office holders/contact details to the BNC Secretary. Advise Buller Netball Centre Board of any sponsorship arrangements before finalising them. Make sure that all monies owing to Buller Netball Centre from Club teams are paid. At the end of the season any money outstanding from a club will be advised and entries will not be received from that club for the following year until all money owed is paid. Ensuring that all club teams are outfitted in registered uniform of the club. Return completed Team Lists on time to the BNC Secretary. Incomplete team lists will not be accepted and will be returned to the Club to be completed with all the following information: Grade nominating, Duty Official, Umpire, Coach, Captain and Team Delegate. No Club affiliated with Buller Netball Centre shall play any matches other than those arranged by the Centre without the permission of the Board. Completed team registration forms to be returned to the Board Secretary before the nominated date as is determined by the Board For a breach of any Rule/s the forfeiture of the game will apply. 2. BOARD RESPONSIBILITES: There shall be annual grade competition among the affiliated clubs, arranged by the Board. The Board shall have the following authority: To arrange, control and manage all competition matches To classify teams for competition matches To keep a register showing the names of all players belonging to affiliated clubs, for reference purposes. The Secretary of any affiliated club, or representative duly authorized, shall have access to such register. To keep tables showing the results of all matches played under its control, and the position of all clubs taking part in the competition To arbitrate on all disputes whatsoever which may arise in respect to any match player under the jurisdiction of the Centre shall be decided by the Board, whose decision shall be final. To delegate any of its powers under these by-laws to such sub-committees as it deems necessary. If the Board deems it in the best interests of netball, promotion and relegation matches may be approved in any grade. The time, venue and rules of such games shall be left to the Board. A trophy will be presented for each grade Where place getters of sections tie on points, goal Ratio (goals for - goals against) will determine final placings. The Buller Netball Centre adopts the points system of 4 points for a win, 2 points for a draw and 1 point for a loss of 5 goals or less. 3. COMPETITION FORMAT: The draw for the weekly competition will go into the Westport News each Tuesday night and also be posted on Buller Netball Centre Website and Facebook page. Points will be as follows: 4 Points for a win, 2 points for a draw, 1 point for a loss of 5 goals or less. Games for Premier Grade will be four 12 minute quarters. Games for Senior A.Grade, A.Reserve, and B.Grade will be four 10 minute quarters. Junior (Yr 8) and (Yr 7) will play four 10 minute quarters. Yr 6 and Yr 5 will play two 10 minute halves. Breaks between games will be 2 minutes quarter time, 3 minutes half time, 2 minutes three quarter time. In the event of a tie in the semi-finals and finals the following shall apply: There shall be a two minute interval at the end of full time. Extra time of two (2) x five (5) minute halves each way will be played. Teams change ends and the game is restarted by the team entitled to the next Centre Pass. Teams change ends at half time without an interval. The Centre pass is taken by the team entitled to the next Centre Pass. In the event of a tie remaining at the end of extra time. Play will continue until one team has a two (2) goal advantage. Where two or more players from one team are unavailable for a competition game because of higher netball representative commitments, the game is question may be rescheduled. Written request for this will be required from the team affected to the Board. Other games may be deferred in exceptional circumstances by the Board, but only after written application to the Board. In the situation where a game or games are rescheduled, the game/s shall be played at the discretion of the draw steward in consultation with the teams and officials involved. 4. DEFAULTS: Default notifications should be received, in the first instance to the named Duty Executive on the weekly draw no later than 7pm on the Wednesday night prior to Premier grade games on a Thursday and 6pm on the Friday night prior to Senior and Junior games played on the Saturday. Failure to do so will result in a fine of $10.00. Where travelling expenses are incurred by a travelling opposition because of late default, the defaulting team will be liable to pay a minimum $20 fine. The defaulting team will forfeit points/goals. If the Duty Executive is unavailable notification must be made to the Board Secretary. To avoid defaults in Premier grade the Board has decided to allow teams in Premier Grade with only one (1) Club team to go down into the A.Grade of the competition and borrow a player from there. This is not to be at the expense of a registered team player. They can’t borrow from a club that has a team in the Premier Grade (e.g. Buller High School). The normal playing up rule applies. The procedure for a team who has arrived to find the other team is unable to take the court is they must be on the court when the start timer is sounded and if after 5 minutes no team turns up to play them, the umpires will call it a default game. 5. GRADING: At the start of each season Clubs/Schools may enter their teams into the grades/s which they consider appropriate (this is done by circling the required grade at the top of the official Team list entry form). However the Board shall make the final decision. The number of teams in each grade will be determined by the Board. The Board shall determine which grade of its competition each team will play in. Where a club/school has more than one team competing in the same grade the Board shall determine the seeding of these teams within that grade. Grades will be reviewed at the end of each round to see if there is a possibility of promotion/relegation for teams. Grades will be determined on the number of teams entered each year. 6. PLAYER RESPONSIBILITIES: No registered player shall without permission of the Buller Netball Centre Board, take part in any match unless duly registered by the Centre. No registered player whose name appears upon the membership list of a team/club shall represent another club unless the Board receives written confirmation from the team/club the player is leaving requesting this change. No registered player may play in a team lower than the team in which they are registered unless a re-grading has been approved by the Board. Any registered player having played three games in any higher graded team/s shall be deemed to be registered in the higher graded team for which they played the majority of games, unless prior permission has been granted from the Centre Board for extenuating circumstances. Boys up to the age of 12 years are entitled to participate in netball without limitation. This means that boys up to the age of 12 years can play netball at school, Centre and Representative level with no restriction on playing positions or numbers on court. Boys who are 12 years and up to 16 years and in Year 7 & 8 may continue to play at the discretion of the Centre, however Netball New Zealand recommends a maximum of three boys playing on court in any position at one time at school. A lower graded player may be allowed to play for a quarter per game in a higher grade without it affecting registration. The players name must be ringed on the card at the conclusion of the game so the Duty Official is aware of this. A player wishing to transfer to a lower grade/team must apply in writing to the Board for approval. No unregistered player can be registered to play semi-finals or finals and any offending team shall lose by default regardless of the outcome of the game. This includes players playing up for the third time as they are deemed new registrations. To be eligible to play in Semi/Finals a new registration must have played 3 full games for that Club team during the season. 7. TEAM RESPONSIBILITIES: The captain of each team must furnish the names of the players taking part in the games to the Duty Official, at least ten minutes prior to the commencement of the game. Cards for the purpose will be supplied by the Centre. Where team captains/coaches fail to fill in the correct list of players the penalty shall be either forfeiture of the game or a fine, at the discretion of the Board. A team must have 5 registered team list players on court all game. Registration of teams shall be a maximum of 12 players. Players may be deleted or replaced at any time. A team can register new players. A fee of $4.00 is to be paid to the Duty Official before the start of the game. Failure to do this will result in the game being a default. Duty Official upon checking cards after the game will notify of the default to both teams as soon as possible. Teams will be required to help in the following areas: Setting out and bringing in of equipment Selling of raffles Umpiring duties Kitchen and café duties Tidying of facilities Managing of gates on gold coin days Note - small clubs of less than three teams will be attached to larger clubs for allocation of duties. Each team shall pay subscription fees as are determined in accordance with the constitution which are set from time to time, by the date detailed in the constitution. Failure to pay subscription fees by the date detailed will result in the team being stood down from all competition games until payment is received. Should payment not be received by the conclusion of competition, then each player will be required to pay a fee as determined by the board before they are able to be registered for any other club in any future competition year. 8. UMPIRE RESPONSIBILITIES: Premier Grade teams will be used to umpire in the Saturday competition as required. All teams will be required to assist with umpiring and or Duty on a weekly basis as required. Where a team fails to umpire or obtain a suitable umpire for the game, then that team shall start their next competition game with 6 players and remain playing with 6 for the entirety of the first quarter of their game. Umpires must not commence games until notified by the starting siren. Umpires must be prepared to time any injury time that might be needed. Umpires have the right to ask any person/s to leave the sideline if they feel their behaviour is affecting the game being played or preventing them from doing their job. If support is needed with this issue the Duty Official can be brought out to assist. 9. PROTESTS: Any protest arising from the conduct of a game (player, coach or umpire), must be forwarded in writing to the BNC Secretary. The protest must be emailed or postmarked no later than 48hrs after the event in question. Any protest received outside of the 48hrs will not be addressed. The protest will be addressed as soon as practicable by the Board. Parties involved shall be consulted further if additional information is required. Parties involved will be contacted with Board decision as soon as possible. 10. REPRESENTATIVE PLAYERS / TEAMS: Players can nominate to trial for Age Group Representative Teams. Coaches may nominate a player/s if they consider a player has been overlooked. Names for teams will be sought before the start of the season. (through the schools). Representative players absenting themselves from practice will be disqualified unless suitable explanation is given to the Coach or Manager. Representative players will refrain from smoking whilst wearing the uniform of the Centre. ALL players will travel to tournament on the buses provided. All fundraising or sponsorship monies raised for Representative players must be channeled through the Centre. The Centre will pay at least 50% of the Representative Team costs. If for some reason a player needs to travel to Tournament privately they must notify their Coach or Manager in plenty of time. Non-affiliated players are not eligible for selection in Representative teams. Age group teams are Under 13, Under 13 Development. Under 15, Under 17. Buller Netball Centre Representative teams shall consist of a maximum of ten (10) players. Players selected for representative teams are expected to be available for all tournaments. Advice of unavailability for any practice or fixture must be registered as early as possible to allow for an appropriate decision to be made. Ages for representative players shall be as at 1st January of the current playing season. If mini vans are used designated driver/s must hold a current clean license. No other person shall drive the vehicle other than the designated driver. Accommodation shall be organized in conjunction with Board. All team members will stay together and separate from supporters. Representative player contributions shall be paid by a specified date. Team members will be responsible for any damage or loss of uniform provided by the Centre. Invoices will be issued for replacement costs if needed. Travel expenses incurred by a team member outside organized team travel will be the responsibility of that member. It is expected that all players’ behavior whilst attending Tournaments will be of a high standard. Any incidents deemed by Coaches/Managers to be unacceptable will be taken to the Board. If the incident is deemed to be unacceptable by the Board, the player/s involved could be removed from the team. If the incident is severe enough whilst away on Tournament, parents could be rung and asked to come and get the player/s concerned. This decision will be made by the most Senior Coach attending that Tournament in conjunction with other Coaches and Managers. A full report will be presented to the Board. Any player that wishes to trial for a Representative team outside of Buller Netball Centre (that is already provided by the Buller Netball Centre), must do so in writing outlining their reasons for such a move. The letter must ask for dispensation from the Buller Netball Centre Board. The Board will look at the request from players on a case by case basis and reserve the right to decline a request. Should a player be selected, they will waive their right to play in any Buller Representative team for that season, and Buller Netball Centre will not be held responsible for any associated costs for these players. 11. 12. REPRESENTATIVE COACHES/MANAGERS: Coaches/Managers select players from Trials to form an Age-Group team to represent the Centre. If required an independent selector can be asked to assist with selection of teams. They shall appoint a Captain. Teams must be approved by Buller Netball Centre Board. Coaches can appoint a Manager that will fill their and the players needs to assist them, this appointment will be approved by the Board. Managers will collect player fees and make sure that all needs of the players whilst at tournament are attended to. No Coach/Manager shall be permitted to play in Senior Representative Teams unless they have Board approval. Ensure that all players are good ambassadors to Buller Netball Centre whilst away at Tournament. Ensure all players have paid fees payable. GENERAL: No Jewellery is to be worn on court. All piercings are to be removed (includes tongue studs). Medic alert bracelets are the only jewellery that can be worn but must be taped. Persons with bicycles, prams, pushchairs, scooters, skateboards, rollerblades, dogs and bags may be asked to remove them from between the courts while games are in progress. The scorecard is the final result and can’t be disputed. Teams should make sure they have a substitute standing beside the person with the score card. First Aid is the teams responsibility, strapping is the players responsibility. Ice Packs are available from the pavilion.
