This new line promotes playing the ball out of the back in a less pressured setting and to indicate the beginning of the area that an attacking player may be penalized for an offside offense. o They are to be used for when the goalie is in possession of the ball or there is a goal kick to be taken. The other team must remove all of its players to behind this line for the ball to be placed back into the game. o Does the goalie need to wait for the other team to get behind the line prior to putting the ball back into play? No, the goalkeeper can put the ball into play sooner but he or she does so accepting the positioning of the opponents and the consequences of how play resumes. o When should the 6-second rule for the goalkeeper start? After all of the opposing players have retreated behind the build-out line. o What happens if the team does not move back behind this line? The referee may caution them for unsportsmanlike behavior. o When can the team move back across this line? Once the ball has been put back into play. Put back into play is defined as when ball cross any lines of the penalty area for a goal kick and when it leaves the goalkeepers hands on goalkeepers possession. o Does a team need to move back behind this line for throw-ins or for free kicks? No, only for goal kicks and when the goalie is in possession of the ball. Does the referee use the halfway line or the build-out line for calling offside? o Going forward offside will now be called beginning with the build-out line. Players cannot be penalized for being in an offside position between the halfway line and the build-out line. Players can be penalized for an offside offense between the build-out line and goal line. Can the goalie punt the ball back into play? o No, the goalie may not punt or drop kick the ball back into play. The ball must be put back into play by rolling or throwing the ball or putting the ball onto the ground and dribbling it or kicking it back into play. o What is the penalty for punting or drop kicking the ball back into play? Indirect Free Kick from the place that the ball was kicked unless that place is in the goal area, then the kick will be taken from a spot on the line of the goal area parallel to the goal line at the nearest point to where the infringement occurred. When can we substitute players? o Substitutions by either team can be made at any stoppage of play with the permission of the referee. Where can I find additional information?
